The motion passed unanimously. 1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved) 2. Recommendation by Central Services Director, Tom Gaines to consolidate the Phoenix Protective Corporation (PPC Solutions) Law & Justice and Youth Services contract and District Court, Ephrata and Moses Lake contract for uniformed guard services into a single contract and be held by Central Services. The Director is also requesting the security level of the officers for the District Court be equal to those at the Law & Justice Building and Youth Services. This would increase the contract by $677.12 per month for a monthly cost of $23,235.61. (Approved) 3. Department of Commerce Contract No. 18-96616-032 with Grant Integrated Services through The Local and Community Projects Program for Cityview Conversion to Residential Treatment in the amount of $159,457.00. Term of the contract is January 1, 2018 and ends June 30, 2021. (Approved) 4. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services, during March, 2019 in the amount of $1,143.75 on Washington State Department of Corrections (DOSA) contract. Execution of Contracts with Advanced Excavation in the amount of $188,203.00 for the Baseline.5-SE Road Reconstruction Project (CRP 18-02). (Approved) 2. Resolution No. 19 -044 -CC to Initiate County Road Project Designated CRP 19 -OS to grade, drain, and surface Road Q-NW.(Approved) 3. Resolution No. 19 -043 -CC to Initiate County Road Project Designated CRP 19-06 to grade, drain, and surface Road 11.5 -NW. (Approved) 4. Letter of re -appointment for Larry Williamson to the Board of Equalization for another three year term from January 26, 2019—January 25, 2022. (Approved) 4. Recommendation from the Grant County Horticulture Pest and Disease to not hire a full time Pest Consultant position but to consider hiring back a Part Time Pest Board Consultant. (Approved) AUDITOR'S OFFICE — ACCOUNTING DEPARTMENT 5. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amount of $923,251.19) 6. Request for out of state travel for Sarah Bates to attend the Northwest Institute of Addictions Studies annual conference from July 1 - 12, 2019 in Portland, OR. (Approved) CENTRAL SERVICES 7. Request for a budget extension in the amount of $310,968.27 (REET funds) for the implementation of the Ardell Pavilion's fire suppression system at the Fairgrounds. The Director is also requesting to use $100,000.00 from the Fairgrounds Building Improvement Capital Expense fund towards the project. The estimated total for the project is $350,968.27.00 plus an additional $60,000.00 in contingency for plumbing and mechanical upgrades to the kitchen, the addition of double doors, and any unforeseeable conditions. (Approved, the public hearing was scheduled for June 18, 2019 at 11:30 a.m.) SHERIFF'S OFFICE 8. Held from the May 21, 2019 Consent Agenda: Budget extension request in the amount of $23,858.10 to purchase 2- SMART Boards for use in their new EOC office. Funding will come from two grants: a Homeland Security Grant and Law Enforcement Terrorism Prevention Activity funding grant nos. E17-074 for the FY 2016 and E18-160 for the FY2017. (Approved, the public hearing was scheduled for June 18, 2019 at 11:30 a.m.) 3:00 p.m. — 3:50 p.m. B Walters, North Central Regional Library (NCRL) Strategic Plan Update • The Commissioners asked about the reserve balance held by the NCRL and Ms. Walters stated that they are currently running approximately $2million over budget for this year and will have to start using reserves. Page 5 of 6 Grant County Commissioners Minutes Week of May 27, 2019 MISCELLANEOUS ITEMS The Commissioners signed proclamations recognizing the following: • Almira, Coulee, Hartline High School Warrior Boys Baseball Team and their 2019 State 1B 1" Place Championship finish; • Almira, Coulee, Hartline High School Warriors Girls Softball Team and their 2019 State 1B 1" Place Championship finish; and • Moses Lake High School Chiefs Boys Baseball Team and their 2019 State 4A 1" Place Championship finish. Commissioner Stevens was authorized to sign the Grant County Health District voucher listing in the amount of $27,557.42. The Commissioners approved and signed the Public Works County Payroll Salary Fund for their May 24, 2019 payroll.
