Pursuant to RCW 42.30.140(4)(a) Commissioner Taylor called an Executive Session to order at
9:16 a.m. to go until 9:31 a.m. regarding negotiations. In attendance were Commissioners
Taylor and Stevens, and Kirk Eslinger, Human Resources Director. Commissioner Taylor closed
the session at 9:31 a.m.

A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 1
through 12 on the agenda as presented. The motion passed with 2 Commissioners in attendance.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. Underwriting Engagement Letter with D.A. Davidson for the issuance of Limited Tax General
Obligation bonds for Proposition 1 that passed November 5, 2019 for the 3/10% Law and Justice
Sales and Use tax. (Approved)
3. Request from the Port of Moses Lake for a one-year extension (to the spring of 2021) of the
project completion requirements for the Strategic Infrastructure Program (SIP) project #2019-03
Sewer Extension to Grant County International Airport Infield from Westside Employment
Center. They were awarded $150,000 in grant funding. (Approved)
4. Services Agreement between Grant County (Superior Court) and Mary Jane Castillo, dba Bi -
Lingual Services to provide interpreter services to Superior Court. Term is March 1, 2020
through February 28, 2021. (Approved)
5. Supported Living/Group Home Exhibit C, Revision No. 200200, on Washington State Department
of Social & Health Services (DSHS) Contract No. 1963-57191 with Grant Integrated Services'
Developmental Disabilities Department. (Approved)

January 15, 2020 through June 30, 2021, with Goodwill Industries of the Inland Northwest for
the provision of Individual Supported Employment and Group Supported Employment. The
amendment involves budget provisions, Incident and Abuse Reporting, Individual Supported
Employment and Statements of Work. (Approved)
12. Reimbursement Request (A -19-1A) for contract work performed by Grant Integrated Services,
during January, 2020 in the amount of $228.75 on Washington State Department of Corrections
(DOSA) contract. (Approved)

A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve item 1 on

1. Letter of Understanding for Project Administration (LUPA) between Washington State
Department of Transportation, Local Programs and Grant County clarifying roles and
responsibilities that are required when using Federal funds
1:30 p.m. —1:40 p.m. Bid Opening, B -SE Culvert Replacement Project (CRP 18-10)
The following bid was received:
• Nelson Construction $224,999.00
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to turn the bids
over to Public Works for their review and recommendation. The motion passed with 2
Commissioners in attendance.
2:30 p.m. — 2:50 p.m. Consent Agenda (Items 1 through 7)
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 1, 2,
4, 6 and 7 on the agenda as presented. Item 3 was added in error and is being removed, tem 5 was held
for further review. The motion passed with 2 Commissioners in attendance.

2. Special occasion liquor license application for Ridge Riders Inc. and their May 8-9, 2020 event at

AUDITOR'S OFFICE—ACCOUNTING DEPARTMENT
Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amounts of $500.00
and $976,747.46)

2. Budget extension request in the amount of $6,381.44 (Fund# 001.108) to receive Secretary of
State Grant funds that will be used for an advertising campaign to educate voters about changes
to election laws. (Approved, the public hearing was scheduled for March 9, 2020 at 8:45 a.m.)
HUMAN RESOURCES
Recommendation Memorandum regarding a request from the Sheriff's Office to initiate the
County sick leave donation policy for Chelsea Hill (Recipient 20-03). The Director recommends
approval. (Approved)
SHERIFF'S OFFICE
4. Out of state travel request for Deputy DeLaRosa to attend Canine Liability 360 Training from
March 24-25, 2020 in Hayden, ID. (Approved)

6. Budget extension request in the amount of $5,000.00 (Fund 128.170, project no. 8025) to
receive a foundation grant from Innovia Foundation to provide assistance in community
outreach and the 2020 Census count. (Approved, the public hearing was scheduled for March
9, 2020 at 8:45 a.m.)
7. Request approval to pay for staff and trainers lunch on February 19, 2020 (re -scheduled from
October 30, 2019, then December, 2019) with a Grant County Credit Card. This is a staff training

Agriculture Conservation Program per RCW 84.34
The Commissioners held an Open Record Public Hearing to consider an application for
Classification as Open Space Land Farm and Agriculture Conservation program for Current Use
Assessment under Chapter 84.34 RCW from James and Cecily Stott. Property is located at 6685
Rd T -SE, Warden, WA for 4.93 -acres (Parcel No. 191330011).
Amy Perez, Deputy Assessor 3, discussed the project and stated their office recommends
approval.

A motion was made by Commissioner Stevens, seconded by Commissioner Taylor to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in attendance.
Commissioner Stevens moved to approve the reclassification as presented. Commissioner
Taylor seconded and the motion passed with 2 Commissioners in attendance. The hearing
adjourned. (Open Space Taxation Agreement signed)

The Commissioners approved and signed the Public Works County Payroll Salary Fund for their February
14, 2020 payroll.
