A motion was made by Commissioner Carter, seconded by Commissioner Taylor (via conference call), to
approve items 1 through 6 and 8 through 12 on the agenda as presented. Item 7, there were no
vouchers for signature. The motion passed with 2 Commissioners in attendance.
COMMISSIONERS OFFICE
1. Commissioners Office and Public Defense Vouchers for approval. (Approved)
2. Request for a budget extension from the Administrative Services Coordinator in the amount of
$3,262.69 to the Economic Rural Enhancement, Fund #133.184 for payment to the Port of
Moses Lake for Commissioner Cindy Carter to travel to Japan. (Approved, the public hearing
was scheduled for December 30, 2019 at 11:30 a.m.)
3. Proclamation recognizing the Almira, Coulee, Hartline High School Warriors Girls Volleyball
Team and their 2019 State 113 3rd Place Finish. (Approved)
4. Letter of appointment for Tina Steinmetz to the Health and Wellness Committee representing
New Hope as an alternate member. (Approved)
5. Letter of appointment for Anna Myers to the Health and Wellness Committee representing
District Court as the primary, voting member. (Approved)
6. Letter of appointment for Bob Bernd to the Housing Authority of Grant County board for a 5
year term beginning December 2, 2019 through December 1, 2024. (Approved)
AUDITOR'S OFFICE — ACCOUNTING DEPARTMENT
7. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (There were no vouchers for
signature)
8. Request to reactivate Fund 509 (previously titled Vision Insurance and closed May 23, 2017) and
rename it LEOFF 1 Benefits for the purpose of collecting the LEOFF 1 contributions paid by the
Sheriff's Office and pay claims and benefit administration fees from this fund. (Approved,
Resolution No. 19 -107 -CC)

9. Request for the following year-end budget extensions: (Approved, the public hearing was
scheduled for December 30, 2019 at 11:30 a.m.)
a. Columbia Basin Dispute Resolution Center Fund #136.187 in the amount of $4,000.00 to
cover excess expenses incurred in 2019
b. Technology Services Fund #501.179 in the amount of $234,000.00 to cover customer
supplies costs that were not budgeted for in 2019 and excess software maintenance
costs incurred during 2019.
10. Request for a budget transfer in the amount of $322,477.80 from the County Fair Capital fund
#309 to the Current Expense fund #001 due to an operating transfer done in error. (Approved)
ASSESSOR'S OFFICE
11. Budget transfer request in the amount of $12,000.00 from the Human Resources Legal Services
budget to the Assessor's Office budget to cover attorney's fees that have been incurred
regarding employee issues. (Approved)
FAIRGROUNDS
12. Recommendation to approve the following rates for Youth Equestrian events, effective
January 1, 2020: (Approved)
• Pavilion rental (Harwood and Ardell) $25/hour or $300 per day.
• Stalls — Cleaning fee only ($12 for event)
• Rodeo grounds rental - $25/hour or $300 per day
• Waive the damage deposit for 2020 and 2021
• Waive the reservation fee for 2020 and 2021
• Normal insurance requirements are still in place.
11:20 a.m. —11:25 a.m. 1 Hammond, ASC Update and Misc BOCC Action (Items 1 through 11)
A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to approve items 1, 3
through 7 (#7 as amended) and 9 through 11 on the agenda as presented. Item 2 and 8 were not ready
for signature. The motion passed with 1 Commissioner in attendance and 1 Commissioner via
conference call.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. Anticipating: Collective Bargaining Unit Working Agreement with Teamsters Local Union No.
760, Sheriffs Support Staff Unit. (Did not arrive for signature)
3. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services,
during October, 2019 in the amount of $686.25 on Washington State Department of Corrections
(DOSA) contract. (Approved)
4. Resubmittal of Reimbursement Request (A-19) for contract work performed by Grant Integrated
Services' Prevention and Recovery Center (PARC), during June 2019, in the amount of
$37,872.23 on Washington State Health Care Authority Contract No. 1763-94250. (Approved)

5. 2020 Recording Fee Surcharge Distribution Agreement between Grant County and the Housing
Authority of Grant County and New Hope Domestic Violence and Sexual Assault Services for the
purpose of distribution funds obtained by the County pursuant to RCW 36.22.178 (Affordable
Housing). The period of performance is January 1, 2020 through December 31, 2020.

6. 2020 Recording Fee Surcharge Distribution Agreement between Grant County and the Housing
Authority of Grant County and New Hope Domestic Violence and Sexual Assault Services for the
purpose of distribution funds obtained by the County pursuant to RCW 36.22.177 and 1791
(Homeless Housing). The period of performance is January 1, 2020 through December 31, 2020.

7. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services'
Prevention and Recovery Center (PARC), during July 2019, Supplemental #1 in the amount of
$878:99 $678.09 on Washington State Health Care Authority Contract No. K3919.
8. Anticipating: 2020 Animal Shelter Contract between Grant County and Grant County Animal
Outreach, Inc. Term is January 1, 2020 through December 31, 2020. (Not ready for signature)
9. Request for release of funds on SIP 2019-01, Grant County Fire District #3, New Fire Station,
Trinidad/Crescent Bar in the amount of $62,500 (grant) and $62,500 (loan) for a total of
$125,000.00. (Approved)
10. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services'
Prevention and Recovery Center (PARC), during August 2019, in the amount of $15,056.82 on
Washington State Health Care Authority Contract No. K3919. (Approved)
11. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services'
Prevention and Recovery Center (PARC), during September 2019, in the amount of $17,129.47
on Washington State Health Care Authority Contract No. K3919. (Approved)
11:30 a.m. —11:50 a.m. Open Record Public Hearing, 2020 Grant County Budget Adoption,
Capital Facilities Plan, and Make Tax Levies
The Commissioners held an Open Record Public Hearing to adopt the 2020 Grant County
Budget, Capital Facilities Plan, Setting Land Classification and Assessments for the Noxious Weed
Board, and Make Tax Levies. Commissioner Carter was in attendance and Commissioner Taylor
called in and participated via the conference phone.
Madeline Prentice, Chief Accountant, stated the amount of the budget being adopted today is
$142,223,865.00. This is the complete budget including current expense. (Resolution No. 19-
102 -CC)
Damien Hooper, Development Services Director presented the Capital Facilities Plan. This is a
required element of the Comprehensive Plan and is amended outside of the annual amendment
cycle and is to be adopted concurrent with the annual budget. This includes the inventory of
capital facilities, approved capital projects (including cost and revenue source). (Resolution No.
19 -103 -CC)

Barbara J. Vasquez, Clerk of the Board, presented the 2020 increase in the regular property tax
levy. Road fund increased 1% which totals $96,516.00, and the Current Expense fund also
increased 1% which totals $190,972.99. (Current Expense: Resolution No. 19 -105 -CC/ Road
Fund: Resolution No. 19 -104 -CC)
Commissioner Carter read into the record the resolution to be passed for the Noxious Weed
Board. The land classifications and assessments for funding remain as follows (same as 2019):

• Irrigated Cropland $0.21 cents per acre
• Dryland $.07 cents per acre
• Range/Scabland $.04 cents per acre
• Minimum Parcels $10.00 per parcel
A motion was made by Carter Commissioner, seconded by Commissioner Taylor to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in attendance.
Commissioner Carter moved to approve the items as presented. Commissioner Taylor seconded
and the motion passed with 2 Commissioners in attendance. The hearing adjourned.
