MONDAY, JULY 20, 2020
The Grant County Commissioners session began at 1:00 p.m. with all Commissioners in attendance.

Pursuant to RCW 42.30.110(1)(f) Commissioner Carter called an Executive Session to order at 1:09
p.m. to go until 1:19 p.m. regarding Personnel Disciplinary Matters. In attendance were
Commissioners Taylor, Carter and Stevens, Dell Anderson, Grant Integrated Services, and Barbara J.
Vasquez, Clerk of the Board. The session was then continued to 1:24 p.m. Commissioner Carter
closed the session at 1:24 p.m.
2:00 p.m. — 2:20 p.m. D Bolyard, Liberty State Movement Discussion
The Commissioners met with Dani Bolyard and other members of the Board of the Liberty State
Foundation, activist in the Liberty State movement. They brought in sheets of signatures on
their petition; 519 signatures total. They are requesting the Grant County Commissioners and
the other Eastern Washington County Commissioners place a resolution on the November
election ballot for an "advisory vote of the people" to see who is in favor of dividing the State of
Washington along the Cascades. The Commissioners stated they needed time to look into their
request.

Centerfield is nearing completion. Electrical, sprinklers, lights and pathway
o The ag building envelope updates are in progress
o The Goat Barn pens arrived, just waiting for concrete work
o Chicken cages arrived and are ready to assemble
o Barn 44 has been completely cleaned
o Barn 39 is in the process of demolition
o New Asphalt in Barn 46 — Stalls to be rebuilt in the Fall
o Tree plan developed with Lori looking at trees, you approved purchases
o Leveling north end of rodeo track
o Some entertainment booked for 2021— Parmalee, Grupo Control, Mutton Bustin using
tourism funds.
• Event cancellations through July but our plan is in the hands of the state. I am confident, if we
can get to phase 3, we can do events in September.
• Livestock show and sale status — A group from Spokane County, Benton/Franklin, Gary Chandler,
Alex McGregor, Sara Smith, have been meeting with the Governor's office. Things are
progressing and we hope to know what we can do by next week. Registrations have us around
200 animals which is very manageable.
• The Campground plan is progressing as Tom will fill you in
• South Field Lighting is going well, Tom awarded the contract to Musco lighting through KCDA.
• We plan on bidding out Barn 46 and 47 stall rebuilds as we do not have enough staff to do the
project.
• Waiting on the planning department for the Gold Gate sign permit. Then we can move forward
with installation.
• We are looking at alternative events such as equestrian clinics, drive in movies and drive in
Music.

A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 1
through 4 on the agenda as presented. The motion passed with 2 Commissioners in attendance.
1. Resolution No. 20 -055 -CC in the matter of transferring ownership of surplus rights-of-way for a
portion of the Q -SW Road within S 32, T 19 N, R 24 E, from Grant County to the Grant County
Public Utility District (PUD) No. 2. (Approved)
2. Authorization to Call for Bids for 3 -NE Road Phase 2 Reconstruction Project (CRP 19-08) with a
bid opening date of August 11, 2020 at 1:30 p.m. (Approved)
3. Resolution No. 20 -056 -CC for Notice of Hearing declaring certain county -owned property
surplus and ordering the sale thereof with a Public Hearing date of August 11, 2020 at 1:30 p.m.

4. Request approval to hire a Human Resources Manager position within Public Works and to
create the job description, salary range, advertise and hire to support the department's
functions. (Approved)

A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 1
through 19 on the agenda as presented. The motion passed with 2 Commissioners in attendance.

3. Grant Agreement No. 20-4613C-100 with the Department of Commerce through the Community
Services and Housing Division Housing Assistance Unit for an Emergency Solutions Grant for
COVID-19 (ESG-CV) funding in the amount of $278,466.00. Term of the agreement is July 1, 2020
through June 30, 2022. (Approved)
4. Re -appointment letter for Amanda Laramore to the Grant County Tourism Commission effective
August 1, 2020 through July 31, 2023. (Approved)
5. Recommendation to deny Coronavirus Relief Funds (CRF) through CARES Act Grant funding
request from the Wahluke School District in the amount of $458,060.00. (Approved)
6. Recommendation to allocate $249,848.87 of Coronavirus Relief Funds (CRF) grant monies to
upgrade doors throughout all Grant County facilities. (Approved)
7. Recommendation to allocate $6,500.00 of Coronavirus Relief Funds (CRF) grant monies to
purchase the DocuSign integration for Laserfiche and 5 hours of professional services time from
Cities Digital for the Commissioner's Office action items routing and approval process.

AUDITORS OFFICE
Request to purchase the following equipment utilizing Elections CARES Act grant funding:

a. ClearCount High -Speed Scanner in the amount of $22,500.00
b. IM410 Envelope Opener in the amount of $10,437.84
Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amounts of
$183,549.90, $876,565.62 and $87,032.86. Also approved were receipts/credit card statement
from Public Works to purchase Gatorade, water, coolers, etc. The Board denied the request of
an employee from the Sheriff's Office to reimburse a Covid-19 test in the amount of $263.15
as it will be totally covered by our county medical insurance.)

10. Request to purchase office furniture (PO# 2020-00001) through Contract Design Associates
(CDA) in the amount of $89,473.20 to be paid out of the Law & Justice fund. (Approved)
FACILITIES & MAINTENANCE
11. Recommendation to award 3 year contract for elevator servicing in the amount of $1,310.00 per
month on the C -Street campus in Ephrata to ELTEC Systems, LLC through a Department of
Enterprise Services contract #01219. Costs pertaining to the contract will come out of the
Facilities & Maintenance operating budget for contracted services. (Approved)
12. Elevator Full Maintenance Agreement FM (8) under Washington State Department of Enterprise
Services Contract #01219 for the maintenance of 5 elevators located at the C -Street campus in
Ephrata for the amount of $1,310.00 per month, $15,720.00 annually. Term is July 22, 2020
through July 21, 2023. (Approved)
GRANT INTEGRATED SERVICES
13. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services
through the Moses Lake HYP 365 contract, during May, 2020 in the amount of $1,126.75 to the
Grant County Health District. (Approved)
14. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services,
during June, 2020 in the amount of $228.75 on Washington State Department of Corrections
(DOSA) contract. (Approved)
