Resolution No. 20 -054 -CC relating to a SharedWork Program at Grant County due to the
economic impacts of COVID-10 (Corona Virus) with the Washington State Employment Security
Department. (Approved)

A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1
through 7 and 9 through 25 on the agenda as presented. Item 8 was held as an amount was needed
before approval. The motion passed unanimously.

3. Held from lune 301' agenda: Recommendation to contract with the Grant County Economic
Development Council for Coronavirus Relief Funds (CRF) through CARES Act Grant for the
administration of the combined 2.5 million dollars allocated towards small business & non-profit
organization grants. The EDC will track time & wages related to the administration of these
grants and will be reimbursed for actual costs incurred. (Approved)
4. Reimbursement No. 1 on Coronavirus Relief Funds (CRF) CARES Act Grant for the Health District
for the period April 1, 2020 through April 30, 2020, with the Department of Commerce in the
amount of $55,294.00. (Approved)
5. Reimbursement No. 2 on Coronavirus Relief Funds (CRF) CARES Act Grant for the Health District
for the period ApKi4 May 1, 2020 through Apr44 May 30, 2020, with the Department of Commerce
in the amount of $137,908.00. (Approved)
6. Reimbursement No. 3 on Coronavirus Relief Funds (CRF) CARES Act Grant for the City of George
for the period March 1, 2020 through May 31, 2020, with the Department of Commerce in the
amount of $2,485.93. (Approved)

7. Reimbursement No. 4 on Coronavirus Relief Funds (CRF) CARES Act Grant for Grant County Fire
District #3 for the period March 1, 2020 through May 31, 2020, with the Department of
Commerce in the amount of $2,383.44. (Approved)
8. Grant County Reimbursement No. 5 on Coronavirus Relief Funds (CRF) CARES Act Grant for
Grant County Expenditures for the period of March 1, 2020 through May 31, 2021, with the
Department of Commerce. (Item held to receive definitive amounts)
9. Reimbursement No. 12 on CDBG Public Services Grant No. 19-62210-005 for the period June 1,
2020 through June 30, 2020, with the Department of Commerce and administered through the
OIC of Washington for $3,606.75. (Approved)
10. Corrected Amendment A to Washington State Department of Commerce, Community Services
and Housing Division Housing Assistance Unit, Consolidated Homeless Housing Grant (CHG)
Contract No. 20-46108-10 with Grant County. Amendment is in the amount of $86,833.00, for a
new total of $1,056,250.00 with a term of July 1, 2020 through June 30, 2021. (Approved)
AUDITOR'S OFFICE
11. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$398,866.15)
FAIRGROUNDS
12. Request for amendment to Fairgrounds facility use policy language to include no charge usage
of facilities by youth & accompanying leaders for the development of youth programs in non -4-
H and FFA sponsored events. (Approved)
GRANT INTEGRATED SERVICES
13. Addendum to the provision of additional service during the current agreement with Goodwill
Industries of the Inland Northwest through Grant Integrated Services to include the provision of
Developmental Disability Community Inclusion services effective July 1, 2020. (Approved)
14. Addendum agreement with Moses Lake Community Health through Grant Integrated Services
for the correction of Exhibit B Reimbursement Rates in the amount of $38,400.00 and effective
July 1, 2020. (Approved)
15. Addendum agreement with Compass Career Solutions through Grant Integrated Services to
assign the Grant County Vendor Agreement to Compass Career Solutions LLC (an affiliate of SL
Start, LLC) and effective July 1, 2020. (Approved)
16. Addendum agreement with SL Start, LLC dba Compass Career Solutions through Grant
Integrated Services to assign the Adams County Vendor Agreement to Compass Career Solutions
and amend the term of this agreement to lune 30, 2021. (Approved)
17. Contract Amendment Number 1 to Contract No. 1963-58857 for Washington State Department
of Social & Health Service (DSHS) through Grant Integrated Services to increase the contract
amount by $14,263.00 for a total of $823,987.00. (Approved)

18. Contract Amendment Number 2 to Contract No. 1963-58857 for Washington State Department
of Social & Health Service (DSHS) through Grant Integrated Services to extend the period of
performance to June 30, 2021 and increase the total maximum contract amount by $846,901.00
for a total amount of $1,670,888.00. (Approved)
19. Interagency agreement with Grant County Health District through Grant Integrated Services for
the coordination of the Youth Marijuana Prevention and Education Program. Term is July 1,
2020 through June 30, 2021. (Approved)
20. Professional Services Agreement with Regence BlueShield through Grant Integrated Services to
provide health care services to Department of Veteran's Affairs beneficiaries under the
Community Care Network program using TriWest Healthcare Alliance Corp. Term is July 1, 2020
through June 30, 2021. (Approved)
NEW HOPE
21. Request for exception to the Travel Authorization and Expense Reimbursement policy 1202
amendment (which suspended travel) to allow Suzi Fode & Trisha Glenn to attend Facility Dog
training with Assistance Dogs Northwest from July 28-31, 202 on Bainbridge Island, WA.

22. County Program Agreement No. 2063-86880 with the Washington State Department of Social &
Health Services for community-based domestic violence program emergency shelter &
supportive services in the amount of $530,716.00. Term is July 1, 2020 through June 30, 2021.

TREASURER'S OFFICE
23. Pursuant to RCW 54.28.090, request to distribute the PUD Privilege Tax funds as provided on a
listing by the Treasurer, in the total amount of $3,089,336.19. (Approved, Resolution No. 20-
053 -CC)
SHERIFF'S OFFICE
24. Request for exception to the Travel Authorization and Expense Reimbursement policy 1202
amendment (which suspended travel) to allow Deputy Carlos Avila to continue to attend Basic
Law Enforcement Academy in Burien Washington & Correction Deputy Michael Yashchuck to
attend state mandated Correction Officer Academy in Burien, WA beginning July 9, 2020.

YOUTH SERVICES
25. Memorandum of Understanding regarding Community Truancy Boards with Insight School of
Washington through the Juvenile Court and Youth Services Department to continue a
coordinated approach to reduce chronic absenteeism and involvement in truant students in
court through the continued development and implementation of culturally appropriate
practices and evidence based services. Term is June 12, 2020 until cancelled. (Approved)

MISCELLANEOUS ITEMS
The Grant County Commissioners, along with Commissioners from Adams, Lincoln, and Franklin
Counties, signed a letter to the Secretaries of Agriculture, Interior, and Defense requesting that
President Trump direct his Administration to complete the Columbia Basin Project through an executive
order as outlined in the EO on Nation's Economic Recovery from the COVID-19 Emergency by Expediting
Infrastructure Investments and Other Activities.

Pursuant to RCW 42.30.110(1)(i) Commissioner Taylor called an Executive Session to order at
10:05 a.m. to go until 10:30 a.m. regarding Litigation. In attendance were Commissioners
Taylor, Carter and Stevens, Garth Dano and Kevin McCrae, Prosecuting Attorney's Office; Chris
Kerley and Sean Boutz, Evans Craven and Lackey, Attorney at Law. Commissioner Taylor closed
the session at 10:30 a.m.
