10:30 a.m. The Commissioners help an Open Record Public Hearing to consider the following
budget extension requests:
Juvenile Court and Youth Services in the amount of $87,134.00 to receive one-time
reimbursements for excess costs already expended on their BECCA ($83,776.00) and
CASA ($3,358.00) programs;
Economic Enhancement Strategic Infrastructure Ending Fund Balance (113.155) for
the following SIP projects in the total amount of $621,813.00:

Commissioner Taylor read into the record, the request for Economic Enhancement.
Commissioner Stevens mentioned that the Board has still not received the required letters of
support from McKay Healthcare or Grand Coulee Medical Center for the Coulee City Medical
Clinic project. He recommends holding 2019-12. Commissioner Taylor concurred.
Suhail Palacios, Administrator for Juvenile Court and Youth Services, discussed her request.
Commissioner Stevens moved to close the public comment portion of the hearing.
Commissioner Taylor seconded and the motion passed with 2 Commissioners in attendance. A
motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve the
budget extensions as presented EXCEPT the SIP No. 2019-12 on the agenda as presented. The
motion passed with 2 Commissioners in attendance.
