GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, APRIL 29, 2019
The Grant County Commissioners session began at 9:00 a.m. with Commissioners Taylor and Stevens in
attendance. Commissioner Carter was at the Gunpo City Royal Azalea Festival in Korea and excused.
9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 9)
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 1
through 9 on the agenda as presented. The motion passed with 2 Commissioners in attendance.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. Grant County Reimbursement No. 3 on CDBG Public Services Grant No. 18-62210-005 for the
period of February 2019, with the Department of Commerce and administered through OIC of
Washington in the amount of $13,943.89. (Approved)
3. Grant County Reimbursement No. 4 on CDBG Public Services Grant No. 18-62210-005 for the
period of febFWary March 2019, with the Department of Commerce and administered through
OIC of Washington in the amount of $10,645.35. (Approved)
4. City of George request for extension of time on Strategic Infrastructure Project (SIP) 2017-03,
Industrial Park No. 5 Water System Improvements, from May 13, 2019 to December 31, 2019,
due to length of time it is taking to complete construction. (Approved)
5. Agreement for Paper of Record for Legal Notices and other Publication Services between Grant
County and Hagadone News Network, dba The Columbia Basin Herald. Term is July 1, 2019
through June 30, 2020. (Approved)
6. BOCC Signature on Purchasing Code of Ethics. This procedure will be incorporated into the
County's current Purchasing, Bidding Guidelines procedure. (Approved)
7. City of Warden request for extension of time on Strategic Infrastructure Project (SIP) 2018-08,
Wastewater System Lift Station, from May 7, 2019 to April 1, 2020. (Approved)
8. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services'
Prevention and Recovery Center (PARC), during January, 2019 (supplemental #1) in the amount
of $1,081.39 on Washington State Department of Social & Health Services Health Care Authority
Contract No. 1763-94250. (Approved)

10:30 a.m. —10:45 a.m. Citizen Public Comment Period
Lyle Floyd came in today to discuss the treatment he received when he went to his court
appointment in Superior Court. He was going through the security check point and was asked
about his military service. He discussed the modifications that have been made to his uniform
since leaving the service. He continues to wear his uniform to perform flag folding services. He
was questioned about his beard by a security guard Mr. Floyd told him that he could have one
according to AR670-1. The security guard became demeaning, agitated, and aggressive.
Commissioner Taylor stated that he is familiar with AR670-1 and knows he is able to wear a
beard. Mr. Floyd stated that he told the security guard to mind his own business and then at
that point the female security guard became irritated, aggressive and hollered at him. At that
point, Mr. Floyd just walked away. Mr. Floyd's sister, Dee Floyd, was also present at public
comment.
He stated that Prosecuting Attorney's Office have also commented on him wearing his uniform
in court. They believe he's using his uniform to gain sympathy.
Commissioner Taylor thanked them for coming in and stated he will talk to their supervisor.

Pursuant to RCW 42.30.140(4)(a) Commissioner Taylor called an Executive Session to order at
9:15 a.m. to go until 9:45 a.m. regarding negotiations. In attendance were Commissioners
Taylor, Carter and Stevens, and Kirk Eslinger, Human Resources Director. Commissioner Taylor
closed the session at 9:45 a.m.
10:00 a.m. —10:30 a.m. Department Head Review
Pursuant to RCW 42.30.110(1)(g) Commissioner Taylor called an Executive Session to order at
10:00 a.m. to go until 10:15 a.m. to review the performance of a public employee. In
attendance were Commissioners Stevens, Taylor and Carter; and Tom Gaines, Central Services
Director. Commissioner Taylor closed the session at 10:15 a.m.

3. Ordinance No. 19 -038 -CC amending Grant County Code Chapter 5.02 titled "License Fees". The
amendment would require only those applying for a peddler's license to make a special deposit
in the amount of five hundred dollars ($500.00) and clarifies license requirements for Peddlers,
Auctioneers, Barters and Hawkers. (Approved)
4. Proclamation recognizing May 5 —11, 2019 at Municipal Clerks Week in Grant County.
(Approved)
5. Letter of appointment for the following people to the Criminal Justice Treatment Account Panel
for a one year term beginning May 1, 2019 through April 30, 2020: Tom Taylor, Commissioner;
Judge David Estudillo, Superior Court Judge; Garth Dano, Prosecuting Attorney; Tom Jones,
Sheriff; Gail Goodwin, Alcohol and Drug Coordinator; Brett Hill, Public Defenders Office; and

9. Recommendation to award the bid for the Juvenile Court and Youth Services Duct Cleaning
Project (CSD1905) to Northwest Abatement Services in the amount of $7,300.00. (Approved)
10. Request to transfer funds from the Fairgrounds Capital Project budget for a new reader board
(#309.000) in the amount of $20,000 and put it into the Capital Project for a new sign at the red
gate and ADD fourteen (14) LED signs in the Ardell Pavilion for call up and identification. Total
amount for these projects is approximately $32,178.10, budget amount is $30,000. The
difference will be covered by donations received. (Approved)
