Subj: Request to bid Ardell Fire Suppression and budget extension

Bernardo and Wills, the Architect selected to perform the design of the Ardell Pavilions fire suppression
system has provided an engineer's estimate of the costs for this project. This project while not anticipated
during our budget hearings became a life / safety requirement due to the number of occupants using the
building at various times throughout the year. The lack of a suppression system will limit our ability to
book events, utilize the building for needed revenue and to use it safely.
The estimate for this project is $350,968.27 (including tax). From a fire suppression standpoint this will
bring the Ardell pavilion and the attached kitchen and bathrooms up to current code and allow us to
increase the occupancy of the building. It does not include tertiary expenses (contingencies on the
expense sheet) such as a new fuel gas train for the kitchen, plumbing and electrical updates to the kitchen,
control systems, or new sets of double doors that will allow us to maximize the occupancy of the building
to its total size.
We can pay for a portion of this by utilizing the capital funds already approved for building
improvements at the fairgrounds, this line item was funded at $240,000 but we have already utilized
$117,919.97 of that fund (see attached worksheet) for much needed repairs to various buildings on the
fairgrounds and for items previously approved by the Board.
Central services is proposing the use of $100,000.00 from the building improvement fund, this would
leave funds for more repairs at the fairgrounds and limit our budget extension request from R.E.E.T.
funds to $310,968.27 This amount includes the balance to match the engineers estimate and includes an
additional $60,000.00 in contingency for plumbing and mechanical upgrades to the kitchen, control
systems, and the addition of double doors at the current (small form) roll up doors and for any unforeseen
conditions.

RE: Award of CSD 1906 Building Demolition Bid
Central Services held a bid opening Friday, April 5`h at 3:30 pm for the demolition of bathroom
#1 and an alternate bid to demolish the Emergency Management (EM) building located at the
Grant County Fairgrounds.
This building, (Bathroom #1) is being demolished to make room for a previously approved
Capital Outlay request of a new CXT prefabricated bathroom. We received bids from two
companies;
Ladd Construction and Demolition, $39,375 for Bathroom #1, $21,500 for the EM building
Gray Excavation, $67,000 for Bathroom # 1, $43,600 for the EM building.
We are awarding this bid based only on the cost of Bathroom #1 as it was not fully decided if we
would demolish the EM Building. Central Services Recommends awarding the project to Ladd
Construction from Spokane Valley WA for the total cost including tax of $42,485.63
It was discussed previously with the board that this demolition would be funded from the
building improvement fund (Capital Outlay) previously approved in this fiscal year's budget.
This fund will also pay for the overages of the bathroom not anticipated when the estimates were
created prior to this fiscal year.
The total cost of the CXT bathroom and the demolition of the building will total, $313,576.83
this will utilize $73,576.83 from the Capital Outlay Fairgrounds Building Improvements Budget
which contains $240,000.00
