Grants Update
o ALL Grants: working with accounting to create revenue codes for each grant so we can
track appropriately.
o CARES Act Grant: Accounting has asked that I audit their reports sent to identify issues
or double entry
o CDBG-CV1— Still trying to wrap my head around this grant and all of the details.
■ would like to reach out to OIC to see if they would be willing to help administer
this grant or get guidance on how they administer our normal CDBG-PSG Grant
if we choose to keep the administration within GC
■ First step is to send letters to all of the cities to ask if they are interested in
participating in the consortium option.

MISCELLANEOUS ITEMS
The Commissioners wrote a letter of support to the HAPO Community Credit Union for place a new
branch in the Mattawa Community, south Grant County.

4. Exceptions to Hiring Freeze:

b. Temp Clerical - BOCC (1)
Resolution No. 20 -064 -CC amending Resolution No. 20 -030 -CC and authorizing further
exceptions to county personnel policies for the duration of the Corona Virus (COVID-19) public
health crisis. (Approved)
10:00 a.m. —10:20 a.m. Open Record Public Hearing, Sheriff's Office Budget Extension
The Commissioners held an Open Record Public Hearing to consider a budget extension request
from the Sheriffs Office in the amount of $7,608.01 to purchase a Dishwasher Steamer.
Sheriff Tom Jones discussed his request.
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens to close the
public comment portion of the hearing. The motion passed unanimously. Commissioner
Stevens moved to approve the budget extension as presented. Commissioner Taylor seconded
and the motion passed unanimously. The hearing adjourned. (Approved, Resolution No. 20-
063 -CC)

A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to turn the bids
over to Public Works for their review and recommendation. The motion passed unanimously.

A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 1
through 11 on the agenda as presented. NOTE: Item 4 was on the agenda incorrect. See correction
below. The motion passed unanimously.

2. Request for approval for grant funding and Interlocal Cooperation Agreement with the Grant
County Port District 5 for grant funding through the Coronavirus Relief Fund (CRF) Cares Act
Grant for COVID-19 related expenses from March 1l`, 2020 through October 31", 2020 not to
exceed $15,000 dollars. (Approved)
3. Resolution No. 20 -065 -CC authorizing execution of an interlocal agreement with Grant County
Port District 5 related to Coronavirus Relief Funds (CRF) CARES Act grant funding. (Approved)

CENTRAL SERVICES
6. Request to purchase goods and services for a keyless entry for Grant County facilities through
OMNIA Partners, a cooperative purchasing partner (Contract Nos. R170601 and R170502).
CARES Act and HAVA grant funding will be used for all expenses. (Approved)
7. AIA Document Standard Form of Architect's Services: Site Evaluation and Project Feasibility
agreement with Clemons, Rutherford & Associates, INC (CRA Architects) for the site evaluation
on selection for the new Grant County Jail. (Approved)
FAIRGROUNDS
8. Request to reduce non-profit concessions commission from 15% to 10% for the month of
September 2020. (Approved)
9. Request to purchase new gate hardware and gates for the Ardell Pavilion in the amount of
$2,749.10 utilizing REET funds. (Approved)

SHERIFF'S OFFICE
10. Hartline Police Protection and Law Enforcement Services Agreement with the Town of Hartline
for the enforcement of statutes of the State of Washington, and municipal ordinances of the
Town except all dog control laws. (Approved)
NEW HOPE
11. Contract with Children's Advocacy Centers of Washington to receive a Capacity Grant No. 190 -A -
GRANT -CAP -20 in the amount of $47,926.00 to provide services for families and children at Kids
Hope. Term is July 1, 2020 to June 30, 2021. (Approved)

Eviction Rent Assistance Program (ERAP) Funding Application with the Washington State Department of
