The Consultant (Parametrix, Inc.) is responsible for completion of the task and will utilize County staff to perform specialized services as needed. This scope and budget amendment is based upon our conversations with Grant County staff, and Parametrix experience at the site, and continued development of the new landfill. Grant County Public Works has requested Parametrix conduct additional tasks for Ephrata Landfill as listed below: Phase 05: Ephrata Landfill Engineering and Environmental Services • Task 2: Phase 3 Development Construction Management • Task 3: Phase 3 Development CQA Reporting • Task 4: Title V Operating Permit • Task 5: Environmental Compliance Monitoring (2019 — 2021) • Task 6: Active Landfill Gas Operations & Maintenance Manual Accordingly, this amendment increases the scope of work and budget to include the additional task. Services 1 November 2029 Ephrata Landfill Phase 05 Ephrata Landfill Engineering and Environmental Services Task 2 - Phase 3 Development Construction Management Task Leader: Stephen Emge, P.E. Obiective: To provide construction management to ensure that the Contractor follows the intent of the final design for Phase 3 Development, as presented in the contract documents, and to provide construction documentation as required in WAC 173-351-730(6). Background: Considering our experience at the site and the use of GCLs and geosynthetics, we foresee Phase 3 Development construction being relatively straightforward and requiring less than sixteen weeks to complete (from mobilization to final punch -list). Approach: This scope of services assumes that Parametrix will be assigning full-time Construction Management to oversee the construction. Parametrix will/may provide additional staff onsite during periods of critical work, namely final bedding layer approval, GCL, geomembrane, geotextile, and periodic observation of the leachate collection and sideslope layers placement, landfill gas piping, and flare facility system installations and startups to assist in the Construction Management. We will conduct these observations and provide the WAC 173-351 independent third -party review. Parametrix will perform the following work: Construction Management and Engineering. Parametrix will provide full-time construction management to the County during the construction of Phase 3 Development. This task consists of the management and engineering during construction and includes providing the following services to the County: • Assist the County in conducting a pre -construction meeting and preparing meeting agenda, submittal requirements list, and meeting summary. • Review and approve submittals to ensure conformance to project requirements and the intent of the plans and specifications. • Interpret and clarify design information as presented in the plans and specifications. • Conduct weekly project progress meetings. • Coordinate all communications with the Contractor. • Evaluate proposed changes to the design. Prepare field -engineered design modifications. • Prepare, review, and document field orders and change orders (as required). • Prepare supplemental drawings as necessary for clarification and documentation of design modifications, field orders and change orders. • Track work products, construction, milestones, and progress of contractor activities. • Maintain project files, documenting construction activities. Project files will be updated daily. Exhibit A: Amendment Twenty -Three 555-3746-001X05 Ephrata Landfill Eng. and Env. Services ? November 2019 Ephrata Landfill • Review and approve for payment the monthly pay request submitted by the contractor. Verify all items that have unit quantities and verify the percent complete for lump sum portions of the pay request. The monthly pay request will follow the procedures developed by the County. • Review Contractor prepared as -built drawings based on plans, modifications to the design, and construction records. Construction Observation. Parametrix will provide day-to-day construction observation and field engineering during the construction to ensure contractor compliance with plans and specifications during the construction of Phase 3 Development. This task consists of the day-to-day onsite construction observation, field engineering, and documentation, and includes the following: • Perform field observations to monitor Contractor's work activities and progress to verify conformance to contract plans and specifications and submitted work schedule. • Review and approve tracked quantities for payments. • For all work done under force account, direct Contractor's activities and provide documentation. • Prepare daily field reports that identify site conditions, work performed, problems encountered, and issues of concern. • Ensure that the Contractor is maintaining an updated set of construction drawings to depict work as it is observed. • Provide final walk through and punch list for the landfill construction. • Keep a photographic log of work accomplished. • Provide final observation and project acceptance; review and approve the final pay estimate, and other final Contract documentation. • Material Testing Services: Material testing services during construction to include review of County conducted field nuclear density testing, field sampling and laboratory testing for CQA requirements for the soils and geosynthetics. Construction Services Assumptions: The above scope of services and associated budgets during the construction projects are based upon the following assumptions: • The Phase 3 Development will occur over a sixteen -week period, with full-time construction management onsite for the stated construction period. Delays in the construction contract, outside the control of the Parametrix that require additional services, shall be provided for under a negotiated Amendment to the Contract. • Parametrix CQA observers may be provided to oversee that those items listed above are constructed to meet the specifications and regulations. The CQA Engineer or his representative will attend weekly progress meetings during the above construction activities, as needed. • Six (6) hours are budgeted for project orientation. • Verification testing will consist of review of contractor field-testing and limited (3 to 5 samples) third -party verification testing (paid directly by County). Services 3 November 1019 Ephrata Landfill • The County will provide an Office Engineer to represent Grant County Public Works. The Office Engineer will be the primary contact for the Parametrix Construction Manager. The Office Engineer will be responsible for the internal administration of the Construction Contract. The County responsibilities include, but are not limited to: ➢ Coordinate all communications with the Construction Manager. ➢ Handle all Parametrix approved pay request by the Contractor. ➢ Attend weekly progress meetings, if required. ➢ Pay monthly progress payments to Contractor. ➢ Pay directly for third-party verification testing. ➢ Assist and help on resolution of construction problems. ➢ Review Contractor-prepared as-built drawings at the end of the project. ➢ Assist in the final inspection and project acceptance, final pay estimate, and other final Contract documentation. ➢ Provide on-site nuclear density testing, field sampling, and laboratory testing, if required to verify Contractor test results. ➢ Provide on-site construction surveying support to verify construction activities and pay requests, if required. Deliverables: Parametrix will provide the following construction management and engineering services deliverables: • Pre-construction meeting summaries • Review and approve submittals • Monthly payment requests • Supplemental drawings • Review and document change orders • Review as-built drawings • Draft and final punch list • Complete set of construction project files • Photographic records Task 3 - Phase 3 Development CQA Report Task Leader: Stephen M. Emge, P.E. Objective: Parametrix will provide Construction Quality Assurance (CQA) review and documentation to ensure conformance to project requirements of the contract plans and specifications and the general intent of the design for Phase 3 Development. This work will consist of the following: • Conduct initial and scheduled CQA meetings. Exhibit A: Amendment Twenty-Three 555-3746-001105 Ephrata Landfill Eng. and Env. Services 4 November 1019 Ephrata Landfill • Review pre -construction submittals for conformance to COA requirements prior to commencement of work. • Perform CQA inspections of materials and methods for verification of quality and consistency. • Coordinate and collect all onsite sampling and testing, and perform timely review of all COA test results and procedures as work progresses to ensure all work meets CQA requirements prior to acceptance and covering. • Document and report to Contractor CQA deficiencies. • Correspond with Ecology-ERO and Grant County Health District (GCHD) on appropriate CQA elements if there are modifications in the design or departures from the approved CQA plan. • Maintain, track, and review CQA documentation during the project and prepare final CQA report. Approach: A CQA Report will be prepared which generally describes the progress of the work, any major design modifications and supporting regulatory approvals, and includes all inspection reports, tests, and completed CQA forms. The intent of the CCA Report is to provide documentation to regulatory agencies that the project was completed in reasonable conformance with the approved contract documents The CQA Report will contain the following: • Construction summary report • Material Placement • Daily field reports • CQA inspection and installation forms • Contractor's CQC documentation • Engineer's CQA declaration • Manufacturer and Installation Warranties • Photographic record • Record Drawings Deliverables: Parametrix will prepare the CQA Report for the Phase 3 Development. Parametrix will provide five (5) electronic copies of the CQA Report for submittal to the GCHD and Ecology-ERO, and the County's record. Task 4—Title V Operating Permit Task Leader: Stephen M. Emge, P.E. Objective Parametrix will prepare a Title V Operating Permit Application for the Ephrata Landfill facility to be submitted to the Ecology-ERO. Requirements: Exhibit A: Amendment Twenty -Three 555-3746-001105 Ephrata Landfill Eng. and Env. Services 5 November 2019 Ephrata Landfill Grant County must submit a complete Title V application to Ecology-ERO no later than 15 months after commencing construction of the Phase 3 Development project. The Ephrata Landfill facility presently has an Ecology Approval Order No. 19AQ-EO51 air permit for the existing landfill gas collection system. The facility must obtain a Title V permit as the facility landfill design capacity exceeds the threshold of 2.76 million tons of refuse with addition of the Phase 3 and 4. Activities: Specific tasks include: 1. Collect facility information required for applications. 2. Pre -meeting with Ecology-ERO. 3. Research applicable requirements, such as Subpart WWW of New Source Performance Standards and Subpart AAAA of National Emission Standards for Hazardous Air Pollutants. 4. Prepare forms for Title V Operating Permit. 5. Update uncontrolled and controlled potential -to -emit (PTE). 6. Compare updated PTEs of toxic air pollutants (TAP) to thresholds in WAC 173-460-150. 7. Run AERSCREEN as required by WAC 173-460-070 for all TAP for which emissions are greater than appliceable small quantity emission rates (SQER). 8. Prepare supplement data 9. Negotiate with Ecology-ERO, and EPA as required. 10. Revise permit application as required by Ecology-ERO. 11. Review draft permit issued by agencies and provide written comments. Assumptions: Assumptions are as follows: • Facility will have up to ten emission units, including landfill cells, flare, maintenance building, landfill operation equipment, backup generators, and boilers. • New Source Performance Standard Subpart WWW—Standards of Performance for Municipal Solid Waste Landfills applies to the facility. • National Emission Standard for Hazardous Air Pollutants Subpart AAAA—National Emission Standards for Hazardous Air Pollutants: Municipal Solid Waste Landfills applies to the facility. • Air modeling of ambient impacts is required for a Title V operating permit. • Negotiations will require one meeting with Ecology-ERO. Extensive negotiations may add to cost and/or extend schedule. • Permit application will take 8 weeks from receipt of complete facility data. Services 6 November 2019 Ephrata Landfill Deliverables: Parametrix will prepare a draft Title V operating permit application for client review and a final application for client signature by responsible official(s) using Ecology-ERO application forms, completed in accordance with applicable requirements of Chapter 173-401 WAC including, as needed: • Form 1: General Information and Certification; • Form 2: Emission Units; • Form 3: SIC Codes and Products; • Form 4: Process Information; • Form 5: Raw Materials Used by Processes; • Form 6: Fuels Used by Processes; • Farm 7: Applicable Requirements; • Form 8: Compliance Schedule; • Emission calculations (PTE and actual emissions); • A compliance assurance monitoring (CAM) applicability evaluation, and, if necessary, a CAM plan per requirements of 40 CFR 64; • Supplemental calculations, as required; • A list of inapplicable requirements and request to extend the permit shield to those requirements. • Supplemental narrative descriptions of process, emission units and controls, and applicability analyses of state and federal requirements, as required. Task 5 - Environmental Compliance Monitoring (2019 — 2021) Subtask SA - Groundwater Sampling Support and Reporting Subtask Leader: Dawn Chapel, PGG Background Grant County (County) is required under WAC 173-351 to collect groundwater samples quarterly from solid waste monitoring wells surrounding the original and new Ephrata Landfill cells as outlined in the August 2019 Environmental Monitoring Plan. The County is also required to submit quarterly and annual groundwater monitoring reports to Ecology and Grant County Health District. Pacific Groundwater Group (PGG), as a subcontractor to Parametrix, is currently contracted to assist the County in collection of samples and associated reporting through the second quarter 2019. For this contract amendment, PGG will assist the County in collection of samples through second quarter 2021 (third quarter 2019 through second quarter 2021), and produce eight Exhibit A: Amendment Twenty -Three 555-3746-001105 Ephrata Landfill Eng. and Env. Services 7 November 2019 Ephrata Landfill quarterly reports and two annual reports. PGG and the County will each provide one person for each sampling round. PGG will continue to manage the water quality database and generate reports. PGG will also submit quarterly groundwater data results to Ecology's EIM database as required by WAC 173- 351. Ecology is likely to propose changes to groundwater monitoring requirements for the original landfill in the future once the Cleanup Action Plan (CAP) for the original landfill has been adopted. This amendment makes no accommodation for possible changes to groundwater monitoring requirements. A future amendment may be required to accommodate those changes, and to revise the groundwater monitoring plan to reflect current number of wells and changes to monitoring requirements. Solid waste sampling work for the original and new landfills occurs at the same time and the reports are combined; however, work on the original and new landfill will be separated on invoices based on a standardized percentage of effort. Approach Task 5A.1 -Maintain Database for Two Years PGG will work directly with Analytical Resources Inc. of Seattle to receive groundwater monitoring data in standardized electronic digital format. Data will be reviewed for quality and entered into PGG's groundwater monitoring database for the Ephrata Landfill. This budget also includes loading monitoring data into Ecology's EIM database. Data will be entered for all wells sampled in each sampling event through second quarter of the year 2021. The County will be provided a complete copy of the data at anytime it is requested. Task 5A.2 - Assist County to Collect Groundwater Samples During Eight Sampling Rounds PGG will work with the County to collect groundwater samples during eight sampling rounds (through second quarter 2021). PGG will help County personnel order bottles, operate the pumps, collect samples, measure field parameters, measure water levels, and transfer samples. We assume that each sampling round takes two long field days plus travel time. The County will pay laboratory costs directly and maintain pumps and other county -owned field gear. Task 5A.3 - Prepare and Submit Eight Quarterly Reports PGG will generate eight quarterly reports for both the old and new landfills, beginning in third quarter 2019 and ending second quarter 2021. Reports will conform to requirements of WAC 173-351-415(2). Task 5A.4 - Prepare and Submit Annual Reports for Sampling Years 2011 and 2012 PGG will generate the annual reports for sampling years 2019 and 2020 for both the original and new landfills. Reports will conform to requirements of WAC 173-351-415. This budget also includes updating the background dataset in accordance with the August 2019 Environmental Monitoring Plan at the end of the 2019 sampling year. Services 8 Abvember1019 Ephrata Landfill Task 5A.5 - Project Management The project management task includes costs associated with invoicing, personnel management, and communication with Parametrix. Subtask 5B - Landfill Gas Operations, Monitoring and Reporting Subtask Leader: Stephen M. Emge, P.E. Approach: Parametrix will monitor the landfill gas collection system and gas probes during seven rounds (November 2019 through June 2021) on a quarterly basis. Parametrix will generate two annual letter reports (2019 and 2021) for both the old and new landfill gas collection systems and gas probes, in accordance with the NOC APPROVAL ORDER NO. 19AQ-E051, as well as summarize past landfill gas probe monitoring conducted by Parametrix. Once the flare facility is activated and ready for operation as part of the Phase 3 Development project, Parametrix will monitor the active landfill gas system for the old and new landfills. We have assumed that the flare facility may be operational in March. The quarterly gas probe monitoring as stated above will be included during the active system monitoring. This task assumes that Parametrix will perform the landfill gas system monitoring from March 2020 (earliest date) through June 2021. The system monitoring will include and be based upon the following: • Changes in landfill gas constituent concentrations and flow rates over monthly time interval. • Operations and maintenance of the landfill gas system. • Perform routine inspections and maintenance of the gas system. • Monitor each individual trench/well wellhead for pressure, methane, oxygen, carbon dioxide, temperature, and flow. • Adjust each individual wellhead flow to reach stable operation and/or generation flows. • Monitoring is based on the following schedule in order to reach stable and safe operation of the gas system: o Startup — Week 1 Twice per week o Week 1— Week 4 Every week o Week 4 — 3 Months Every two weeks o After 3 Months Once a month Assumptions: We assume that each monitoring round takes one field day plus travel time and reporting. Parametrix will supply the landfill gas meter (Landtech Gem500) to monitor for methane, oxygen, carbon dioxide, and pressure. Exhibit A: Amendment Twenty -Three 555-3746-001105 Ephrata Landfill Eng. and Env. Services 9 November2019 Ephrata Landfill We assume that the landfill gas system will reach stable operation within the first six months after system startup. Landfill gas system stability will be evaluated based on the following: • Changes in landfill gas constituent concentrations and flow rates over monthly time interval. • Changes in landfill gas temperature at individual collection points (e.g. wellheads). • Changes in overall volumetric flow and flows from individual collection points. Landfill gas system operational stability will be characterized by little change in the above parameters over significant time intervals (e.g. month) or steady, predictable data trends. The project task management task includes costs associated with invoicing, and personnel and subconsultant management. This subtask will also include site observation of current landfill operations and answering questions regarding landfill operations, and the purchasing of the horizontal landfill gas trench pipe. Deliverables Parametrix will prepare and submit a summary of landfill gas collection system and probe monitoring data, which will be forwarded to Grant County Health District and Ecology. Task 6 —Active Landfill Gas Operations and Maintenance Manual Task Leader: Stephen M. Emge, P.E. Provide a guidance document for landfill gas operations and maintenance, describing the technical information required to safely and effectively operate the Ephrata Landfill gas collection system that will help control landfill gas from migrating around the old landfill and emitting from the new landfill. This manual will update the existing passive system operation and maintenance manual, and will be used as a reference and training guide to operate and maintain the gas collection system. This manual will include the proper operation and data collection required to satisfy the Greenhouse Gas regulations. Approach: The manual will provide the following: • Description of the facilities, • Process description, • Health and safety precautions and equipment, • Normal operations, • Data analysis and system adjustments, • Troubleshooting and repairs, and • System emergencies and response.
