Pursuant to RCW 42.30.110(1)(f) Commissioner Carter called an Executive Session to order at 1:14
p.m. to go until 1:29 p.m. regarding Personnel Disciplinary Matters. In attendance were
Commissioners Carter and Stevens, and Dell Anderson, GrIS Executive Director. Commissioner
Carter closed the session at 1:29 p.m.
MISCELLANEOUS ITEMS
The Commissioners approved and signed the Public Works County Payroll Salary Fund for their October
23, 2020 payroll.

and Central Services Budget Extension
The Commissioners held an Open Record Public Hearing to consider the following budget extension
requests:
• Auditor's Office in the amount of $309,849.41 for the following: $171,519.39 for CARES Act
Fund #102, Department #144 and $138,330.02 for HAVA 3 Fund #106, Department #148
• Grants Administration Fund #190, Department #001, for Washington State Department of
Commerce Coronavirus Relief Funds (CFR) Grant through CARES Act Grant No. 20-6541C-
013, including Amendment A, in the total amount of $7,405,500.00 for direct Grant County
relief and pass-through funding. Period of performance is March 1, 2020 through November
30, 2020.
• Grants Administration Fund #190, Department #001, for Washington State Department of
Commerce Shelter Program Grant No. 21-4610C-104, in the amount of $523,375.00 for pass
through funding for the City of Moses Lake and HopeSource (Ellensburg). Period of
performance is August 1, 2020 through June 30, 2023.
• Central Services — Trial Court Improvement Fund #127 Department #169 in the amount of
$555,528.00 to receive a grant from the Washington State Administrative Office of Courts
(AOC) to pay for needed technology in the courtrooms utilized by Superior Court.

Madeline Prentice, Chief Accountant, described the Auditor's request.
Commissioner Carter read into the record the Grants Admin budget request.
Tom Gaines, Central Services Director, described the request for the AOC grant.
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor to close the public
comment portion of the hearing. The motion passed unanimously. Commissioner Taylor moved to
approve the budget extensions as presented. Commissioner Stevens seconded and the motion
passed unanimously. The hearing adjourned. (Resolution No. 20 -087 -CC)

A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1

the amount of $50,076.88 ($0.802 per Ib). (Approved)
2. Execution of Local Agency A&E Professional Services Cost plus Fixed Fee Consultant Agreement
with Perteet, Inc. to provide on-call traffic studies. (Approved)
3. Execution of Local Agency A&E Professional Services Cost plus Fixed Fee Consultant Agreement
with Grant County Surveying, Inc. to provide professional surveying services as requested.

AUDITOR'S OFFICE
Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of

GRANT INTEGRATED SERVICES
6. Project Agreement with Michaelle Boetger Graphic Designs, LLC for suicide prevention
marketing and product development. Contract amount is $7,895.00. (Approved)
FAIRGROUNDS
7. Contract with Stan's Construction and Son LLC to do all work and furnish all tools, equipment
necessary to complete the Ardell Sidewalk Project (20-300). (Approved)
8. Request to purchase materials for the Rodeo arena auxiliary power project from Platt Electric in
the amount of $7,459.41 including tax. The Rodeo Association has agreed to provide the labor
for the install. (Approved)
TREASURER'S OFFICE
Recommendation on how to distribute the taxes and interest to be received from the REC
Silicon settlement, over the next 6 years. (Approved)
FACILITIES AND MAINTENANCE
10. Recommendation to award the bid for the Superior Courts 1 and 2 Ceiling Grid Replacement
project (FM2004) to the sole bidder Stan's Construction in the amount of $57,100.00.

Currently, there is a capital outlay project for a ceiling grid replacement for Youth Services in the
amount of $56,100.00 (126.168). They would like to use those funds to cover the Superior Court
project instead, and use Facilities Repairs budget (001.112) to cover the $1,000.00 balance.

11. Request to purchase 50 LED luminaires in the amount of $7,317.00 from Platt Electric for the
lighting project in Superior Courts 1 and 2. (Approved)

Office and the USDA, Forest Service Okanogan -Wenatchee National Forest and Columbia Basin Job
