Vasquez, Clerk of the Board Sam Castro, Public Works Director Sam Dart, Assistant Public Works Director Keith Elefson, County Engineer 1:31 p.m. The Commissioners held an Open Record Public Hearing to consider a Solid Waste Management Fund Disposal Fee Rate Increase. Sam Castro, Public Works Director, stated they received a letter from the Department of Ecology putting them on notice requiring them to establish a reserve fund. After reviewing the revenues and expenditures, it was found that the expenditures were exceeding the revenues. He met with the Board and Solid Waste Advisory Committee. The SWAC made a motion on September 24, 2020 to accept the increase per ton to cover $47.62/ton to cover operating expenses, cell closure liabilities and other expenses as outlined, as of March 1, 2021. This motion passed unanimously by the SWAC. Commissioner Carter asked about the possibility of splitting the increase; half in March 2021 and the other half December 2021. Mark Wash, Consolidated Disposal, stated that he would prefer to not give notice to their customers 2 times. He also stated that the City of Moses Lake's comment on the 71 % increase is to the landfill only. The increase to his customers would be approximately $2.30 each. A motion was made by Commissioner Stevens to approve the rate increase as presented on March 1, 2021. Commissioner Taylor seconded and the motion passed unanimously.
