Memorandum of Understanding between HopeSource of Kittitas County and New Hope, for
Grant County Domestic Violence Rapid Rehousing Program (GCDV RRH) MOU 2018-1, for
partnering with HopeSource as they submit proposal to Washington State Department of
Housing and Urban Development for a Continuum of Care Program with Domestic Violence.
New Hope would refer client to HopeSource, no monies will be received by New Hope. MOU,
does not change, only dates on signature page are updated.

Grant County Domestic Violence Rapid Rehousing Program (GCDV RRH) MOU #2018-1
This Memorandum of Understanding (MOU) is made and entered into between HopeSource
and New Hope to provide services in Grant and Adams Counties in support of Victims of
Domestic and Dating Violence.
HopeSource is a not-for-profit organization helping low-income households in Grant and
Adams County become more self-sufficient.
Grant County New Hope is a governmental department providing Domestic Violence Services
in Grant and Adams County.
The purpose of the MOU is to establish the following roles and responsibilities and agreement
of the parties to this MOU:
Grant County New Hope already provides emergency shelter and advocacy services to individuals
seeking services associated with domestic and dating violence in Grant and Adams County.
HopeSource agrees to provide housing search, placement and support services and rapid
rehousing assistance to households fleeing domestic and dating violence in Grant and Adams
County.
The parties mutually agree as follows:
Description of Work
New Hope will provide advocacy services to those eligible for domestic violence
services in an effort to execute the Grant County DV RRH Program.
o New Hope will provide DV emergency shelter services and advocacy services to
eligible individuals.
o New Hope will refer homeless households to GCDV RRH internal referral system for
housing assistance and placement provided by HopeSource,

It is understood that both parties wish to move all homeless households to self-sufficiency
that includes permanent housing. It is also understood that no participant will be required
to participate in services to access this program and New Hope and HopeSource will utilize
Housing First best practices.
Housing First means low barrier projects that do not have service participation requirements or
preconditions to entry and prioritize rapid placement and stabilization in permanent housing.
This means the projects allow entry to project participants regardless of their income, credit
history, current or past substance use, history of victimization (e.g., domestic violence, sexual
assault, childhood abuse), and criminal record. Participants are not terminated from the project
for loss of income or failure to increase income, failure to participate in supportive services,
failure to make progress toward a service plan, or any other activity not covered in a lease
agreement typically found for unassisted persons in the project's geographic area.
Leverage
HopeSource and New Hope will provide leverage of up to 200 percent of grant award. Leverage
can be cash or the value of labor or materials provided to the project (in-kind). It can include
below-market lease payments by agencies, rental income for tenants put back into the program,
volunteer labor at $10/hour or, if professional labor (lawyers, doctors, etc.) is provided, it can be
valued at the going cost of the service. It can also include services provided for free or at reduced
rates by other agencies and staff time of your agency that is not reimbursed by the Continuum of
Care Program grant.
Compliance with Laws
New Hope and HopeSource shall comply with all applicable laws, ordinances, rules,
regulations and orders of any appropriate authority bearing performance of work under this
contract. All matters relating to validity, performance, interpretation or construction of this
contract or the breach hereof shall be governed by the law of the State of Washington.
Amendment
This Memorandum of Understanding may be amended upon mutual acceptance at any time
during the tenure of the program as the needs of the program dictate. Such modification
shall be memorialized in writing and attached to this memorandum as Amendments,
