TO AGREEMENT NO. SWMCLCP-2325-GrCoPW-00081
BETWEEN
THE STATE OF 'WASHINGTON DEPARTMENT OF ECOLOGY
AND
GRANT COUNTY PUBLIC WORD
PURPOSE: To amend the above -referenced agreement (AGREEMENT) between the state of Washington Department of
Ecology (ECOLOGY) and GRANT COUNTY PUBLIC WORKS (RECIPIENT) for the Grant Co PW (PROJECT).
The task cost for Task 1 - Litter Pickup and Illegal Dump Cleanup is increased by $20,000 from $89,700 to $109,700 (and
by $20,000 in state share from $89,700 to $109,700).
Funds to increase this AGREEMENT's budget come from an increase in the total allocation available for the program at the
onset of the biennium. The agreement scope of work remains the same, expected outcomes increase as follows:
• From 1,731 to 2,150 Hours Worked
• From 175 to 225 Miles Cleaned
• From 16,500 to 18,000 Pounds of Litter Collected
• From 40,000 to 45,500 Pounds of Material Recycled

Task Description:
RECIPIENT may coordinate paid litter crews, supervisors, and maintenance staff to clean county and city roads, county
owned gravel pits, and public areas. The litter crew will pick up and transport the collected litter and illegally dumped items to a
permitted solid waste facility. RECIPIENT will coordinate scheduled cleanup in partnership with the Washington State
Department of Transportation (WSDOT) and Ecology Youth Corps (EYC) to avoid duplication of effort.
RECIPIENT will clean county/city roads and illegal dumpsites throughout the county. RECIPIENT may promote, coordinate,,
and enlist the help of other volunteer and community groups. RECIPIENT may conduct outreach to recruit new partners and
participants. RECIPIENT will provide training and safety materials to participants. Volunteers will collect litter and illegally
dumped material and the RECIPIENT will dispose of it.
RECIPIENT will encourage volunteer groups to pick up litter along county roads if they provide the necessary documentation

to be county volunteers. Safety of the participants is primary concern in determining if a route is acceptable for assignment. The
RECIPIENT provides guidance and equipment to foster safe and effective cleanups. RECIPIENT will pick up the litter and
transport to a disposal facility.
RECIPIENT or delegate is responsible for crew safety training and oversight of crewmembers. RECIPIENT will follow all
applicable local or state road setup procedures while working on county roads. RECIPIENT will provide appropriate Personal
Protective Equipment (PPE) for all workers. PPE can include safety vests, gloves,, eye protection, and other supplies or tools
necessary to complete the work safely.
RECIPIENT may have WSDOT pick up collected litter on state roadways or take collected material to a permitted solid
waste facility.

Community Investment: Instead of requiring a match, ECOLOGY encourages RECIPIENT to mobilize local resources. These
may include correctional workgroups, volunteer organizations,, administrators, and/or equipment. This approach produces the
greatest environmental impact with the limited funding available. To maximize project success, communities should invest local
resources such as donated staff time,, volunteer labor, donated tools and supplies, and waived disposal costs.
Costs Eligible for Reimbursement
• Salaries and benefits for crew supervisors and non -correctional crewmembers
• Administrative overhead, as defined by CLCP
• Tools and supplies related to litter pickup/illegal dump cleanup
• Fuel and maintenance proportionate to vehicle use for litter pickup and illegal dump cleanup
• Safety training related to litter, dump, and/or roadwork
• Disposal costs for litter pickup and illegal dump cleanup on public property
• Costs not listed here but approved in writing by ECOLOGY
Costs Not Eligible for Reimbursement
• Overtime differential unless the individual spends 100 percent of their time on CLCP activities and ECOLOGY provided
prior written approval
• Administrative overhead costs more than 10 percent of the agreement total eligible cost minus a budget for Tools and
Trucks
• Indirect costs
• Costs associated with litter pickup or illegal dump cleanup on private land without public access
• Mileage
• County owned general equipment rental or revolving fund (ER&R) charges
• Costs not supported with required documentation

The goal of this task is to pick up and prevent litter and illegal dumps on roadways and other public lands throughout Grant
County.
