I do not know the process other than we are a pass through for our sub -recipients.

Good Morning,
Thanks for taking my call this morning....... My apologies that I didn't have a lot of detail
about the grant I presented. I reached out to you knowing that Grant County is the
Consolidated Homeless Grant Lead for Adams County residence's and also knowing that your
department is already familiar with Department of Commence Grants, administering them within
the requirement of DOC and I'm hoping that Grant County may be interested in assisting Adams
County by subcontracting and providing the direct service to Adams County residence for this
agreement.
Here is what I know ...... at this time the Adams County Board of County Commissioners is
looking for a subcontractor that is familiar with the housing and subsistence needs of Adams
County LMI residents, working with non-English and limited English speaking residents,
handling subsistence payments on their behalf, and has worked with CDBG grants with the WA
Department of Commerce and is familiar with, and comfortable with, meeting Commerce's
reporting and spending requirements around CDBG funds.
The county has $117,089 from a CDBG-CV1 consortium and is directing the money to
subsistence payments for rent/mortgage and/or utilities (with funds being paid directly to the
landlord, mortgage holder, or utilities) for eligible LMI residents who meet the grant's
qualifications. The county would like to do this work via subcontract, ensuring that non-English
speaking (or limited English speaking) residents receive the outreach (so they are aware help
exists and how to access funds) and interaction needed to complete paperwork and secure
assistance. We anticipate the subcontract running from January -December 2021.
Let me know if you are interested, and if so are you able to provide a letter of proposal with how
you would allocate these dollars. What the Board is really looking for is the amount of dollars
that would be spent on direct services and what would you need for Administration. Also if you
are able to provide something by Monday our BoCC would greatly appreciate that.
