The Grant County Commissioners session began at 10:00 a.m. with all Commissioners in attendance.

The Commissioners held an Open Record Public Hearing to consider the recommendations from the
Planning Commission to either approve or deny the 2020 Comprehensive Plan Amendment applications.
Tyler Lawrence, Deputy Director of Development Services, stated they received 8 applications for this
cycle. These applications were heard by the Planning Commission and these recommendations are
being forwarded to the County Commissioners.
1:02 p.m. Central Terminals, LLC c/o Bob Fancher File #P20-0123 (Comp. Plan Amendment) & P 20-
0124 (SEPA)
PROPOSAL: SITE-SPECIFIC LAND USE RE -DESIGNATION & REZONE
The applicant has submitted a Site Specific Land Use Re -designation application requesting that 190.16
acres (two parcels) be designated with a Mineral Resource Overlay. The parcels have a current land use
designation of Irrigated Agriculture. LOCATION. The proposal site is located on Mae Valley Road (north
side) just east of Hiawatha Rd. NE adjacent to the existing Hiawatha gravel pit. The site is located the
south % of S. 21, T. 19 N, R. 27 E, W.M., Grant County, WA (Parcel #s 21-1312-000 & 21-1308-000).
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens to close the public
comment portion of the hearing. The motion passed unanimously.
A motion was made by Commissioner Stevens to uphold the recommendation of the Planning
Commission and approve the subject designation (File # P20-0123) of a Mineral Resource Overlay
recognizing the 13 Findings of Fact in the affirmative. Commissioner Taylor seconded and the motion
passed unanimously. This hearing adjourned.

PROPOSAL: SITE-SPECIFIC LAND USE RE -DESIGNATION & REZONE
The applicant has submitted a Site Specific Land Use Re -designation application requesting the subject
properties be re -designated from Rural Remote to Rural Resource along with an application for a rezone
from Rural Remote to Rural Resource. The proposal site is comprised of multiple parcels totaling
approximately 1539.90 acres. LOCATION: The proposal site is located SE of Royal City. The site is
located in Section 21, 22, and 23, Township 16 North, Range 26 East, W.M., Grant County, WA. Parcel #s
16-0140-000, 16-0142-000, 16-0143-000 & 16-0144-000.
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor to close the public
comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Taylor to uphold the recommendation of the Planning Commission and approve the
subject re -designation (File # P20-0118) from Rural Remote to Rural Resource with the nine (9) findings
of fact in the affirmative. Commissioner Stevens seconded and the motion passed unanimously.
Commissioner Taylor further moved to uphold the recommendation of the Planning Commission and
approve the subject rezone application (File # P20-0118) from Rural Remote to Rural Resource with ten
(10) findings of fact in the affirmative. Commissioner Stevens seconded and the motion passed
unanimously. This hearing adjourned.
1.13 p.m. Tommer Construction File #P 20-0125 (Comp. Plan Amendment) & P 20-0126 (SEPA)
PROPOSAL: SITE-SPECIFIC LAND USE RE -DESIGNATION & REZONE
The applicant has submitted a Site Specific Land Use Re -designation application requesting a 44.5 acre
parcel be designated with a Mineral Resource Overlay. The parcel has a current land use designation of
Irrigated Agriculture. LOCATION: The proposal site is located east of Rd. S SE just south of the town of
Warden. The site is located the E M of S. 20, T. 17 N, R. 30 E, W.M., Grant County, WA (Parcel #18-1077-
000).
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens to close the public
comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Stevens to uphold the recommendation of the Planning Commission and approve the
subject re -designation (File # P20-0125) of a Mineral Resource Overlay recognizing the thirteen (13)
findings of fact in the affirmative. Commissioner Taylor seconded and the motion passed unanimously.

1.17 p.m. Alejandra Ramirez File #P 20-0116 (Comp Plan Amendment/Rezone) & P 20-0117 (SEPA)
PROPOSAL: SITE-SPECIFIC LAND USE RE -DESIGNATION & REZONE
The applicant has submitted a Site Specific Land Use Re -designation application requesting the subject
property be re -designated from Irrigated Agriculture to Rural Remote along with an application for a
rezone from Agriculture to Rural Remote. The proposal site is comprised of a single parcel totaling
approximately 46.17 acres.

of the Vernita Bridge. The site is located in the NE X of Section 8, Township 13 North, Range 24 East,

A motion was made by Commissioner Stevens, seconded by Commissioner Taylor to close the public
comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Taylor to uphold the recommendation of the Planning Commission and approve the
subject re -designation (File # P20-0116) from Irrigated Agriculture to Rural Remote with the nine (9)
findings of fact in the affirmative. Commissioner Stevens seconded and the motion passed unanimously.
Commissioner Taylor further moved to uphold the recommendation of the Planning Commission and
approve the subject rezone application (File # P20-0116) from Agriculture to Rural Remote with ten (10)
findings of fact in the affirmative. Commissioner Stevens seconded and the motion passed unanimously.

PROPOSAL: SITE-SPECIFIC LAND USE RE -DESIGNATION & REZONE
The applicant has submitted a Site Specific Land Use Re -Designation application requesting
approximately .89 acres of the subject property be re -designated from Residential Low Density to
Residential High Density along with an application for a rezone from Urban Residential 2 to Urban
Residential 4. LOCATION: The proposal site is located in the NW corner of Westshore Drive NE and
Melby Way NE in the development known as Moses Pointe. The site is in a portion of the northwest Y
of S. 7, T. 19 N, R. 28 E., W.M., Grant County, WA (Parcel #12-0683-304).
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens to close the public
comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Stevens to uphold the recommendation of the Planning Commission and approve the
subject re -designation (File # P20-0028) from Residential Low Density to Residential High Density with
the nine (9) findings of fact in the affirmative. Commissioner Taylor seconded and the motion passed
unanimously.
Commissioner Stevens further moved to uphold the recommendation of the Planning Commission and
approve the subject rezone application (File # P20-0028) from Urban Residential 2 to Urban Residential
4 with ten (10) findings of fact in the affirmative. Commissioner Taylor seconded and the motion passed
unanimously. This hearing adjourned.
Pamela and Wyman DURRan File #P 20-0085 (Comp Plan Amendment/Rezone) & P 20-0086 (SEPA)
PROPOSAL: SITE-SPECIFIC LAND USE RE -DESIGNATION & REZONE
The applicant has submitted a Site Specific Land Use Re -designation application requesting the subject
property be re -designated from Irrigated Agriculture to Rural Residential 1 along with an application for
a rezone from Agriculture to Rural Residential 1. The proposal site is comprised of a single parcel
totaling approximately 67 acres.

The applicant's requested designation/zone was modified by the Planning Commission at Hearing from
Rural Residential 1 to Rural Remote in order for them to make a recommendation for approval.
LOCATION: The proposal site is located at 17845 Rd. 3 NW. The site is located in northwest % of S. 19,
T. 19 N, R. 24 E., W.M., Grant County, WA (Parcel #20-1333-000).
At their open record hearing held on August 6, 2020, the Planning Commission considered the Staff
Report and application materials for both the Comprehensive Plan designation change request and the
re -zone. Following the public hearing and discussion the Planning Commission made a motion to modify
the application and change the request to a Rural Remote designation and Rural Remote zoning. The
applicant approved of the modification at the hearing. The Planning Commission determined that Rural
Remote was a middle ground between Rural Residential 1 and Agriculture that they could support. The
Commission voted to recommend approval of this modified land use re -designation application from
Irrigated Agriculture to Rural Remote as well as the zone change from Agriculture to Rural Remote.
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor to close the public
comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Taylor to uphold the recommendation of the Planning Commission and approve the
subject re -designation (File # P20-0085) from Irrigated Agriculture to Rural Remote with the nine (9)
findings of fact in the affirmative. Commissioner Stevens seconded and the motion passed unanimously.
Commissioner Taylor further moved to uphold the recommendation of the Planning Commission and
approve the subject rezone application (File # P20-0085) from Agriculture to Rural Remote with ten (10)
findings of fact in the affirmative. Commissioner Stevens seconded and the motion passed unanimously.

PROPOSAL: SITE-SPECIFIC LAND USE RE -DESIGNATION & REZONE
The applicant has submitted a Site Specific Land Use Re -designation application requesting the subject
parcel be re -designated from Recreation Development to Master Plan Resort along with an application
for a rezone from Recreation Development to Master Plan Resort. The proposal site is comprised of a
single parcel totaling approximately nine 21.94 acres. LOCATION: The proposal site is located on the
west side of Silica Rd. NW just south of Rd. 1 NW in a portion of the NE X of S. 31, T. 19 N, R. 23 E, W.M.,
Grant County, WA (Parcel #31-3779-000).
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor to close the public
comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Taylor to uphold the recommendation of the Planning Commission and approve the
subject re -designation (File # P20-0108) from Recreation Development to Master Plan Resort with the
nine (9) findings of fact in the affirmative. Commissioner Stevens seconded and the motion passed
unanimously. Commissioner Taylor further moved to uphold the recommendation of the Planning

PROPOSAL: SITE-SPECIFIC LAND USE RE -DESIGNATION & REZONE
The applicant has submitted a Site Specific La, -id Use Re -designation application requesting a 41.3 acre
portion of a parcel be designated with a Mineral Resource Overlay. The parcel has a current land use
designation of Dryland Agriculture. LOCATION. The proposal site is located on Beverly Burke Road SW
just east of the intersection with Road Q SW. The site is located approximately six miles south of the
town of George, in the north % of S. 8, T. 17 N, and R 24 E, W.M., Grant County, WA (Parcel #15-0965-
000).
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens to close the public
comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Stevens to uphold the recommendation of the Planning Commission and approve the
subject re -designation (File # P20-0110) of a Mineral Resource Overlay. Commissioner Taylor seconded
and the motion passed unanimously. This hearing adjourned.

The Commissioners held an Open Record Public Hearing to consider the following budget extension
requests:
• New Hope in the amount of $23,863.00 to receive Children's Advocacy Center of
Washington grant funding through the Washington State Department of Commerce Office
of Crime Victims Advocacy Community Services and Housing Division.
• Sheriff's Office in the amount of $19,700.00 to increase wages and benefits in order to
promote a current employee to a Sergeant's position.
• Fairgrounds in the amount of $200,000.00 from Current Expense funds for expenses
incurred July through December 2020.
• Central Services in the amount of $7,410.00 to purchase Biamp audio and recording system
hardware for the Superior Court — Youth Services courtroom, from EVCO Sound and
Electronics. Law and Justice Funds are being requested for this purchase.
Commissioner Carter read into the record the request from New Hope. It was noted by Accounting
that there was a dollar amount error and the request should total $23,963.00. Commissioners
Carter and Stevens told the Clerk of the Board to change the amount and move forward.
Ryan Rectenwald, Undersheriff, described the Sheriff's Office request.
Jim McKiernan, Fairgrounds Director, discussed his request. Accounting noted that this budget
extension is two -fold. A budget extension will be needed for current expense and for the
Fairgrounds. Accounting also noted that an Operational Transfer from Current Expense will be
completed as well.

A motion was made by Commissioner Stevens, seconded by Commissioner Carter to close the public

Commissioner Stevens moved to approve the budget extensions as presented, noting the change of
dollar amount to New Hope adding $100 for a new total of $23,963.00. Commissioner Carter
seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned.

2. Reimbursement No. 16 on Coronavirus Relief Funds (CRF) CARES Act Grant for Grant County
Health District for the period August 16, 2020 through August 30, 2020, with the Department of
Commerce in the amount of $88,982.62. (Approved for the amended amount of $88,965.76)
3. Easement and Right of Way, Electric Distribution Line(s) and Communications Facilities between
Grant County (Grantor) and Public Utility District No. 2 (Grantee) for Tax Parcel #17-0612-000
(POR NE 1619 28) for PUD installation of a new transformer to support the Agriculture Building
and other buildings around the Fairgrounds. (Approved)
4. Washington State Department of Commerce Interagency Agreement through the Community
Services and Housing Division Housing Assistance Unit "Shelter Program Grant" No. 21-4610C-
104 for funds for the development or expansion of shelter programs and bring people inside.
Term is August 1, 2020 through June 30, 2023 in the amount of $523,375.00. (Approved)
5. Amendment A to the Washington State Department of Commerce, Local Government Division,
Community Capital Facilities Unit, Coronavirus Relief Fund for Local Governments Contract No.
20-6541C-013 to provide additional funding for costs incurred due to the public health
emergency with respect to the Coronavirus Disease 2019 (COVID-19). This amendment
increases the contract by $1,974,800.00 to a new contract amount of $7,405,500.00 and ends
November 30, 2020. Final invoices must be received by December 15, 2020. (Approved)
6. Temporary Employment Agreement with June Strickler as a Grant Administration Specialist.
Term is September 14, 2020—October 9, 2020. (Approved)
7. Douglas County Resolution No. CE 20-60 in the matter of the appointment of Trustee of the
North Central Regional Library District, appointing Nancy Spurgeon to represent Douglas County
on the Board of Trustees ofthe North Central Regional Library replacing Deborah Moore and
completing her term which expires December 31, 2021. (Approved)
8. Request for final release of funds on SIP 2019-08, Port of Royal Slope, Waterline Extension —
Eldorado, in the amount of $26,609.64 (Grant) to the Port of Royal Slope. (Approved)
9. Request from Grant County Fire District No. 13 for application of Coronavirus Relief Funds (CRF)
through CARES Act Grant No. 20-6541C-013 in the amount of $15,000.00 to purchase 5-iPad
Pros and related equipment. (Approved for the amended amount of $10,000.00 and the
County must be invoiced on or before October 30, 2020)
AUDITOR'S OFFICE
10. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amounts of
$36,187.93,$1,389.23 and $977,483.10)
11. Budget extension request in the amount of $309,849.41 for the following: $171,519.39 for
CARES Act Fund (102.144) and $138,330.02 for HAVA 3 Fund (106.148). (Approved, the public
hearing was scheduled for October 27, 2020 at 10:00 a.m.)

FAIRGROUNDS
12. Request to purchase a large bucket for skid steer in the amount of $1,839.39 utilizing previously
approved REET funds for a box scraper. (Approved)
13. Request the following rate changes for very large events in 2020 that gross more than
$25,000.00 in a single event; and making these rates retroactive for 2020 and continue these
rates for 2021: (Approved)
a. The first proposed rate would be a stall rate of $16/stall vs. the $18/stall for events
more than $15,000 and $20 for events less than $15,000 gross. In addition, I propose
establishing a temporary stall rate of $3/stall/day whether our stalls or a promoter's
stalls.
b. The second proposed rate is a camping discount. Currently our rates are $30 for events
unless over $15,000 gross which has a 20% discount. I propose adding a 25% discount
on camping for events more than $25,000 gross with a base rate of $30/site. In addition,
I would like to add a dry camping rate of $20/site as a one-time fee for the duration of
the event. Many promoters charge a one-time fee for dry camping which is typically a
live-in horse trailer.
DEVELOPMENT SERVICES
14. Washington State Department of Ecology Agreement No. TCPRA-1921-GrCoPW-00052 with
Grant County— Public Works for a Toxics Cleanup Remedial Action Grant Program Agreement to
work with the City of Ephrata to complete the remedial investigation and a feasibility study
under Agreed Order DE 3810 for the Grant County Ephrata Landfill 1 (Ephrata Landfill,
CSID1692) for a Cleanup Action Plan for the amount of $7,854,667.00. (Approved. The Board
authorized Damien Hooper, Development Services Director, the authority to sign the
agreement)
