Grant County New Hope
Youth Homeless Demonstration Project
This Memorandum of Understanding (MOU) is made and entered into between HopeSource
and New Hope to provide services in Grant and Adams Counties to support youth 12 — 24 who
are homeless or at risk of homelessness.
HopeSource is a not-for-profit organization helping low-income households in Grant and
Adams County become more self-sufficient.
Grant County New Hope is a governmental department providing Domestic Violence Services
in Grant and Adams County.
The purpose of the MOU is to establish the following roles and responsibilities and agreement
of the parties to this MOU:
Grant County New Hope will provide Supportive Services and Outreach Services to youth 12 -
24 who are homeless or at risk of homelessness and provide emergency shelter and advocacy
services to youth seeking services associated with domestic and dating violence in Grant and
Adams County.
HopeSource agrees to provide outreach, diversion, supportive services, crisis housing, host
homes, housing search, placement, rapid rehousing assistance and transitional housing to
youth 18 -24 who are homeless or at risk of homelessness.
The Scope of Work for each of the parties and Compensation shall be detailed and outlined in
a Service Agreement to be executed between the parties prior to the commencement of
services.
The parties mutually agree as follows:
Description of Work
• New Hope will provide advocacy services to youth aged 12 -24 who are homeless or at
risk of homelessness and eligible for domestic violence services in an effort to execute
the Youth Homeless Demonstration Project Program.
o New Hope will provide DV emergency shelter services and advocacy services to
eligible individuals.
o New Hope will refer homeless households to Youth Homeless Demonstration Project
Coordinated Entry referral system for supportive services and housing assistance
and placement.

New Hope will work with HopeSource to provide coordinated wrap around services
for youth households who provide appropriate releases for such coordination. New
Hope will provide domestic violence advocacy services to clients who voluntarily
choose those services, once housed.
HopeSource will provide staffing and support services to execute the Youth Homeless
Demonstration Project Program in Grant and Adams Counties to achieve the following
goals:
o Housing Stability; HopeSource will work with to youth 12 -24 who are homeless or at
risk of homelessness to provide assessments, diversion, supportive services and/or
to establish a housing stability plan that includes; housing choice, safety plan, long
term stability, and self-sufficiency utilizing Housing First principles and house
referred households in suitable housing.
o Family Stability; HopeSource will work with youth 12 -24 who are homeless or at risk
of homelessness and assist in job coaching, resume development, interviewing skills,
and job search. HopeSource will work with the household to identify additional
needs in energy payments, food assistance, clothing, and transportation needs.
o HopeSource will develop and make available to New Hope an internal electronic
Coordinated Entry referral and entry system optimizing best practices in Safety
Planning and confidentiality.
o HopeSource will work with New Hope to provide coordinated wrap around services
for households who provide appropriate releases for such coordination. HopeSource
will provide support services to acquire and maintain housing stability.
Conditions
Itis understood that New Hope and HopeSource will commence provision of the services
outlined above for the duration of two years, in accordance with the Service Agreement to
be executed between the parties and commencing upon award of the grant by HUD.
New Hope and HopeSource agree to respect participant confidentiality and agree not to
share any household or individual personal information to any other agency or individual
other than HopeSource or New Hope as may be necessary for the successful execution of
the Youth Homeless Demonstration Project Program. Valid releases of information will be in
place for those individuals where information is shared with any party.
New Hope and HopeSource agree that staff resources; New Hope Advocates and
HopeSource Case Managers, will work collaboratively to achieve the outcomes and
objectives of the Youth Homeless Demonstration Project Program and share all relevant and
necessary household and individual participant information in order to achieve mutual goals
It is understood that both parties wish to move all homeless households to self-sufficiency
that includes permanent housing. It is also understood that no participant will be required

to participate in services to access this program and New Hope and HopeSource will utilize
Housing First best practices.
Housing First means low barrier projects that do not have service participation requirements or
preconditions to entry and prioritize rapid placement and stabilization in permanent housing.
This means the projects allow entry to project participants regardless of their income, credit
history, current or past substance use, history of victimization (e.g., domestic violence, sexual
assault, childhood abuse), and criminal record. Participants are not terminated from the project
for loss of income or failure to increase income, failure to participate in supportive services,
failure to make progress toward a service plan, or any other activity not covered in a lease
agreement typically found for unassisted persons in the project's geographic area.
Leverage
HopeSource and New Hope will provide leverage of up to 25 percent of grant award. Leverage
can be cash or the value of labor or materials provided to the project (in-kind). It can include
below-market lease payments by agencies, rental income for tenants put back into the program,
volunteer labor at $xx/hour or, if professional labor (lawyers, doctors, etc.) is provided, it can be
valued at the going cost of the service. It can also include services provided for free or at reduced
rates by other agencies and staff time of your agency that is not reimbursed by the Continuum of
Care Program grant.
Compliance with Laws
New Hope and HopeSource shall comply with all applicable laws, ordinances, rules,
regulations and orders of any appropriate authority bearing performance of work under this
contract. All matters relating to validity, performance, interpretation or construction of this
contract or the breach hereof shall be governed by the law of the State of Washington.
Amendment
This Memorandum of Understanding may be amended upon mutual acceptance at anytime
during the tenure of the program as the needs of the program dictate. Such modification
shall be memorialized in writing and attached to this memorandum as Amendments.
