A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1
through 3 on the agenda as presented. The motion passed unanimously.
Request to the County Road Department for Reimbursable Work with the City of Royal City to
chip seal, fog seal (if the County is fog sealing 12 SW/SE), crack seal and provide temporary
traffic control on Acacia Street from Royal Ave. to Apple Ave. for a maximum amount not to
exceed of $37,620.00 and to be completed no later than 10/31/20. (Approved)
Resolution No. 20 -045 -CC notice of hearing declaring Certain County Owned Property Surplus
and Ordering Sale thereof: Vehicles and Equipment with a hearing set for May 26, 2020 at 1:30
pm. (Approved)
Resolution No. 20 -046 -CC in the matter of Transferring Jurisdiction and Ownership of a portion
of Nelson Road in Moses Lake, to the City of Moses Lake: LEGAL DESCRIPTION: NELSON RD
roadlog 42800 BMP 0.0 at SR 17 east to EMP .99 at an irrigation canal and the current southern
border of the City of Moses Lake Limits; Sections 24 & 25 T19N R28EWM All in Grant County,

GRANT INTEGRATED SERVICES
2. Request to change the name of CityView, their Crisis Stabilization and Residential
Facility, to Crisis Solutions. (Approved)
3. Letter to the Washington State Department of Health, Behavioral Health Agencies, to
appoint Dell Anderson as the Administrator for their Crisis Solutions facility. (Approved)
ASC AGENDA AND MISC BOCC ACTION ITEMS:
Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
Amendment A for Department of Commerce Contract No. 18-96616-032 through The Local and
Community Projects Program for Cityview Conversion to Residential Treatment in the amount of
$83,043.00. Term of the contract is May 5, 2020 and ends June 30, 2021. (Approved)

3. Contract with KJ's Lawn Care & Maintenance LLC through the Central Services Department for
the Fairgrounds center field irrigation projects CSD 2012fg for the total cost of $26,998.01.

4. Contract with Neppel Electric & Controls LLC through the Central Services Department for the
fairgrounds electrical & lighting revisions for center field project CSD 2009fg for the total cost of
$28,132.00. (Approved)
5. Contract with Quality Paving Inc. through the Central Services Department for the Fairgrounds
paving projects CSD 2013fg for the total cost of $48,690.00. (Approved)
6. Grant Agreement No. CV -20-19 with the Washington State Office of the Attorney General
through New Hope in the amount of $15,000.00 to provide services to victims of crime, such as
assault, robbery, child abuse, vehicular assault, vehicular homicide, property crime, and
survivors of homicide in Washington State. Term is April 29, 2020 through June 30, 2020.

7. Revised expenditure plan for Amendment A for Washington State Department of Commerce
Community Development Block Grant (CDBG) Program Public Services Grant (PSG) No. 19-
62210-005 for the amount of $145,270.00. (Approved)
8. Request to purchase Microsoft Office 365 and Microsoft Exchange (migration support) in the
amount of $106,233.36 and sign the Statement of Work Acceptance. The amount approved in
their Capital Outlay budget was $95,000.00 and the department has sufficient funds within their
current budget to cover the difference. Statement of Work Agreement with SHI International
Corp through the Technology Services Department for Office 365 Migration Support for an
estimated cost of $13,625.00. (Approved)

MISCELLANEOUS ITEMS
The Commissioners sent a letter to Governor Inslee urging him to begin the reopening process of
Washington State and allow more local control in this process.
Resolution No. 20 -047 -CC to rescind Resolution Nos. 20 -015 -CC and 20 -020 -CC and appointing Keith
Elefson as the County Engineer. (Approved)
Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a
listing and made available to the Board. (Approved in the amount of $353,050.66)
