GRANT COUNTY BOARD OF COMMISSIONERS
Public meetings were held by the Grant County Commissioners via WEBEX Conference Call or Video only.
MONDAY, NOVEMBER 16,202
The Grant County Commissioners session began at 9:30 a.m. with Commissioners Carter and Taylor in
attendance. Commissioner Stevens was out and excused.
8:30 a.m. — 9:30 a.m. Grant County COVID-19 Healthcare and Public Health Briefing (ZOOM
Meeting)
9:30 a.m. —10:00 a.m. Consent Agenda (Items 1 through 14)
A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to approve items 1
through 14 on the agenda as presented. The motion passed with 2 Commissioners in attendance.
COMMISSIONERS OFFICE
1. Commissioners Office and Public Defense Vouchers for approval. (Approved)
2. Commissioners September 28, October 5, 12, 19, Minutes for approval. (Approved)
3. Letter of reappointment to Goldye Moyer to the Tourism Commission for another 3 -year term
beginning November 17, 2020 through November 16, 2023. (Approved)
4. Letter of reappointment to Hank Wiebe to the Mosquito Control District #2 for a 2 -year term
beginning November 17, 2020 through November 16, 2022. (Approved)
5. Amendment A to Washington State Department of Commerce, Community Services and
Housing Division, Housing Assistance Unit Emergency Solutions Grant —COVID 19 Contract No.
20-4613C-100. The amendment increases the grant amount by $1,458,768.00 to a new total of
$1,737,234.00 with the term of October 1, 2020 through September 30, 2022. This increase in
funding will pass through to the City of Moses Lake. (see below) (Approved)
6. Housing Assistance Unit, Community Services and Housing Division, Emergency Solutions Grant
— COVID 19 (ESG-CV) Amended Sub Recipient Grant with the City of Moses Lake for Washington
State Department of Commerce Grant No. 20-4613C-100 (see above). (Approved)
7. Request from the Boys and Girls Clubs of the Columbia Basin to be the Grant Fund Administrator
for the $150,000.00 approved by the Commissioners on October 19, 2020 for all school districts
within Grant County from Corornavirus Relief Funds (CRF) Grant through the CARES Act No. 20-
6541C-013. (Approved)
AUDITOR'S OFFICE
8. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$457,985.51)

SHERIFF'S OFFICE
9. Interlocal Agreement Interagency Narcotic Enforcement Team (INET) between Grant County,
Washington State Patrol, and the Quincy Police Department to detect and apprehend illegal
drug manufacturers and traffickers, disseminate information related to illegal drug activity, and
maintain a cooperative effort among the county's criminal justice agencies in the areas of illegal
drugs, gangs, etc. Term is January 1, 2020 through December 31, 2021. (Approved)
TECHNOLOGY SERVICES
10. Purchase Order No. 329 in the amount of $5,939.28 to purchase a Smart Board from CDW-G for
the Prosecuting Attorney's Office. This was approved in their capital outlay budget. (Approved)
11. Purchase Order No. 337 in the amount of $20,250.00 for the annual renewal of Quartermaster
SAAS subscription for Cloud Hosting Services from Collective Data and used by the Sheriffs
Office and Technology Services. (Approved)
GRANT INTEGRATED SERVICES
12. 2020 Communications Proposal with Strateligent in the amount of $24,270.00 for their
rebranding project. (Approved)
PUBLIC WORKS
13. Authorization to call for bids for the Valley Road Grind/Inlay Project (CRP 20-01) with a bid
opening date of December 15, 2020 at 1:30 p.m. (Approved)
14. Resolution No. 20 -095 -CC notice of hearing in the matter of declaring certain county -owned
property surplus and ordering the sale thereof (heaters and oil tanks). The hearing was
scheduled for December 15, 2020 at 1:30 p.m. (Approved)
10:30 a.m. —10:40 a.m. Open Record Public Hearing, 6 Year Transportation Improvement
Program
The Commissioners held an Open Record Public Hearing to approve the Six Year Transportation
Improvement Program as presented by the County Engineer.
Keith Elefson, County Engineer, gave a rundown of the proposed.
A motion was made by Commissioner Taylor, seconded by Commissioner Carter to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in attendance.
Commissioner Taylor moved to approve the program as presented. Commissioner Carter
seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned.

8:00 a.m. — 8:30 a.m. 2021 Preliminary Budget Adoption
The Commissioners met in an Open Public Meeting to sign a resolution (No. 20 -096 -CC) and
adopt a preliminary budget for fiscal year 2021, and set the meeting date for consideration of
the final budget on December 7, 2020 at 10:30 a.m.
Madeline Prentice, Chief Accountant, stated the preliminary budget total amount is
$149,690,135.00; the current expense portion is $47,512,319.21.
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to adopt the
preliminary budget as presented. The motion passed unanimously.
