attendance. Commissioner Taylor was out and excused.

A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve item 1 on
the agenda as presented. The motion passed unanimously.
Local Agency Agreement between the Washington State Department of Transportation and
Grant County for the Grape and Maple Drive project (CRP 18-05) grading, drainage, curb and
gutter, HMA, etc. This agreement provides for federal funding for up to $108,125.00 of the total
anticipated PE costs of $125,000.00. (Approved)

A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1
through 18 and 20 through 22 on the agenda as presented. Item 19 was withdrawn. The motion passed
unanimously.

11. Recommendation from the Strategic Infrastructure Program (SIP) Advisory Committee to
approve the following:
a. SIP Project #2020-05: Port of Quincy— Industrial Park #4 Rail Extension Conceptual Plan
for a grant amount of $42,500.00 and a loan in the amount of $42,500.00 for a total
amount of $85,000.00. (Approved)
b. SIP Project #2020-06 Port of Quincy — Intermodal Yard Container Expansion Phase 2 for
a grant amount of $300,000.00. (Approved)
12. Request for release of funds on Strategic Infrastructure Program SIP Project No. 2019-11, Grant
County Public Hospital District No. 1, Samaritan Healthcare in the amount of $100,000.00
(grant). (Approved)
13. 2021 Marketing/Development Contract between Grant County Tourism Commission and Burke
Marketing and Promotion (Bill Burke) for tourism promotion of Grant County. Term is January
1, 2021 through December 31, 2021 in the amount of $36,000.00. (Approved)
14. Change of location application for MOST Hennessy USA to Quincy, WA, from the Washington
State Liquor and Cannabis Board. (Approved)
15. Reimbursement Request No. CFR 20-27 on the Department of Commerce Coronavirus Relief
Funds (CRF) through CARES Act Grant No. 20-6541C-013 reimbursement to Grant County Fire
District No. 3 the period of June 1, 2020 through November 15, 2020 in the amount of
$7,608.68. (Approved)
16. Reimbursement No. CFR 20-28 on the Department of Commerce Coronavirus Relief Funds (CRF)
through CARES Act Grant No. 20-6541C-013 reimbursement to Grant County Fire District No. 13
for the period of October 1, 2020 through November 15, 2020 in the amount of $10,000.00.

17. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amounts of
$52,542.30 and $854,808.23)
PROSECUTING ATTORNEY'S OFFICE
18. Request to purchase 12 laptop computers, docking stations, and related equipment in the
amount of $33,93246 $34,346.72 from CDW-G (through Technology Services). If approved,
they will be requesting reimbursement from the CARES Act funding. (Approved the amended
amount)
FAIRGROUNDS
19. Request to have their Ardell sign restored by the original maker, Terry Signs, for the amount of
$1,000.00 using previously allocated landscape capital budget funds. (Withdrawn by the
Director)
20. Request to purchase (in 2021) a new tractor and have it added to their capital budget
expenditure list, for the estimated amount of $85,000.00. (Approved)

21. Lease Agreement (Residential Premises) with New Hope (Emergency Shelter Renewal). Term is
January 1, 2021 through December 31, 2022. (Approved)
DEVELOPMENT SERVICES
22. Request for budget extension in the amount of $8,700.00 to purchase 3 new computer
workstations. (Per email from Damien Hooper on 2/5/2021, they rolled this request into one
for Technology Services. A public hearing for this specific request is not needed)
