HomeMy WebLinkAboutResolution 23-055-CCBOARD OF COUNTY COMMISSIONERS GRANT COUNTY, WASHINGTON A RESOLUTION AMENDING THE RESOLUTION No. 23- 0S5 -CC GRANT COUNTY DEVELOPMENT SERVICES BUILDING & FIRE PERMIT FEE SCHEDULE WHEREAS, it is the intent of the Board of County Commissioners for Grant County to implement reasonable building and fire application fees in order to maintain current service levels and which are consistent with other jurisdictions; and WHEREAS, it is the intent of the Board of County Commissioners for Grant County that users of the Development Services Department's building and fire services bare a reasonable share of the costs associated with those services rather than rely upon the citizenry of the County to subsidize these costs; and WHEREAS, Development Services Staff have conducted a fee schedule survey of neighboring and similar Eastern Washington Counties and explains the fee schedule adjustments in a narrative, included in Attachment B; and WHEREAS, when compared to the survey, the Board of County Commissioners for Grant County have determined that the attached fee schedule represents a reasonable cost for building and fire applications in Grant County and is consistent with neighboring counties; and WHEREAS, it is acknowledged that a more reasonable and consistent process for fee adjustments is necessary to meet customer expectations and to also structure the fee program to contain limited increases on an annual basis so that large impacts can be avoided; and WHEREAS, the International Code Council publishes the Building Valuation Fee Adjustment Schedule on a bi-annual basis that reflects the current Nationwide CPI, which can provide a systematic adjustment to fees annually without the need for continual evaluation and update; and WHEREAS, Permit fees were last updated in February 2014 and the adopted fee schedule lacked fire and other administration fees that are necessary; and WHEREAS, the Board of County Commissioners for Grant County finds that minor permit fee increases annually are preferrable to large, periodic fee increases and understand that unique circumstances require modifications to the fee schedule on occasion; and WHEREAS, the Board of County Commissioners for Grant County modify the attached fee schedule to include the most current International Code Council Building Valuation Table that is published in July of each year; and WHEREAS, the Board of County Commissioners for Grant County conducted an open record public hearing on TON 2023 to consider the attached fee schedule. NOW, THEREFORE, BE IT HEREBY RESOLVED, THAT the Board of County Commissioners for Grant County, Washington hereby adopt by resolution an amended Fee 1 Development Services Fee Schedule Update: Building & Fire 2023 Schedule for Grant County Development Services Building and Fire Applications and Permits as identified in Attachment A. RCW 19.27.087 Permitting and plan review fees under this chapter for agricultural structures ma.T�y cover the costs to counties, cities, towns, and other municipal corporations of processing applications, inspecting, and reviewing_ plans, preparing detailed statements required by Chapter 43.21 C RCW, and performing necessary inspections under this chapter. RCW 19.27.015 Agricultural structure means a structure designed and constructed to house farm implements, hay, grain, poultry, livestock, or other horticultural products. DEPOSIT AND REFUND POLICY: 1. The Plan Review Fee (50% of the Permit Fee) is due upon application submittal for all new commercial structures and residential dwellings. A deposit ma.y be required for all other submittals based on complexity and circumstances of the proposed project. 2. If the proposed project is canceled b.y the applicant after the plan review has been conducted, the deposit will not be refunded. All other fees may be refunded at the written request of the applicant. 3. Projects that are canceled by the applicant after the permit has been issued manly receive 80% of the permit fees paid upon written request. AU plan review fees are not subject to refund. Development Services Fee Schedule Update: Building & Fire 2023 ATTACHMENT B — NARRATIVE Development Services, Building Division last updated its building permit fees in 2014. During that fee adjustment, the fee schedule was adopted using square feet costs of construction that was based on the International Code Council (ICC) Building Valuation Data of 2012. Currently, our valuation for permits is over 10 years old and needs to be readjusted. Furthermore, the Fire Marshal Division issues Construction Permits, such as fire sprinkler systems and Operational Permits, such as pyrotechnic sales and these fees have never been included in Development Services Fee Schedules. The Board of County Commissioners recently adopted Title 15 — Fire Administration, which includes the requirement for fire construction and operationalp ermits. Development Services is proposing not to adjust the cost of the currently adopted Valuation Table but rather annually adopt the cost per square feet of construction that the ICC publishes. This document accurately reflects actual average construction costs across the county. This cost per square feet would modestly increase each year approximately $2.00 per square feet, on average. How this represents actual permit fees is as follows: If the proposed fee adjustment is approved, an average 2,200 square feet home permit fee would increase approximately $1,200. However, we currently charge permit fees for plumbing, mechanical, and fuel gas systems associated with each residential dwelling. If we adopt the ICC Building Valuation, the cost per square feet for residential dwellings is based on the "turn -key" cost, which includes the other fees. These additional fees represent approximately $400.00 per dwelling, which reflects a net increase'of about $800. This increase reflects an annual increase of approximately $90.00 over the past 9 years, which was the last time the fee schedule was adjusted. The annual increase, based on the average square feet cost of $2.00, would represent the following from a permit fee standpoint: 2,200 square feet dwelling total permit fee based on the NEW square feet cost of construction and using the OLD valuation table would be valued at $331,914.00. That translates to a total permit fee of $3,571.00. An annual average increase of $2.00 to the ICC Building Valuation would reflect an increased valuation of $4.,400 or a permit fee increase of $101.60 on average per year, which is consistent with the average increase of $90.00 over the past 9 years. A fee comparison of our neighboring counties (Douglas, Chelan, Kittitas, and Yakima) was conducted, and the table below shows these permit fee comparisons and where Grant County lands if the fee schedule proposal is approved.
