The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance.

9:30 a.m. — 9:50 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 8)
A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve items 1
through 3 and 6 through 8 on the agenda as presented. Items 4 and 5 did not arrive for signature. The
motion passed unanimously.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. Amendment No. 1 to Interlocal Agreement between Grant County Health District and Moses
Lake Healthy Youth Partnership 365 (HYP365) Coalition. Term is extended until June 30, 2019.

3. Negotiated Settlement Agreement between Grant County and Dennis Love (dba Covington
Meadows) affecting the development, operation and eventual cessation of business at 9326
Neppel Road NE, Moses Lake, WA 98837 and legally described as Lot 5 Bayview Heights II (Parcel
No. 12-1695-000) operating as a marijuana production facility in the Rural Residential 1 zoning
district, duly licensed by the Washington State Liquor and Cannabis Board. (Approved)
4. Anticipating: Professional Services Agreement for Horticulture Pest and Disease Board (HPDB)
Coordinator/Inspector Consultant with Jody Ann Kane. Term is June 1, 2019 through December
31, 2020. (Item not ready for signature)
5. Anticipating: Lease Agreement between Grant Integrated Services and Grant County Public
Hospital District No. 5 (Mattawa Community Medical Clinic), for building at 210 Government
Road in Mattawa, Washington. (Item not ready for signature)
6. Reimbursement Request #23 on Washington State Department of Commerce on Consolidated
Homeless Grant (CHG) No. 17-46108-10, administered through Grant County Housing Authority,
in the amount of $34,763.85. (Approved)
7. Supported Living/Group Home Exhibit C, Revision 190202, on Washington State Department of
Social & Health Services (DSHS) Contract No. 1763-95888 with Grant Integrated Services'
Developmental Disabilities Department. (Approved)
8. Department of Commerce Grant Agreement with New Hope through Office of Crime Victims
Advocacy, Community Services and Housing Division, Grant No. S20-31108-010. Grant will
provide funding in support of the Domestic Violence Legal Advocacy Program and is in the
amount of $23,247.00. Term of the grant is July 1, 2019 through June 30, 2020. (Approved)
