GRANT AGREEMENT
GRANT COUNTY NEW HOPE
THIS GRANT AGREEMENT is between the WASHINGTON STATE OFFICE OF THE
ATTORNEY GENERAL (AGO) and GRANT COUNTY NEW HOPE (GRANTEE). AGO and
GRANTEE are individually referred to in this Grant Agreement as a "party" or, collectively, as the
"parties."
WHEREAS, the AGO is awarding grant funds to qualifying Crime Victim Service Centers
(CVSC) to support services to victims of crime, such as assault, robbery, child abuse, vehicular
assault, vehicular homicide, property crime, and survivors of homicide in Washington State.
WHEREAS, the AGO and the GRANTEE are entering into this Grant Agreement to perform
the activities or services more fully described in the Statement of Work.
NOW, THEREFORE, the AGO and the GRANTEE agree to the following terms and
conditions:
SPECIAL TERMS AND CONDITIONS
1. GRANT AGREEMENT TERM
The parties agree the term of the Grant Agreement commences on April 29, 2020 (the "Start
Date") and shall end on June 30, 2020 (the "End Date"), unless terminated earlier.
2. GRANT STATEMENT OF WORK
The GRANTEE agrees to use its reasonable best efforts to perform the activities or services
in the Statement of Work, Attachment B.
3. GRANT AMOUNT
The AGO will pay GRANTEE an amount not to exceed $15,000 pursuant to the
Reimbursement and Payment section below.
4. REIMBURSEMENT AND PAYMENT
The AGO agrees to reimburse the GRANTEE for allowable expenditures and/or services
performed under this Grant Agreement up to the maximum grant amount set forth above. No
payments in advance of or in anticipation of goods or services to be provided under this Grant
Agreement shall be made by the AGO.
The GRANTEE shall provide invoice voucher(s) to the AGO using the attached invoice form
with receipts and/or documentation of the goods and/or services for reimbursement and, if final
invoice, the grant report. The invoice voucher(s) must provide a detailed itemization of the expenses,
including description, amounts and dates. Funds must be spent on goods received or services

provided during the term of the agreement and all goods must be received no later than June 30,
2020. The GRANTEE should submit all required documentation to FISGrants(c4atg.wa.gov.
Reimbursement shall be paid within 30 days of submittal of a properly completed invoice with all
required documentation.
5. GRANT REPORTING
The GRANTEE shall provide to the AGO a written summary/report detailing how the funds
supported the GRANTEE's efforts in helping victims of crime. The report must be signed by an
authorized officer from the GRANTEE's organization. The report is due with the final request for
payment. Grant ends June 30, 2020 with deadline to submit final payment voucher and report July
31, 2020. Final payment of grant funds is subject to GRANTEE submitting the report.
6. NOTICE/CONTACT INFORMATION
The contact information for the AGO and the GRANTEE is listed on the face sheet of this Grant
Agreement.
7. MODIFICATION TO GRANT AGREEMENT
Modifications to this Grant Agreement must be approved in advance by the AGO. Any
modification request must be in writing. Upon approval by the AGO, a written amendment will be
signed by all parties.
8. ORDER OF PRECEDENCE
In the event of an inconsistency in this Grant Agreement, the inconsistency shall be resolved by
giving precedence in the following order:
o Applicable federal and state of Washington statutes and regulations;
o Grant Agreement: Special Terms and Conditions;
o Attachment A - General Terms and Conditions;
o Attachment B — Scope of Work.
9. ENTIRE GRANT AGREEMENT
This Grant Agreement including Attachment A - General Terms and Conditions and Attachment
B - Statement of Work constitutes the entire Grant Agreement of the parties. No agent, employee, or
volunteer of either the AGO or GRANTEE has authority to make or has made any statement, agreement,
or representation in connection with this Grant Agreement that in any way can be deemed to modify,
add to, detract from, or otherwise alter its terms and conditions.
A manually signed copy of this Grant Agreement or any amendments or other transaction
documents delivered by facsimile, email, or other means of electronic transmission shall be deemed to
have the same legal effect as delivery of an original signed copy.

If any provision of this Grant Agreement violates any statute or rule of law of the state of
Washington, or of any federal law or rule, it is considered modified to conform to that statute or rule of
law.
AGO may, in its sole discretion, terminate this Grant Agreement or withhold payments
claimed by the GRANTEE for services rendered if the GRANTEE fails to satisfactorily comply with
any term or condition of this Grant Agreement.
THIS GRANT AGREEMENT, including any referenced appendix, exhibit(s) and/or
attachment(s), is executed by the persons signing below, who warrant they have the authority to execute
the Grant Agreement.
