HomeMy WebLinkAboutGrant Related - (003)May 31, 2023 To: Grant County Board of County Commissioners Dear: Fellow BOCC Members Grant County Office of The Board of County Commissioners P O Box 37 Ephrata WA 98823 (509) 754-2011 On August 22, 2022, we approved to move forward to the consent agenda the application of the Columbia Basin Conservation District for a $57,500 request for an American Rescue Plan Act (ARPA) grant to go toward a Blue/Green Algae tracker system. I'm asking that we approve their request. After consulting with Moss Adams on this request, their recommendation for categorization as a Statutory Eligible Use Type was the following: Statutory Eligible Use Type: 1. To respond to the COVID-19 public health emergency or its negative economic impacts. With the 1. Subcategory: Negative Economic Impacts — Aid to impacted industry a. COVID-19 public health or economic impact. Their notes stated that there was identifiable economic impact during the pandemic because our local economy lost out on the boom of individuals going to the lake during covid due to a push for outdoor activities during that time frame. Their recommended Expenditure Category: 2.37 Aid to Tourism, Travel, or Hospitality Moss Adams suggested a potential second Statutory Eligible Use Type as 4. To make necessary investments in water, sewer, or broadband infrastructure. That would be under the 1. Subcategory: Water & Sewer Infrastructure a. Projects under EPA's Clean Water State Revolving Fund (CWSRF) i. Watershed Partnerships: include efforts to demonstrate cooperative ways to address nonpoint source of pollution to reduce adverse impacts on water quality.
