CONSENT AGENDA:
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 1
through 5 on the agenda as presented. The motion passed unanimously. (Commissioner Carter was in
the office)
1. Commissioners Office Vouchers and County -wide Expense Reimbursement Claims for
approval. (Approved)
2. Commissioners March 23 and 30, 2020 Minutes for approval. (Approved)
3. Assumption liquor license application for Cave B Inn and Spa Resort, from the Washington
State Liquor and Cannabis Board. (Approved)
4. Special occasion liquor license application for Desert Aire Mens Club and their event to be
held at their Golf Course Snack Shack in Mattawa on May 16 and 17, 2020, from the
Washington State Liquor and Cannabis Board. (Approved)
CENTRAL SERVICES
5. Request to surplus a 1998 Peterbuilt model 357 dump truck at the Fairgrounds and sell it
through "PublicSurplus.com". The approximate value is $10,000 - $15,000. The asset ID# is
2300 (VIN: 1NP-ALB9X-WD446792) (Approved, Resolution No. 20 -042 -CC)
ASC AGENDA AND MISC BOCC ACTION ITEMS:
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1
through 7 on the agenda as presented. The motion passed unanimously. (Commissioner Carter was in
the office)
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. Grant County Policy 1505 -Electronic Signature Policy (Approved)
3. Resolution No. 20 -040 -CC providing temporary amendments to county personnel policies for
the duration of the Corona Virus (COVID-19) public health crisis. (Approved)

4. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services,
during March, 2020 in the amount of $686.25 on Washington State Department of Corrections
(DOSA) contract. (Approved)
5. Agreement for Paper of Record for Legal Notices and other Publication Services with Hagadone
News Network, dba The Columbia Basin Herald at the rate of $5.50 per column inch. Term is July
1, 2020 through June 30, 2021. (Approved)
6. Interlocal Agreement with Adams County for Developmental Disabilities Services through the
Grant Integrated Services Department. Term is April 14th 2020 and shall automatically renew
each year unless terminated. (Approved)
7. Resolution No. 20 -041 -CC authorizing execution of Interlocal Agreement with Adams County for
Developmental Disabilities services through the Grant Integrated Services Department.

A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 1
and 2 on the agenda as presented. The motion passed unanimously.
1. Resolution No. 20 -043 -CC in the matter of Transferring Jurisdiction of portions of Grape Drive
and Beacon Road in Moses Lake, WA to the City of Moses Lake via their annexation Ordinance
2945-2020. (Approved)
2. Execution of Contract with Envirotech Services, Inc. for the Road Stabilization 2020 project to
furnish and place 769 tons of Magnesium Chloride (30%) in the amount of $122,847.75.
(Approved)
MISCELLANEOUS ITEMS
Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a
listing and made available to the Board. (Approved in the amounts of $980,010.85 and $194,975.79)
The Commissioners approved and signed the Public Works County Payroll Salary Fund for their April 10,
2020 payroll.
Reimbursement request 20-9 on Washington State Department of Commerce Consolidated Homeless
Grant (CHG No. 20-46108-10), administered through the Housing Authority of Grant County in the
amount of $25,805.63. (Approved)
Request from the Fairgrounds to purchase 16 -Stall Structures in the amount of $75,839.67 from Pearson
Farm and Fence. This was approved in their 2020 Capital Outlay budget using REET funds. (Approved)
