MONDAY, APRIL 6, 2020 No meetings held TUESDAY, APRIL 7, 2020 The Grant County Commissioners session began at 12:45 p.m. with Commissioners Taylor and Stevens in attendance. Commissioner Carter participated this week's meeting beginning at 1:00 p.m. 12:45 p.m. —12:55 p.m. Grant County Paper of Record for Legal Notices — Award On March 30, 2020, the Commissioners held a bid opening for the Paper of Record for legal notices. The following bid was received: • Columbia Basin Herald $5.50 / per column inch After review and discussion, a motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to award the paper of record from July 1, 2020—June 30, 2021 to the Columbia Basin Herald in the amount of $5.50 per column inch. The motion passed with 2 Commissioners in attendance. 1:00 p.m. —1:20 p.m. G Dano, Prosecuting Attorney's Office Update 1:30 p.m. — 2:00 p.m. Public Works Update (Items 1 through 3) A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 2 and 3 on the agenda as presented. Item 1 was not ready for signature. The motion passed unanimously. 1. Anticipating: Execution of Contracts: Road Stabilization 2020 (Item not ready for signature) 2. Resolution No. 20 -038 -CC amending the 2020 Annual Road Program and the 2020 Six Year Transportation Improvement Program and amending the following: Stratford Road (CRP 17-06); 3 -NE Road (CRP 17-04); and Valley Road Grind/Inlay (CRP 20-01) projects. (Approved. This Resolution was then amended for scriveners errors on the Road 3 -NE project: CRP is 19-08 and Road Log No. is 94000) 3. Washington State Department of Transportation Local Agency Agreement and Prospectus Submittal Checklist for the 3 -NE Road Phase 2 (Q -NE to S -NE) project, CRP 19-08. (Approved) Page 2 of 5 Grant County Commissioners Minutes Week of April 6, 2020 1:50 p.m. —1:55 p.m. Open Record Public Hearing, Ordinance amending Ch. 11.04 of the Grant County Code titled "Maximum Speed Limits" This public hearing was not recorded. The Grant County Commissioners held an Open Record Public Hearing to consider an ordinance amending Ch. 11.04 of the Grant County Code titled "Maximum Speed Limits". Sam Dart, Interim Public Works Director stated that the amendment is to a portion of Road 7 -NE from Stratford Rd to I -NE (Moses Lake city limits) and lower this to 35mph; and Stratford Rd from Harris Rd to 325 N. of Tyndal Rd and lower this to 45mph. A motion was made by Commissioner Stevens, seconded by Commissioner Taylor to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Taylor moved to approve the ordinance as presented. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. The motion passed unanimously. CONSENT AGENDA: COMMISSIONERS OFFICE 1. Commissioners Office Vouchers and County -wide Expense Reimbursement Claims for approval. (Approved) 2. Commissioners February 24, 2020 and March 2, 9, and 16, 2020 Minutes for approval. (Approved) 3. Special occasion liquor license application for Big Bend Community College Foundation and their May 16, 2020 event, from the Washington State Liquor and Cannabis Board. (Approved) 4. Assumption liquor license application for Lakeview Golf and Country Club, Soap Lake, WA, from the Washington State Liquor and Cannabis Board. (Approved) ASSESSOR'S OFFICE 5. Request to proceed with their Capital Outlay purchase of Data Cloud Solution, Professional Services and iPads in the amount of $103,429.45 using REET Admin funds. (Approved) ASC AGENDA AND MISC BOCC ACTION ITEMS: A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1 through 5 on the agenda as presented. Fairgrounds recommendation to award the bid for ice vending at the fairgrounds to JDB Enterprises for a commission of $.50 cents per bag. (Approved) 3. Amendment A for Washington State Department of Commerce Community Development Block Grant (CDBG) Program Public Services Grant (PSG) to increase the grant amount by $145,270.00 to a new total of $266,328.00 and expand the scope of work to include urgent, CDBG eligible COVID-19 response service activities and extending the contact end date from 6/30/2020 to 02/28/2021. (Approved) 4. Contract with Stan's Construction & Son LLC through Central Services for the scope of work on Agricultural Building Envelop Repairs Project #2008fg for the amount of $97,089.50. (Approved) 5. Contract with Moe's Asphalt Patching & Sealcoating through Facilities & Maintenance for the scope of work on Asphalt Maintenance Project #FM2001 for the amount of $51,263.94. Standby Pay Request from the Central Services Department to purchase a used scissor lift for the Fairgrounds from United Rentals in the amount of $5,522.32 (with 76 hours on it). This was approved in their 2020 Capital Outlay budget using County Fair Sewer Project Fund #309 monies. (Approved) Request from the Fairgrounds to purchase 2 -Portable Cooling Units in the amount of $8,008.34 from Air Marketing Group. This was approved in their 2020 Capital Outlay budget using REET Funds #126. (Approved) Commissioner Stevens was authorized to sign the Grant County Health District voucher listing for the following: Payroll $69,580.80, General Fund $33,610.02 and $49,373.07 for the total amount of $152,563.89.
