Currently Central services holds the contract for PPC solutions to perform security services at the
Law & Justice building and Youth Services. PPC Solutions is also utilized by the District Court
in both Ephrata and Moses Lake under a different contract held by the District Court that has
expired.
Furthermore, the security officers contracted for use with the District Court are not qualified at
the same security level as those at the Law and Justice building or Youth Services.
Central Services is requesting that the board approve the consolidation of the contracts into a
single contract held by Central Services and that the security level of the officers for the District
Court be equal to those at the Law & Justice Building and Youth Services. This allows for more
efficient use of the security officers and allows overlap during breaks or at other times when
extra coverage may be needed for a particular area.
Currently the total cost per month of the two contracts combined is $23,235.61. Once we raise all
officers to level two, that cost will be $677.12 more per month for a total monthly cost of
$23,912.73. Central Services will work with both the District Court and Accounting to see that
current funding in the District Court budget is moved to Central Services and with the Board of
County Commissioners, the Prosecutor's office, Sheriff, District Court, and PPC Solutions to
ensure the officers "Post Orders" are written to follow the policies and expectations of the Courts
and Grant County.
