3) Courts : COVID-19 Operation
i. OFFENDER/DIVERSION: On November 16, 2020 we were able to use our Juvenile Court
Room for Offender matters and Dependency. All civil and criminal matters are still being
held via WebEx and we only have in person court hearings for Dispositions and Trials. Since
the new revised and extended court operations Emergency Order that allows the court to
exercise discretion on issuing bench warrants, our judges have issued around 12 bench
warrants.
ii. TRUANCY. On November 10, 2020 the OSPI did an Emergency Rule stating that the
Absences from remote learning must be considered a "nontruancy remote learning
absence" starting October 5, 2020, through February 28, 2021. Such absences shall not be
treated as unexcused. Beginning March 1, 2021, any absence is unexcused unless it meets
one of the criteria in WAC 392-401A-020.
iii. DEPENDENCY: The dependency unit is also doing regular dockets hearings via WebEx.
Martin Hall: No issues with transportation or communication. Martin Hall Board Meeting was held
on Thursday November 19, 2020 via Zoom. Counsel Richard L. Mount will sending new contract to
reflect a 3 year contract soon.
