RE: Grant County Personnel Policy 1104.4.3 (Fire/Emergency Procedures)
Dear Board of County Commissioners:
Recently it's been brought to my attention that New Hope is out of compliance with Grant
County Personnel Policy 1104.4.3. In February 2019, New Hope presented this very same issue
to the Board and got a waiver. (See attached letter from 2.5.2019)
New Hope continues to work directly with the landlord of our office location (not owned by the
county) to address the heat levels of our working space. The same issues are present and
solutions tried have not improved the situation. In an effort to keep an environment that is
favorable to productivity, employee morale while remaining client centered it is necessary to
use portable heating devices in our work spaces.
Mario Padilla, building owner and landlord continues to approve and support the use of small
heaters for the offices with extremely cold temperatures. He is specific about the size of heater
and insists the heaters include the safety feature of auto -off if tipped. He requires that we plug
the heaters into the outlet directly, not into a surge protector and ensure they are off outside
working hours while unattended.
New Hope is requesting affirmation that our waiver is still in place.

Dear Board of County Commissioners:
New Hope has been working with the landlord of our office location to address the heat levels
of our building space in the winter. Due to the concrete cinder block exterior, the cold seeps
into the outer office spaces. The heat system and thermostat have been evaluated to no avail.
Temperatures in offices have reached 62 degrees, and it is not an environment favorable to
productivity, morale or client centered.
Maria Padilla, building owner and landlord has suggested small heaters for the offices with
extremely cold temperatures. He is specific about the size of heater and the safety feature of
auto -off if tipped, should we get permission from the county to allow us the use of small
heating units.
New Hope is requesting a waiver to the current Personnel Policy that states portable heating
units are prohibited from use in county work locations. This exception would be used in cold
weather only.
