Commissioner Stevens was authorized to sign the Grant County Health District voucher listing in the
amount of $248,175.79 and 113, 106.97.

10:30 a.m. — 10:40 a.m. Open Record Public Hearing, Year End Budget Extensions
The Commissioners held an Open Record Public Hearing to consider the following year end budget
extension requests:
• Building Department Fund #138.116 in the amount of $148,000.00 to cover excess salary
and benefit expenses incurred during 2020.
• Sheriff Surplus Fund #140.114 in the amount of $2,500.00 to cover excess expenses incurred
during 2020.

AUDITOR'S OFFICE
4. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Not ready for signature at the time of
this meeting)
FAIRGROUNDS
5. Request to purchase flat deck trailer, from the approved 2021 Capital Budget, for the purpose of
storing and moving crowd control barrier fencing. The trailer will be purchased from Trailer
Solutions for $2,999 plus tax, licensing, and fees. (Approved)
6. Request to purchase tractor with loader, ripper, and rototiller, from the approved 2021 Capital
Budget. The John Deere 5100E Tractor with loader, tiller, and shank ripper will be purchased
from the WA State Department of Enterprise Services (DES) purchasing list for $78,481.86 plus
freight under contract 05218. (Approved)
7. Request to purchase steam pressure washer from the 2021 Capital Budget. The Hotsy 107SSE
and Cam Spray 30" Surface Cleaner, and battery total cost will be $6,835.45 including tax, plus
shipping purchased from Hotsy under federal contract due to Covid Emergency Declaration
allowing purchase. (Approved)
8. Request to purchase portacool evaporative air coolers from the 2021 Capital Budget. The 270
Portable Evaporative Coolers will be purchased from Airerex for a total price of $23,029.11
including 8 covers. (Approved)
SHERIFF'S OFFICE
Interagency Contract with the Washington State Department of Commerce to establish a
temporary per diem rate effective in the amount of $93.71 per day during the Governor
Ordered proclamation No. 20-80— DOC Prison Commitments which temporarily suspends the
transfer of newly sentenced felons from county jails to DOC facilities. Term is December 21,
2020 through January 8, 2021. (Approved)
WSU/4-H EXTENSION OFFICE
10. Request 2021 Out of state travel for routine travel to Hermiston, OR and Moscow, ID. Staff
routinely visits these locations in collaboration with researchers on projects and/or ag related
events. Many of these trips are day trips. Request approval for out of state travel to these
locations in Grant County vehicles without submitting individual trip request. (Approved)
MISCELLANEOUS ITEMS
Amendment A to the Washington State Department of Commerce, Community Services and Housing
Division, Housing Assistance Unit, Eviction Rent Assistance Program (ERAP) Grant No. 21-4614C-108
administered through the Housing Authority of Grant County. The amendment extends the contract to
June 30, 2021.
