RESOLUTION AMENDING RESOLUTION No. 20-0 ('0 q -CC
RESOLUTION NO. 20 -030 -CC AND
AUTHORIZING FURTHER
EXCEPTIONS TO COUNTY
PERSONNEL POLICIES FOR THE
DURATION OF THE CORONAVIRUS
(COVID-19) PUBLIC HEALTH CRISIS
WHEREAS, the Board of County Commissioners is committed to providing support and
protection to the employees of Grant County; and
WHEREAS, Grant County personnel policies provide day-to-day guidance on the
application of employee compensation and leave programs; and
WHEREAS, the current Coronavirus (COVID-19) public health crisis has created the
need to act outside established personnel policies;
WHEREAS, the Commissioners approved Resolution No. 20 -030 -CC on March 241H,
2020 which established exceptions to county personnel policies for the duration of the
coronavirus (CO ID -19) public health crisis; and
EREAS, the Commissioners wish to add further exceptions to the personnel policies
as underlined below.
NOW, THEREFORE, the Board of County Commissioners authorizes the exception to
established Grant County personnel policies for the duration of the public health crisis, as
amended or ceased by future resolution, in the following manner:
Policy 402 — Personnel Action Request (PAR) Process:
The Director of Human Resources is authorized to approve non -routine PARs.
Policy 712 — Exempt Employees:
FLSA exempt employees assigned to Marine Duty may earn overtime payment for work done
under that program.
Policy 801— Annual Leave:
Employees may use annual leave for a qualified need related to COVID-19.
Employees within their six month introductory period with more than 30 days employment may
have access to accrued annual leave for a qualified need related to COVID-19.
Policy 802 — Sick Leave:
Employees may use sick leave for a qualified need related to COVID-19.
Policy 803 — Sick Leave Donation:
The list of eligible elements for sick leave donation will include a qualified need related to
COVID-19.
Policy 806 — Leave Without Pay:
Elected Officials and Department Heads are authorized to approve necessary leave -without -pay
for a qualified need related to COVID-19.
Order of Leave Used:
Employees may select which type of leave or combination of types of leave to be used for an
absence due to a qualified need related to COVID-19.
This policy exception directive continues to be effective and retroactive to 03/10/20.
