Klein; Mireya Garcia Subject: Food Control Drill ,Attachments: December 2022 Grant Co REP Plan Final_Approved.pdf Good Morning Grant County Area Response Partners, Bottom line Up Front: There is a large scale response exercise related to radiological response in early 2024, and Grant County Sheriff's Office Emergency Management is soliciting your participation based on the county's response plan. Please see below for more details. As you may or may not be aware, portions of Grant County reside within what is known as the 50 mile Emergency Planning Zone (EPZ) for the Columbia Generating Station; the Nuclear Powerplant north of Richland. Due to this, every years the Federal Government requires an evaluated exercise to test our ability to respond to a critical failure of the site that results in the release of radiological materials into the environment. For our part within the 50 Mile EPZ, our focus is on the control and interdiction of agricultural products within the plume's path. The primary risk to the public is consumption of product that has had radiological material deposited on it; Grant County is not close enough to the plant to necessitate evacuation of any Grant County resident based on federal planning standards. Our goal, in coordination with the State response and neighboring impacted counties, is to prevent contaminated product from reaching the market or processing facilities. explain all this to come to the point that the last exercise was held in 2016, which means that the next evaluated exercise will be occurring in February and March of 2024. Ahead of this exercise, Grant County Emergency Management would like to do the following: • Review the plan with organizations listed in the response plan, which was updated last year, reviewed by Washington State and approved by FEMA in January of this year. • Encourage organizations to attend/observe a Food Control Area Drill in the EOC on August the 23rd, 2023. • Conduct trainings for EOC Operations and expected actions in a radiological emergency with partners based on roles and responsibilities described in the response plan. • Have all local response partners participate in the dress rehearsal exercise occurring February 6t" —8 th ( Grant County will only participate on the 7t" or the 8t", the specific date has not been revealed to us by FEMA yet). ,_ -, -r_ • Based on findings from the dress rehearsal, update or adapt plans and procedures. • Have all local response agencies participate in the evaluated exercise occurring March 26th -28, h (Grant County will only participate on the 27th or 28th, the specific date has not been revealed to us by FEMA yet). Attached to this email you will find the current "Grant County Columbia Generating Station Emergency Response Plan Rev.7" dated December 2022. If you are uncertain if your agency has a specific role within the plan, you can refer to Chapter 2.7 "Key Roles and Functional Areas" for a list of Primary, Supporting, and Coordinating agencies. If you would like to schedule a time to review the plan with Emergency Management, please contact EM Specialist Mireya Garcia (mxgarcia@grantcountywa.gov) Duties: NP f N` , • Declare a local county emergency as needed. • Provide oversight and guidance to the Emergency Management program and county officials as appropriate. • Assist in the dec'sion-making process for county operations and provide a designee to the GC EOC. �Y. q . ,-3 • Designate a representative to serve as a member of the Washington Restoration Framework and the Washington Recovery Group. Washington State Department of Health Responsibilities: The Secretary of Health shall be the director of the state radiation control agency, who shall appoint a state radiological control officer, and in accordance with the laws of the state fix his or her compensation and prescribe his or her powers and duties. Duties: • Set up food control measures in coordination with other state and local agencies • Sample agricultural products • Provide technical basis for establishing and reducing food control and relocation areas • Specify action levels of determining the need for decontamination (K.4) • Provide technical consultation on radiological issues to other agencies: federal, state, local and facilities. • Certify food as "safe for human consumption" for subsequent release by WSDA • Prepare and maintain response procedures for radiological emergencies • Function as the principal radiological response organization. Washington State Department of Agriculture Responsibilities: To notify the agricultural community quickly during a radiological emergency by distributing emergency information through agricultural advisories, news releases, media briefings, agency social media, and contact points such as granges, food and dairy processing plants, and outreach and education partner including WSU Extension Office. If appropriate, WSDA will work with WA Dept. of Health (DOH) to recommend actions to reduce contamination animal feed and water and public consumption of adulterated food and milk. Decisions or recommended actions will be based on a variety of factors. REP PLAN 2022 21 f., Grant County Health District Responsibilities: The Grant County Health District is directed by the District Health Officer who has overall responsibility for protection of the health of the population within Grant County. The District Health Officer reports to the Grant County District Health Board, which set local health policy with guidance for the state Board of Health. The District's Health Board is made up of elected officials from the county and cities in the district. 4 Duties: • Initiate ingestion exposure pathway Protective Action Decisions for the public, as required (i.e., wash food, use canned food), based on recommendations of the Washington State Departments of Agriculture and Health. • Provide advice to the Incident Command/Unified Command in the Emergency Operations Center regarding the health effects of a radioactive material release during a Columbia Generating Station emergency. • Designate one or more knowledgeable individuals to represent the agency in the Grant County Emergency Operations Center during emergencies. • Inform the public of emergency health measures as required (i.e., wash food, use canned food) based on recommendations of Washington State Department of Health. Grant County Sheriff'sOffice Responsibilities: The Grant County Sheriff and his/her representatives are responsible for participating in making Protective Action Decisions, and carrying out various protective actions as they are implemented. Duties: • Providing for the protection of life, health, and property of the residents and visitors of Grant County. • Act as the Director of Emergency Management for Grant County. • Provide access, traffic control and security at Food and Traffic Control Points • Assist the United States Coast Guard (USCG) as required to close portions of the Columbia River to prevent boaters from entering the l0 -mile EPZ. = J/� ! •-moi l l �" "�^ k y- Grant County Board of Commissioners Responsibilities: The Grant County Board of Commissioners are responsible for setting county policy, assist in decision-making process to protect residents of Grant County, and declare a local emergency as needed.
