Road Crew Shop Repair
Quincy, WA
Dear Jerome:
ZBA Architecture PS is pleased to submit this proposal for Design Services for the Road District #3 Shop Repair in Quincy,
WA, as identified above. We appreciate and look forward to the opportunity to work with you on this project.
PROJECT DESCRIPTION & SERVICES
ZBA will provide full design, bidding assistance, and construction phase services for this project to repair/re-build the
shop damage resulting from its fire earlier this year. We have visited the facility and reviewed the insurance -generated
report and will develop documents to support the observations made.
Damage is generally confined to the interior of the Shop, Welding Bay and Mezzanine areas of the building. Design will
include complete mechanical and electrical designs and replacement equipment, as was originally provided in the
facility. Any modifications in this design, required to comply with current Codes, will be included. In addition, several
Alternate Bid items have been identified to provide some minor Owner -requested modifications to the original design.
These Alternates will be included in Bid documents to identify cost differential from original design.
In general, our services for this project will include the following:
A. Production of Construction Documents suitable for permitting and for competitively bidding this project.
Documents will reflect a replacement design and several alternates for Owner -requested modification,
which will be coordinated with you as we proceed through the design. ZBA's Design Team will include
Architectural, Structural Engineering, Mechanical Engineering, and Electrical Engineering.
B. Replacement design for all Work Items identified on the insurance -generated report, as issues by Madsen,
Kneppers & Associates. Inc. Any additional items that our Team identifies as being needed will be
discussed with you prior to inclusion in the documents.
C. We will provide hard copies of final documents for submission to the Building Department for Plan Review.
A total of five (5) sets will be provided. Two or three are usually required by the Building Department - the
remainder will be for the Owner's use.
D. We will assist in the Bid Process by attending and organizing a Pre -Bid Meeting with prospective Bidders, for
them to view the site/existing building conditions and to ask any initial questions. We will issue addenda, if
needed for clarification, and assist in the Bid Opening if a Public opening is desired. We will also assist in
reviewing Bid Responses and make a recommendation for construction contract award, if desired,
E. Construction Phase Services shall include organization and execution of a Pre -Construction Meeting, to
discuss topics pertinent to the process and expectations during construction. We will attend Construction
Progress Meetings (usually twice per month unless progress requires more frequent meetings) to observe
construction progress and to review Contractor questions, schedule, or other issues observed. We will
review material submittals, pay applications, and perform close-out procedures when construction has
been completed.
F. Deliverables will include all progress documents need for reviews and five (5) complete sets of final
Permit/Bid Documents for permitting purposes (as identified in item C., above) A .PDF of these documents
will also be provided for use in Bidding. Additional Bid or Construction Sets are not included with this fee.

SCHEDULE
We are prepared to begin work on this project as soon as we have authorization from you to do so. I anticipate a two-
month design period with several meetings to involve your input and approval on progress documents. Our goal is to
have documents ready for a competitive Bid by mid-June, if not earlier, so Construction can begin in early July. This will
allow for completion of the project by late -November to early -December.
FEES
We propose to provide the above referenced tasks as a full-service contract for $55,500.00 on a Lump Sum Basis,
billable monthly for work completed. This fee includes all required Structural, Mechanical, and Electrical Engineering
design, along with the Bidding and Construction Phase Services identified above.
If you find this proposal acceptable, we are satisfied to work with a signed copy of this proposal as authorization to
begin work. If the County needs an AIA Contract in place, or if you have your own Contract that you prefer to use, we
can help edit that documents and prepare it for signatures of appropriate individuals. Thank you for this opportunity.
