granted. Tyler Lawrence explained that for the 2013 change, the Planning Commission and

Week of July 29, 2019
Damien Hooper, Director of Development Services, spoke on the 2008 exception saying the
Rural Freeway Commercial site has been a LAMIRD since 1999. The initial adoption of the Comp
Plan, it was designated as a LAMIRD. From 1999/2000 to 2008, the county limped along with
interim zoning controls because they had not reconciled all of the zoning for all LAMIRDS. The
LAMIRDS were challenged for over designating those areas. They had to establish interim zoning
controls for a long time this property limped along with the rural freeway comm land use
disgnation but with an intermin zoning designation. On a zone map it would look like RUR, but
in fact the interim zoning control had it consistent with rural freeway commercial. The County
reconciled all of the zones in 2008 and that's the rezone application that took place then. IT
reconciled the hearings board decision for the designation of LAMIRDS and established Rural
Freeway Commercial as an official zone on the zoning map. This was the nature of the zoning in
2008.
