MONDAY, JULY 24, 2023 The Grant County Commissioners session began at 9:30 a.m. with all Commissioners in attendance. 9:30 a.m. —10:30 a.m. B Vasquez, Clerk of the Board Update • Pending Decisions Spreadsheet • Commissioners Office Staffing • Commissioners Consent Agenda / Agenda Process: The Clerk of the Board and Deputy Clerk of the Board went over the agenda submittal process and the struggles they face with "anticipating items and walk-ons". They requested support from the Commissioners to enforce the process. Pursuant to RCW 42.30.110(1)(g) Commissioner Jones called an Executive Session to order at 10:16 a.m. to go until 10:30 a.m. regarding Job Applicant/Evaluation. In attendance were Commissioners Carter, Stone and Jones, Barbara J. Vasquez, Clerk of the Board, and Kirk Eslinger, Human Resources Director. Commissioner Jones the session at 10:30 a.m. 10:30 a.m. —11:00 a.m. R Towry, Ephrata City Administrator Introduction • Ray Towry, new Administrator for the City of Ephrata 11:30 a.m. —12:00 p.m. B Humphreys, Big Bend Community College — Project Letter of Support • BATT (Battery and Allied Technology Transformation) Tech Hub. They are working on a Regional Technology and Innovation Hub Program (3 on the Pacific Coast) and hope one will be placed in WA. They desire to become a "designation" area. 1:00 p.m. — 2:00 p.m. Commissioners Round Table — Miscellaneous Discussion • Review of Consent Agenda Items o Commissioner Stone asked numerous questions of consent items. o Fairgrounds item 9: Commissioner Jones leans towards not approving. o Sheriff's Office item 17: Should put the company name, not the personal name. Commissioner Stone recommended holding this item for 1 week to get the contract amended into the business name. o Fairgrounds Item 10: Per Commissioner Carter, this will be discussed at the Commissioners 3:30 p.m. meeting. • Grant County Columbia Generating Station Emergency Preparedness Plan representative. (Consent Item 4). Commissioner Jones will be the appointed official. We should receive the approximate amount we got last year. • Commissioner Carter updated the Board on Komaki/Toyoyama exchange. J • Commissioner District Updates o DS District 1: CivicPlus will be reviewing our Grant County Code and wanted to give EO/DH a heads up. He gets many calls about weeds along the roadside. o RJ District 2: Travel claim voucher — BOCC to be consistent in review of all. He attended a One D presentation (battery science company); he received a phone call from Senator Murray's Office re: Bridge 247 funding and Courthouse security. We are high on the list for state/federal funding. Bridge 248 is also being looked at. Many of the homeless RV's have moved into the town of Wheeler. Concerned citizens need to file Code Enforcement complaints. o CC District 3: Engle property update; Komaki/Toyoyama exchange went well; County wide cleanup for the Mattawa area. S Castro, Public Works Update • Road 24 NW Roadway Improvements Petition (Palisades area -Billingsley) (Dave): potentially work out an agreement with Douglas County and WSDOT. • Grader Incident (Sam): No damage to the Public Works grader. • Vegetation Complaint (Sam): • Public Works County Lands Assessment (Sam) • SWAC Meeting Update (Sam): Was cancelled due to a lack of a quorum. • The County received an email from Senator Murray's office regarding $65 million secured for Key Transportation projects (Bridge 247). • Commissioner Carter stated the Heavy Equipment Operator and training program was not listed on the Human Resources top priority listing. Pursuant to RCW 42.30.110(1)(g) Commissioner Jones called an Executive Session to order at 1:02 p.m. to go until 1:12 p.m. regarding Job Applicant/Evaluation. In attendance were Commissioners Carter, Stone and Jones, and Sam Castro and Dave Bren, Public Works. Commissioner Jones closed the session at 1:12 p.m. 2:00 p.m. — 3:00 p.m. Commissioner's Meeting • Call to order • Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) o Tom Gaines stated he had a good meeting w/ the Rotary o Jerome Wawers stated he felt it was prudent planning to hiring Darryl Doolittle for the vehicle upfitting. Page 5 of 9 Grant County Commissioners Minutes Week of July 24, 2023 o Elisia Dalluge came by to say hi and discuss the potential hiring of a county staff member for Coordinated Entry. She would like to know the specifics for the position. The Commissioners stated we are at the very beginning of the process. • Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner Jones, to approve the agenda as presented. The motion passed unanimously. • Correspondence (ie. Emails that have come in that need response, letters of support etc.) o Wenatchee Valley Humane Society email re: potential assessment. Clerk is attempting to schedule the meeting with Animal Outreach and the City of Moses Lake • Commissioners Roundtable — Miscellaneous Discussion o Item 17 to be amended and changed to add the business name. • Consent Agenda — (Items 1 through 18) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Stone, seconded by Commissioner Carter, to approve the consent agenda as follows: Approve items 1-3, approve item 4 naming Commissioner Jones as the representative, hold item 5, approve items 6-8, deny items 9 and 10, approve items 11-14, amend item 15 to reflect newly submitted amount, approve item 16, deny item 17, and approve item 18. Discussion by Commissioner Stone: he clarified that the Board wanted to get the name of the business for item 17. The motion passed unanimously. AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (In the amount of $1,934,439.33) 2. Request to create a special revenue fund #117.000 —Criminal Justice Sales &Use Tax. This new fund will hold revenues from the Proposition 1—Sales and Use Tax from Criminal Justice Funding monies. (Resolution No. 23 -066 -CC) COMMISSIONER'S OFFICE 3. Invoices 4. Request to identify representatives to sit on the Grant County Emergency Operations Center, Washington Restoration Framework, and the Washington Recovery Group, with Emergency Management for the Grant County Columbia Generating Station Emergency Response Team. (Commissioner Jones will be the Commissioner representative to all 3 groups) 5. Washington State Department of Commerce Federal Interagency Agreement with Grant County through The Homeless Assistance Unit, Contract No. 24-4619D-106 for Emergency Housing Fund (EHF). The term of the agreement is July 1, 2023, through June 30, 2024, in the amount of $1,154.,338.00. Upon signature of the contract, a public hearing and budget extension are requested. (Item is being held until a completed document can be submitted) 6. Resolution No. 23 -063 -CC in the matter of proposing a resolution in support of the City of Quincy's Resolution No. 23-628, providing for the submission of a proposition to the qualified electorate of Quincy School District No. 144 at the general election to be held on November 7, 2023, for the approval or rejection of the creation of the Quincy Valley Regional Parks District pursuant to Chapter 35.61 RCW. An interim ordinance adopting a six-month moratorium on the establishment, re -location, or licensure of production and processing of recreational marijuana or marijuana infused products and directing the scheduling of a public hearing. (ordinance No. 23 -067 -CC) FACILITIES AND MAINTENANCE 8. Contract with Asbestos Central, LLC for the asbestos abatement at the church located at the Grant County Museum in the amount of $25,772.10. The project was approved at the 7/18/23 Consent Agenda. FAIRGRnIINnS 9. Request to authorize Fairgrounds Director to sign contracts up to $45,000 for the 2023 Grant County Fair due to increased costs of entertainment etc. (This item was denied) 10. Request for Barbara Vasquez as well as Brittany Lutz to help at the Grant County Fair during the week of August 11-19,.2023. (This item was denied. Staff is only allowed to work 1 day each, the Commissioners are willing to donate staff during regular business hours) JUVENILE COURT AND YOUTH SERVICES 11. Request to close fund #001.117 titled Diversion Monitor Change Fund due to no longer having a use need for this fund. Upon approval, the balance of $50.00 will be deposited into #001.000. (Resolution No. 23 -068 -CC) 1.2. Request for Director, Suhail Palacios to Docu-Sign the Washington State Department of Children, Youth and Families (DCYF) County Program Agreement No. 2363-48765, for the purpose of funding and supporting program services. The term of the agreement is July 1, 2023, through June 30, 2025. NFW HnPF 13. Children's Advocacy Centers of Washington Contract No. 190 -A -GRANT -CAP -23 to provide funding for a portion of the forensic interview services at Kids Hope. The term of the contract is July 1, 2023, through June 30, 2024, in the amount of $52.,430.00. PHRI I(' WnRK.q 14. Request to the Grant County Road Department for the reimbursable work for the Town of Wilson Creek for the railroad / Kathy Boulevard Road repair work. Work should be completed no later than October 31, 2023, with a maximum payment amount of $16,500.00. 15. Washington State Department of Transportation Local Agency Agreement No. LA10624 Supplement No. 1 for the Silica Road Overlay project, in the amount of $1.,240,400.00. Washington State Healthcare Authority Contract for Prevention and Promotion of Client Services Contract No. K6946 for the purpose of providing substance use disorder prevention and mental health promotion services to individuals, families, and communities. The terms of the agreement are July 1, 2023, through June 30, 2025, with a maximum payable amount of $1.,710,,000.00. SHERIFF'S OFFICE 17. Contract with Darrell Doolittle for'the vehicle upfitting and maintenance of Sheriffs Office Vehicles. The term of the contract is 5 years upon signature. (This item is being denied. To be resubmitted with the business name) TECHNOLOGY SERVICES 18. Purchase Order No. 487 to Ednetics (EDNTC) in the amount of $6,,991.80 for the annual renewal of EXACQ (86) licenses. • Board Discussion/Decisions Items (Items to discuss and items that were removed from Consent Agenda: These items will be acted upon together) • Adjournment 3:15 ,p.m. — 3:30 p.m. Open Record Public Hearing, To Consider Proposed Amendments to the Grant County Comprehensive Plan, the Grant County Code, and the Grant County Shoreline Master Program The Commissioners held an Open Record Public Hearing to consider an ordinance relating to the Shoreline Master Program (SMP) Periodic Review required by RCW 90.58.080(4) and codified in the Unified Development Code Ch. 24.12. Barbara J. Vasquez, Clerk of the Board, stated that the ordinance proposed today has a scrivener's error on Page 2, where it states the legal notice was published in the Grant County Journal. It was not, but in fact published in the Columbia Basin Herald. Jim Cook, Assistant Director of Development Services, read into the record many portions of the Ordinance to be adopted today. The process was overseen by a Coalition and the process went well. Chris Young, Director of Development Services discussed the grant they received from the Department of Ecology in the amount of $100,000 to fund this SMP Update. The project cost approximately $75,000.00.
