A RESOLUTION AMENDING THE RESOLUTION
GRANT COUNTY DEVELOPMENT No. 23- 05 -CC
SERVICES LAND USE APPLICATION
AND PERMIT FEE SCHEDULE
WHEREAS, it is the intent of the Board of County Commissioners for Grant County to
implement reasonable land use application fees in order to maintain current service levels and
which are consistent with other jurisdictions; and,
WHEREAS, it is the intent of the Board of County Commissioners for Grant County that
users of the Development Services Department's planning services bare a reasonable share of the
costs associated with those services rather than rely upon the citizenry of the County to subsidize
these costs; and,
WHEREAS, Development Services Staff have conducted a fee schedule survey of
neighboring and similar Eastern Washington Counties in 2022; and,
WHEREAS, when compared to the survey, the Board of County Commissioners for
Grant County determined that the fee schedule adopted by Resolution No. 22-020-CCenerall

represented a reasonable cost for land use applications in Grant County; and,
WHEREAS, Resolution No. 22 -020 -CC established an annual fee update based on the
Consumer Price Index 12 -Month Change established in December annually to be effective on or
about January 1 of each year; and,
WHEREAS, statistics provided by the U.S. Bureau of Labor Statistics Consumer Price
Index 12 -Month Change from December 2021 to December 2022 represented a 6.5% annual
increase; and,
WHEREAS, the Board of County Commissioners understand that the Consumer Price
Index may have drastic annual increases or negative annual reductions; and,
WHEREAS, it is the intent of the Board of County Commissioners to increase fees in a
gradual manner; and,
WHEREAS, it is the intent of the Board of County Commissioners to limit annual
increases to 5% and annual decreases to 0%, regardless of the Consumer Price Index 12 -Month
Change; and,

WHEREAS, the Board of County Commissioners understand that successive years of
high Consumer Price Index increases may have an impact on the Citizens of Grant County; and,
WHEREAS, the Board of County Commissioners therefore will evaluate revisions to the
fee schedule every 5 -years; and,
WHEREAS, if it is determined by the Board of County Commissioners that the fees
should remain frozen, no fee increases shall occur until which time it is determined by the Board
of County Commissioners that the annual fee update based on the Consumer Price Index 12 -
Month Change shall once again be in effect; and,
WHEREAS, the Board of County Commissioners for Grant County conducted an open
record public hearing on _ � 0 , 2023 to consider the attached fee schedule.
NOW, THEREFORE, BE IT HEREBY RESOLVED, THAT the Board of County
Commissioners for Grant County, Washington hereby adopt by this resolution a new Fee
Schedule for Grant County Development Services Land Use Applications and Permits as
identified in Attachment A.

GIS Pricing Model
Standard Map Request: Used for pre-existing products, public record request fulfillment and other
similar requests.
Fee (as applicable): For published/printed requests - Material/Media Fee plus GIS
Technology Fee for first page of oversized prints.
Custom Map Request: Used for altered map products, creating new data for display, creation of new
maps, and other similar requests.
Fee (as applicable): Requests that require one hour of labor or less _ GIS Service fee plus
Material /Media fee plus GIS Technology Fee for first page for oversized
prints.
Requests that require more than one hour — GIS Service fee plus GIS
Labor fee plus Material/Media fee plus Technology fee for first page.
Refund Policy:
1. 100% if withdrawn prior to "Counter Complete."
2. 75% if withdrawn prior to "Technically Complete.
3. 50% if withdrawn prior to Public Hearing/Administrative Review.
4. 0% if withdrawn after Public Hearing/Administrative Review.
Note: "Single Projects" which require application(s) fees in excess of $500 may, at the discretion of the
Administrative Official, be reimbursed up to 100% for any sum in excess of $500. (Multiple applications for
a "Single Project i.e.: a project requiring a Subdivision application, a JARPA application, and a SEPA
checklist, etc.) Requests for refunds must be submitted in writing to Grant County 'Development Services
within .30 days of application withdrawal. Requests received beyond 30 days may be denied.
