The Grant County Commissioners session began at 10:00 a.m. with Commissioners Carter and Taylor in
attendance. Commissioner Stevens was out and excused.

Stevens called in for the meeting)
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve all items
presented at this meeting and certify the tax levies to the Grant County Assessor. The motion passed
unanimously.
• Resolution No. 20 -098 -CC making a declaration of substantial need for the purposes of the
setting the limit factor of 1 percent for the property tax levy for 2021— County Road Fund.

• Resolution No. 20 -097 -CC making a declaration of substantial need for the purposes of the
setting the limit factor of 1 percent for the property tax levy for 2021— Current Expense Fund.

• Submittal of Levy Certification for the Current Expense Fund with a regular levy in the amount of
$21,000,000.00. (Approved)
• Submittal of Levy Certification for the County Road Fund with a regular levy in the amount of
$10,500,000.00. (Approved)

Pursuant to RCW 42.30.140(4)(a) Commissioner Carter called an Executive Session to order at
9:47 a.m. to go until 9:52 a.m. regarding negotiations. In attendance were Commissioners
Taylor and Carter, Kirk Eslinger, Human Resources Director, and Decorah Anderson, Human
Resources. Commissioner Carter closed the session at 9:52 a.m.

A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to approve items 1
through 6 on the agenda as presented. The motion passed with 2 Commissioners in attendance.

AUDITORS OFFICE
2. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (No vouchers)
CENTRAL SERVICES
3. Request to award the Ductwork in the Agriculture Building project to McKinstry in the amount
of $37,990.00. (Approved)
4. Letter to memorialize the signing of a contract (signed November 20, 2020) with CivicPlus for
their CivicEngage ($71,515.75 for web hosting and design), CivicClerk ($20,888.00 for Agenda
and Calendar management), and CivicHR ($151,625.00 for Job Postings and Application receipt)
modules. Costs for the 5 year contract totals $244.028.75. CivicPlus was the lowest bidder.

5. Request to purchase meals for staff for a training on December 16, 2020. Food will be
purchased with a County Credit Card using grant funds. (Approved)
6. Application for funding from Department of Social and Health Services through the Domestic
Violence Prevention; Multi -Year Domestic Violence Prevention Projects Competitive Solicitation.
Funding is in the amount of $363,000.00 for a 30 -month period to implement domestic violence
prevention projects at New Hope. Signature is required on the Bidder Information form and the
Bidder Certifications and Assurances pages. (Approved)
