11:30 a.m. —11:50 a.m. J Hammond, ASC Update and Misc BOCC Action (Items I through 7)
A motion was made by Commissioner Stevens, seconded by Commissioner Carter., to approve items 1,.
and 3 through 6 on the agenda as presented. Items 2 and 7 were not ready for signature. The motion
passed with 2 Commissioners in attendance.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. Anticipating: Agreement for the provision of Law Enforcement Services between Desert Aire
Home Owners Association and Grant County Sheriff's Office. Term of the agreement is July 1,
2019 and ending June 30., 2021. (Not ready for signature)
3. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services,
during June, 2019 in the amount of $1,,143.75 on Washington State Department of Corrections
(DOSA) contract. (Approved)
4. Reimbursement Request (A-19) from the Washington State Department of Health for contract
work performed by Grant Integrated Services, during April, 2019 in the amount of $4.,211.75;
May, 2019 in the amount of $208.00 and June, 2019 in the amount of $976.16 to the Grant
County Health District. The Grant County Health District is the fiscal agent,, pass through
recipient for a regional youth marijuana prevention grant. (Approved)
5. Memorandum of Understanding between Medical Teams International and Grant County
(Veterans Advisory Board) for a Mobile Dental Program at the Veteran's Stand Down in the
amount of $1,200.00 on September 28, 2019. There will be no charge to veterans for this
service. (Approved)
6. Washington State Department of Commerce,. Office of Crime Victims Advocacy., Community
Services and Housing Division for SFY 2020-2021 Crime Victim Service Center Grant Number 20-
31219-022 with New Hope in the amount of $195,,272.00 with a term of July 1,, 2019 through
June 30,, 2020. (Approved)
7. Anticipating: Commercial Lease Agreement between Mario and Cindy Padilla and New Hope &
Kids Hope for additional office space at 311 W. Third Avenue in Moses Lake in the amount of
$2,300/month. Term is July 1, 2019 through May 31, 2022. (Not ready for signature)

A motion was made by Commissioner Stevens, seconded by Commissioner Carter., to approve items 1
through 6 on the agenda as presented but amending the amount in item 5. The motion passed with 2

2. Budget extension request from the Administrative Services Coordinator for the Grants
Administration Fund #190.00lfor the following Department ofCommerce Grants: (Approved,
the public hearing was scheduled for August 5., 2019st1:30 p.m.)
a. CDBG Public Services Grant No. 19-62210-002 in the amount of $121,,058.00 for pass
through funding for the OIC ofWashington;
b. Consolidated Homeless Grant No. 2O-461O8-lOinthe amount of$969,417-OOfor pass
through funding for the Housing Authority ofGrant County.
3. Request from the Quincy -Columbia Basin Irrigation District to hold off on the appointment of an
open position ontheir Board ofDirectors, due toapassing ofamember. They recommend
leaving the position vacant until their upcoming election for that position. (Approved)
4. Request to purchase crowd control belt barriers for their Blue Gate using the $1,500.00
previously dedicated Capital Expenditure funds that were going to be used for Sheep Barn
panels. )
5. Budget extension request in the amount of $2131745.00 toreceive new contract funds from the
Department ofCommerce, Office ofCrime Victims Advocacy for service enhancement and
expansion for current projects,unmet victim service needs #3,and crime victims services.
(Approved, the amount was amended to $I83�077.00 by the Director. The public hearing was
scheduled for August 5., 2019 at 1:30 p.m.)

MISCELLANEOUS ITEMS
Payment of vouchers certified by the auditing officer as required by RCW 42.24.080., and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090,, as recorded on a
listing and made available to the Board. (The Commissioners approved a voucher in the amount of
$763..212.78 but denied a clothing reimbursement request for uniform pants for a Sheriff's Office
employee) Update: On 7123119 the Board reversed their decision on the uniform pants
reimbursement. See 7123119 Minutes for new Policy Directive.
