The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance.

1:30 p.m. — 2:20 p.m. Public Works Update (1 item)
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve item 1 on
the agenda as presented. The motion passed unanimously.
1. Authorization to Call for Bids: Stratford Road Reconstruction Project (CRP 17-06) with a bid
opening date of May 12, 2020 at 1:30 pm.

BOCC Action (Items 1 through 4)
CONSENT AGENDA:
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1
through 6 on the agenda as presented. The motion passed unanimously.
COMMISSIONERS OFFICE
1. Commissioners Office Vouchers and County -wide Expense Reimbursement Claims
for approval. (Approved)
2. Commissioners April 6, 2020 Minutes for approval. (Approved)
FAIRGROUNDS
3. Request to purchase Ardell Pavilion side wall panels in the amount of $6,765.46 (incl
tax/freight) from Ziggy's. This was approved in their Capital Outlay budget using
REET fund #126. Also a request to have Terry Signs paint and restore the Ardell
signs and have Steve Kalamakis clear coat the signs in the approximate total amount
of $2,500.00. (Approved)

4. Request to purchase chicken cages in the amount of $3,558.95 (incl tax/freight)
from Bass Equipment Company. This was approved in their 2020 Capital Outlay
budget using County Fair Sewer Project Fund #309. (Approved)
TREASURER'S OFFICE
5. Request to transfer the Trial Court Improvement monies from the Law and Justice
Fund per SSB 5454. The amount is $16,865.00. (Approved)
PROSECUTING ATTORNEY'S OFFICE
Request to purchase eSubpoena and External Agency View modules for their Karpel
Case Management System in the amount of $13,008.00 (incl tax) from
PROSECUTORbyKarpel. If approved, they have the money to purchase this software
within their current 2020 budget and a contract will be signed. (Approved)
Contract with Karpel Computer Solutions for the external agency portal with the
Esubpoena module and annual support for the Prosecuting Attorney's Office for the
total amount of $12,000.00 ($10,000.00 onetime fee for the module and $2,000.00
for annual support). Term is April 21, 2020 through April 21, 2021 with the annual
support renewing yearly.
ASC AGENDA AND MISC BOCC ACTION ITEMS:
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1
through 3 on the agenda as presented. The motion passed unanimously.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. Supported Living/Group Home Exhibit C, Revision 200300, on Washington State Department of
Social & Health Services (DSHS) Contract No. 1963-57191 with Grant Integrated Services'
Developmental Disabilities Department. (Approved)
3. Grant County Reimbursement No. 8 on CDBG Public Services Grant No. 19-62210-005 for the
period March 1, 2020 through March 31, 2020, with the Department of Commerce and
administered through the OIC of Washington for $17,866.04. (Approved)

MISCELLANEOUS ITEMS
Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a
listing and made available to the Board. (Approved in the amount of $487,181.04)
The Commissioners wrote a letter to Governor Inslee, along with the Sheriff and Prosecuting Attorney,
addressing concerns with the current moratorium of construction and Stay Home, Stay Healthy
Proclamation (20-25). Construction businesses along with small businesses are ready to reopen and are
prepared to take the necessary precautions to help stop the spread of COVID-19 (Corona Virus).
