The Grant County Commissioners session began at 9:30 a.m. with all Commissioners in attendance.

The Commissioners discussed with Grant County Elected Officials and Department Heads how
the virus is impacting their office.
10:00 a.m. —10:20 a.m. Consent Agenda (Items 1 through 8); and B Rang, ASC Update and Misc
BOCC Action (Items 1 through 5)
CONSENT AGENDA:
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1
through 7 on the agenda as presented. Item 8 was held for further review but then withdrawn the next
day as it was decided to cancel the Grant County Fair. The motion passed unanimously.
COMMISSIONERS OFFICE
1. Commissioners Office Vouchers and County -wide Expense Reimbursement Claims for approval.
(Approved)
2. Recommendation from the Finance Committee to approve a request from Grant County Fire
District No. 10 for a bridge loan not to exceed 1.1 million dollars to facilitate the purchase of a
capital project. This loan to be paid in full in October 2020. (Approved)
3. Multi -Agency Communications Center MACC Bond Claims Payment Request (Batch 01-96) in the
amount of $438,578.95. (Approved)

Letter of appointment to Mayor Diane Kohout to the Grant County Solid Waste Advisory
Committee. (Approved)
AUDITOR'S OFFICE
5. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amounts of
$76,351.12 and $405,960.06)
6. Authorization of Canvassing Board Representatives - Auditor's Staff, to act under authority given
in RCW 29A.60 for Dedra Osborn and Michele Blondin to act as representatives for the County;
and for Maria Lugar and Karrie Stockton to handle the ballots through the mail room process for
the Primary Election to be held August 4, 2020 and the General Election to be held November 3,
2020. (Approved)
7. Designation of County Commissioner Cindy Carter to serve as the County Legislative Authority
on the Canvassing Board for the Primary Election to be held August 4, 2020 and the General
Election to be held November 3, 2020. (Approved)
FAIRGROUNDS
Recommendation from the Director to eliminate entry fees for the 2020 Grant County Fair due
to the impacts of COVID-19 Corona Virus. (Originally, the Board moved to hold this item. After
review and discussion that afternoon, the Fairgrounds and Board voted to cancel the 2020
Grant County Fair and this request was withdrawn.)
ASC AGENDA AND MISC BOCC ACTION ITEMS:
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 1
through 5 on the agenda as presented. The motion passed unanimously.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. Contract with Darrell Doolittle through the Sheriffs Office for the primary services for the
Sheriff's Vehicle Upfitting & Maintenance. Term is May 26, 2020 through May 26, 2025.

3. Contract with Financial Consultants International for Custom Police Vehicles through the
Sheriff's Office for the secondary/overflow services for the Sheriff's Vehicle Upfitting &
Maintenance. Term is May 26, 2020 through May, 26, 2025. (Approved)
4. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services'
Prevention and Recovery Center (PARC), during March 2020, in the amount of $13,103.58 on
Washington State Health Care Authority Contract No. K3919. (Approved)
5. Request from Grant Integrated Services to purchase eight (8) Lenovo Computers with Monitors
in the approximate amount of $9,705.00 through CDW-G via Technology Services. (Approved)

A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1
through 3 on the agenda as presented. The motion passed unanimously.
1. Recommendation to award the quote for the Scrap Metal Crushing 2020 project to Sutton
Salvage in the amount of $85.00 per ton for material at the landfill. (Approved)
2. Authorization to Call for Bids for the Alternate Daily Cover 2020 project with a bid opening date
of June 16, 2020 at 1:30 pm. (Approved)
3. Request for approval of the updated Public Works Organizational Chart. (Approved)

Sam Castro, Public Works Director, described his request.
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens to close the public
comment portion of the hearing. The motion passed unanimously. Commissioner Stevens moved to
approve surplus of vehicles as presented. Commissioner Taylor seconded and the motion passed
unanimously. The hearing adjourned. (Resolution No. 20 -049 -CC)
