Central Services, Grants Admin, New Hope and Sheriff s Office Budget Extensions

1:31 p.m. The Commissioners held an Open Record Public Hearing to consider the following
budget extension requests:
• Central Services in the amount of $40,080.60 to pay KCDA Purchasing Cooperative the
retainage owed on the Fairgrounds Bleacher project. REET finds are being requested.
• Central Services in the amount of $10,000.00 for the settlement payment to Gray and
Osborne for the Fairgrounds Sewer project. REET fiends are being requested.
• Grants Administration Fund #190.001 for the following Department of Commerce Grants:
o CDBG Public Services Grant No. 19-62210-002 in the amount of $121,058.00 for
pass through funding for the OIC of Washington; and
o Consolidated Homeless Grant No. 20-46108-10 in the amount of $969,417.00 for pass
through funding for the Housing Authority of Grant County.
• New Hope in the amount of $181,077.00 to receive new contract funds from the Department
of Commerce, Office of Crime Victims Advocacy for service enhancement and expansion for
current projects, unmet victim service needs 3, and crime victims services.
• Sheriff s Office in the amount of $32,042.04 to cover the cost of Professional Liability
Insurance Coverage for their Corrections Physician Dr. Morgan Fife. They are requesting
Current Expense funds.
Commissioner Taylor presented both Central Services requests and mentioned that accounting
staff was making a recommendation to change the fund that the monies will come from.
Madeline Prentice recommends using the Fund# 309 (County Fair Sewer Projects), not REET
funds. Commissioner Stevens asked if that is the same account that the sale of the fairgrounds
land was placed. Madeline said yes and there is also left over monies from the sewer project.
Jill Hammond, Administrative Services Coordinator, discussed her requests stating these grants
go over 2019 and into 2020 so accounting suggested amending her original request to go only to
the end of 2019 and she will budget the 2020 amount during the budget process. The new
amounts are $50,440.00 for the CDBG grant and $201,962.00 for the Consolidated Homeless
Grant.
Suzi Fode, New Hope Director, discussed her request stating the funds are coming from 3
different Washington State Commerce grants.
Commissioner Taylor presented the Sheriff s Office request. He asked why the Sheriff s Office
is covering 75% of the cost. Jill Hammond clarified that this is for the physician inmate liability
insurance. There was such an increase in the insurance in the cost that the Sheriff needed to
request a budget extension. 25% is being covered by Grant Integrated Services, but they did not
need a budget extension. The Sheriff has three people covered under the insurance, and GrIS has
one. Commissioner Taylor asked if the funds could .come from the Law and Justice Fund?
Madeline stated she will double check. (She does not recommend using Law and Justice
Funds)
A motion was made by Commissioner Stevens, seconded by Commissioner Carter to close the
public comment portion of the hearing. The motion passed unanimously. Commissioner Carter
moved to approve the budget extensions requests as amended. Commissioner Stevens seconded
and the motion passed unanimously. The hearing adjourned.
