Criminal Justice Treatment Act Plan for Grant County October 1, 2020 —September 30, 2021
Section 4 RCW 70.96A defines the services and clients that qualify for funding through the Criminal Justice
Treatment Act. It reads "Substance abuse treatment and treatment support services for offenders with an
addiction or a substance abuse problem that if not treated, would result in addiction, against who charges
are filed by a prosecuting attorney in Washington State or the provision of drug and alcohol treatment
services and treatment support services for nonviolent offenders within a drug court program."
Since Grant County does not have a drug court at this time, Grant Integrated Services- Substance Use
Disorders program will continue to use no less than 70% of our allocation of $90,024.00, for outpatient
substance abuse services for qualified clients including:
• Brief Intervention
• Outpatient Treatment
• Intensive Outpatient Treatment
• Brief Outpatient Treatment
• Case Management
• Assessment
• Interim Services
• Involuntary Commitment Investigation and treatment
• Transportation
• Childcare Services
The law also requires that up to 30% of the allocation be used for projects that are innovative or meet a
community need. We will be working collaboratively with Samaritan Healthcare, Moses Lake/Quincy
Community Health Centers and any other interested Grant County medical provider to increase the number
of medical providers who prescribe Suboxone or other approved prescription drugs. In our community our
medical providers provide the "medically assisted treatment type of services". Currently, we have two
physicians and they have a capped patient load of no more than 25. These patients are high need. We will
provide through training and services of PARC staff, other treatments and supports to meet the increased
needs of the qualified GTA clients.
