proposal from Connections which we reviewed.

NC Region Diversion Meeting Notes: 7/26/2023
Participants:
Kevin Overbay, Ana Johnson, Leah Becknell, Leslie from Chelan County Jail, Cindy Carter, David McClay,
Dell Anderson, Fona Sugg, Joseph Hunter, Kristen Hosey, Lisa Staggs, Loretta Stover, Marc Straub,
Wendy Brzezny
Met with Connections at end of June regarding SIM and talk about the proposal for SIM mapping.
Commissioners Straub and Overbay and Leah met with them to understand the proposal and ask
questions.
Reviewed proposal from Connections.
1. Leah noted that we could fast-track Intercept 0 before hand by collecting existing information
on crisis line and crisis services. And then utilize Connections for the final 20% and assessment
work of strengths and gaps.
Estimated cost is $75k but this could change if not all 4 counties want to participate.
1. Stakeholder visits could be revised if we modify Intercept 0 as discussed to do pre -work and
then focus more on Intercept 1 and 2
2. Scope change is primarily which counties are involved
Discussion:
1. Interest in moving forward with proposal?
1. Commissioner Straub — next step is crucial if we are to advance and make progress

2. Commissioner Carter — agree we need to move forward. If we don't do individually by
county, it's not enough and need regional scope.
3. Commissioner Overbay — agree, that we need to move forward and share the cost.
Better to do collectively as a region. Great opportunity to move forward.
4. Loretta — Confirm that work from this agency would be ours to use whether we go
forward with them or not.
5. Joey — SIM mapping helps understand resources and gaps. Supportive of this.
6. Fona — Support idea but seems like a lot of funds. Is there someone local to do this for
less funding? Potential to leverage Connections to start and then utilize Carelon or other
resources.
2. Financial resources available?
1. $18,750 for 4 counties, $25k for 3 counties
2. Chelan County would be in for 25% minimum and potentially up to 33%
3. Douglas County expects to be able to contribute similarly
4. Grant County,— Dell can work with Cindy to assist also
5. Other potential funding sources — Health District, Thriving Together — Wendy will take it
back to John for consideration
6. Opioid Settlement funds are probably not an option as they are more specific
7. Aging and Adult care — under the realm of geriatric MH may be able to contribute
8. Kevin will reach out to Okanogan to see where they are
3. Next steps:
1. Let Kevin know by Friday August 4t" with commitment and potential funding -Leah will
send a survey out to capture input
Roundtable:
1. Wendy —thanks for work and will have John respond to survey
2. Nanine — nothing additional
3. Marc — glad we're moving forward
4. Loretta — still in negotiations re: w/d management
5. Lisa — will pass on notes to Judge Short
6. Kristen — Still new to Health District so will work with Luke for any funding options
7. Joseph —appreciate hard work on this from paper napkin to today and want to move forward
8. Fona — have been approached about starting AOT court which could have funding available
9. Dell — Nothing else
10. Cindy — thanks for the work on this.
11. Bruce — thanks for participation and need to seize opportunity. Costs are minimal compared to
reality of seeing this save lives in our community
12. Leslie — thank you on behalf of director Sharp. Exciting to see this.
