During the 2020 COVID-19 Pandemic, many ideas or initiatives were brought forth as
something the County could fund through CARES act funding. One item we became aware of as
a qualifying purchase was the development and hosting of a new County web page. This is
allowable under the cares act (by my understanding) as it creates a web page the is ADA
compliant (which currently we cannot do) and that it provides better accessibility to the public
for important information the County needs to provide the public in an efficient and easy to use
manner.
This of course opened the door to other issues regarding how we deliver information and provide
access to both the public and internally to our employees. We looked carefully at more than just
the web page itself but also the way meetings and calendars are presented to the public by the
Clerk of the Board and how the publishing of current job openings, the onboarding of employees,
and the tracking of employee performance are completed. All of which have been significantly
impacted by the COVID-19 pandemic and the need for employees to work remotely and still
efficiently create, publish, and parse information to those who need it.
Central Services performed an RFP for web hosting and design. Through this process we
selected Civic Plus as the new partner for this initiative. Their web hosting and design coupled
with the seamless integration of software for the Clerk and the Human Resources department
helped us decide they were the best fit for the County. The costs below are for a 5 -year contract.
Civic Plus Engage (web hosting and design) $71,515.75
Civic Clerk $20,888.00
Civic HR $151,625.00
Again, these costs are the total for 5 years, we will not renew the Neo -Gov contract for HR
which has not been well received by the County. The ongoing subscription costs beginning in
2026 will be approximately $40,555.78. This letter on the Consent Agenda memorializes the
