GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, JANUARY 6,202
The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m. — 9:00 a.m. Elected Official Roundtable
11:30 a.m. —11:50 a.m. B Rang, ASC Update and Misc BOCC Action (Items 1 through 12)
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 1, 3,
and 5 through 11 on the agenda as presented. Items 2, 4 and 12 were held for further review. The
motion passed unanimously.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. Held from December 30t1 agenda: Request from Coulee City asking for reconsideration of the
contingency placed upon them on November 18, 2019 that required a Letter of Support from
the Soap Lake Hospital District for Strategic Infrastructure Program SIP Project #2019-12: Port of
Coulee City —Coulee City Medical Clinic for approval of $169,000 grant funding. (Item held)
3. Detention Services Agreement with Martin Hall Juvenile Facility Board (MHJFB) to provide
housing and all other accompanying services for Juveniles. Term is January 1, 2020 to December
31, 2020 with monthly payment installments in the amount of $10 more than the daily rate paid
by MHJFB counties per juvenile per day. (Approved)
4. Agreement with Community Counseling and Correctional Services, Inc. for the transport of
Juvenile detainees. Term is January 6, 2020 to January 6, 2021. (Item held)
5. 2020-2022 Grant County Sheriff Towing Contract with Jeffs Towing and Recovery. Term January
1, 2020 to December 31, 2022. (Approved)
6. 2020-2022 Grant County Sheriff Towing Contract with Davis Towing. Term January 1, 2020 to
December 31, 2022. (Approved)
7. Site Lease agreement with Basin Networking, lessee, for the utilization of the Quincy Public
Works Facilities. Term is January 1, 2020 to December 31, 2020 with monthly lease payments in
the amount of $150.00. (Approved)
8. Request from the Sheriff's Office to terminate the Agreement for Services for surveillance
cameras with Huntleigh USA Corporation effective January 1, 2020. (Approved)
9. Professional Services Agreement for Investigative Services, Conflicts/Overflow Investigator,
between Grant County and Karl Calhoun. Term is January 1, 2020 through December 31, 2021.
Payment in the amount of $51.50 for each hour worked. (Approved)
10. Professional Services Agreement for Investigative Services, Conflicts/Overflow Investigator,
between Grant County and Gary Way. Term is January 1, 2020 through December 31, 2021.

11. Lease Agreement, Commercial Premises, between Grant Integrated Services, and Pablo and Elsa
Cedillo for the premises located at 130 Camelia Street, Royal City, Washington, 99357, described
as one-half more of less of the structure currently standing and maintained at the address. Term
is February 1, 2020 through January 31, 2023 with monthly lease payments in the amount of
$850.00. A provision exists for rent renegotiation by the end of each January upon at least sixty
(60) days written notice. (Approved)

The Commissioners approved and signed the Public Works County Payroll Salary Fund for their January
3, 2020 payroll.

A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1
and 2, and 4 through 6 on the agenda as presented. Item 3 was held for further review. The motion
passed unanimously.
1. Execution of Contract with 4-R Equipment, LLC for the 2020 Crushing and Stockpiling in the
amount of $973,200.00. (Approved)
2. Resolution No. 20 -001 -CC assigning County Road Projects and CRP numbers 20-01 through 20-
07 to certain county road projects. (Approved)
3. Request to increase the Solid Waste Tipping Fee by $1.00 per ton of municipal solid waste
collected at the Grant County Landfill, effective May 1, 2020. This increase will be to help fund
the Grant County Health District solid waste programs and to provide funding for the Grant
County Abatement Fund. If approved to move forward, a public hearing will be held. (Item
placed on hold)
4. Request to purchase four (4) 2020 Ford Police Interceptor AWD Pursuit -Rated Utility/SUV's in
the amount of $165,045.50 from Columbia Ford through a Department of Enterprise Services
contract #05916. These will be used in the Sheriff's Office. (Approved)

5. Resolution No. 20 -002 -CC Governing Emergency Load Limitations on County Roads, the issuance
of special motor vehicle permits to use on weight restricted county roads, and fixing penalties
for violations thereof. (Approved)
6. Recommendation to give signing authority to Bob Bersanti, Public Works Design/Construction
Engineer in the absence of the Interim Public Works Director for all documents normally signed
by the Interim Public Works Director. (Approved)
MISCELLANEOUS PUBLIC WORKS ITEM:
Request to purchase an Articulated Dump Truck in the amount of $475,500.00 from PacWest
Machinery though a SourceWell Contract #032119 -VCE. (Approved)
The Commissioners signed a 32 year Dedicated Service Award for Jerome Wawers.

A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to turn the bids
over to Public Works for their review and recommendation. The motion passed unanimously.

• Crafco, Inc. $225,918.00
• MaCon Supply Inc. $233,590.50

A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to turn the bids
over to Public Works for their review and recommendation. The motion passed unanimously.

• DBi Services $1,133,028.00
• Woodland Resource Services $787,354.00
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to turn the bids
over to Public Works for their review and recommendation. The motion passed unanimously.

3. Request from the Clerk of the Board of Equalization for an exception to county policy regarding
travel and meals. He is requesting their board member meals be reimbursed at a 2020 per diem
rate and classified as "in travel status' when the members are attending meetings, trainings, or
hearings that are scheduled for or extend to a total of four (4) hours. Lunch will be reimbursed
at the rate of $14.00/meal. (Approved)
4. Letter of appointment for Stephanie Shopbell to the Solid Waste Advisory Committee (SWAG)
representing the Health District as the primary member. (Approved)
5. New liquor license application for Desert Aire Grocery LLC, Mattawa, WA from the Washington
State Liquor and Cannabis Board. (Approved)
AUDITOR'S OFFICE — ACCOUNTING DEPARTMENT
Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$2,527,059.40)
GRANT INTEGRATED SERVICES
Out of state travel request for Bernadette Crawford to attend the 30t' Annual National
Leadership Form from February 3 — 6, 2020 in National Harbor, MD. (Approved)
SHERIFF'S OFFICE
8. Budget extension request in the amount of $25,217.47 to receive US Department of Homeland
Security grant funds through the State Emergency Management Division #E19-110 for FY2018 to
purchase new office furniture, ceiling speakers, three (3) TV's and speakers, and antennas/cabling for
the ham radios to be installed. Note: this request was included in the year-end budget extension
hearing that was held on December 30, 2019 but is now being withdrawn from 2019 and added to
their 2020 budget via this extension request. (Approved)
