1:45 p.m. The Commissioners held an Open Record Public Hearing to consider a vacation
petition from Tom Jones.
Keith Elefson, County Road Engineer, read from his Engineer's Report:
The Board of County Commissioners of Grant County Washington has
received a petition to vacate that portion of County Right-of-way surplus
being a portion of South Frontage Road turnback along Road Log Number
18570, from Mile Post 0.421 to Mile Post 0.480, lying in Section 6 of
Township 18 North, Range 24 East W.M., all in Grant County, Washington,
as hatch marked on the attached Exhibit A.
The Board of County Commissioners determined that consideration should
be given to the petition and directed the County Road Engineer to prepare a
report on the proposed vacation and abandonment for a public hearing to be
held at 1: 45PM, Tuesday, the Is' Day of September, 2020. The Notice of
Hearing was published in the County Official Newspaper and the Notice of
Hearing was posted at each termini in compliance with RCW 36.87.050.
The proponents of the petition own the majority of the frontage along the
petitioned County Surplus Right-of-way. South Frontage Road is on the
active County Road System. The affected parcel is owned by the proponent.
I find that, this section of County Right-of-way Surplus is not necessary and
useful to the public and the public would be benefitted by its vacation and
abandonment as a reduction in liability and maintenance, with the following
conditions:
• The petitioners must pay fair market value for the property to be vacated in the
amount of $4,140.00 as determined by the Assessor.
• If this Road Vacation is approved, the vacation document shall
not be recorded until the check- is received by the Clerk of the Board.
(Note: this check was received and given to Barb O'Neil for
processing)
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens to close the
public comment portion of the hearing. The motion passed unanimously. Commissioner Stevens
moved to approve the vacation as presented. Commissioner Taylor seconded and the motion
passed unanimously. The hearing adjourned.
