Executive Summary
The Grant County Continuity of Government Plan (COOP) provides guidance to the employees of Grant
County Elected Offices and Departments; allowing essential County governmental responsibilities,
functions, and services to continue in the event of a natural or man-made disaster that severely impacts
the normal day to day operations of the County.
County elected officials and department heads have been an integral part of the preparation of this
plan. Each office and department closely examined their role within government, and developed or
updated actions and processes to ensure that all public services that are legal in requirement, mandated
by act or regulation, impact health and safety, and/or are in support of other governmental operations
will continue under the worst of conditions.
The Continuity of Operations Plan represents the commitment that we have to serve the whole
community within Grant County in the best and the worst times. Each Grant County employee is asked
to familiarize themselves with this plan, and any actions that they may be required to take in the event
this plan is activated during a disaster. This plan does not imply, nor should it infer or guarantee a
perfect response. Nor will a perfect response be practical or possible in all situations. No plan can
shield all individuals from all events.

Purpose
The Purpose and intent of this plan is to prepare Grant County to respond to a disaster or other major
emergency that disrupts the day to day business of the County, and to ensure that essential services are
maintained in the event of such an incident. COOP planning helps to establish that the capability exists
for each office and department to continue their essential services across a wide range of potential
emergencies. The objectives are to:
• Ensure the continued performance of an office or department's essential services in the event of
disaster conditions or an incident that inhibits their ability to operate out of their primary place
of business.
• Protect critical infrastructure
• Reduce or mitigate, through pre -incident planning, disruptions to services from a disaster.
• Achieve a timely and orderly recovery from emergency or disaster conditions and resume full
service to the public of Grant County as quickly as possible.
Scope
This plan applies to all levels of Grant County government, and may be implemented holistically or in
part depending on the nature of the incident that prompts its activation.
Legal Authority and References
This plan falls under the authority of the following documents:
• RCW 38.52
• RCW 42.14
• WAC 118
• Grant County BOCC Resolution No. 11 -058 -CC
Situation
Natural or man-made disasters may threaten the ability for local government to function at its full
capacity through the potential harm or destruction of governmental personnel, facilities, critical
systems, infrastructure, resources, and vital records.
Continuity of operations planning is necessary to provide for the continued protection and safety of the
whole community, and expedites the orderly recovery of the public and private property and services
within the county.

Assumptions
This section denotes the assumptions that were made as part of continuity of operations planning
process for Grant County:
• The public expects that government will continue to provide its normal services, even during
disaster conditions.
• Services that directly impact the preservation of life, property, and the environment will be
given the highest priorities for receiving resources.
• Normal operating resources will not be immediately be available at the alternate facility
location.
• Communications will likely be disrupted or non-functional for a time. Land line, cellular, and
network communications may be impacted by the emergency.
• Transportation may be disrupted. Roads, bridges, and other infrastructure damage may limit
normal transportation, including the ability of employees to report to work, the delivery of
resources, and the timeliness of response.
• The Board of County Commissioners (BOCC) will declare an emergency if local emergency
response resources are exhausted or near exhaustion.
• When the Grant County Emergency Operations Center (EOC) is activated, Sheriff's Office
Emergency Management Division (GCSO-EMD) staff will assist all impacted jurisdictions and
municipalities. The EOC coordinates out of area assistance and resources.
• Many of the potential disasters or incidents that would necessitate the activation of the COOP
will impact more than just Grant County facilities.
• Emergency workers may be responding to a multitude of emergencies throughout the county in
a COOP activation event.
Concept of Operations
COOP Activation Coordination and Management
All emergency operations in Grant County will be managed under the National Incident Management
System (NIMS), and utilize the accepted concepts and principles of the Incident Command System (ICS)
to ensure a functional management of the emergency situation. An incident commander or unified
command will be established based on the nature of the incident, the extent of the damages, and the
impacted jurisdictions.
The COOP will be activated upon notification that an emergency or disaster within Grant County has
occurred that impacts day to day operations of government to an extent where normal operations are
no longer able to provide essential services. This plan addresses the preservation of essential services
that are to be maintained until such a time that normal operations and services can be resumed. The
COOP may also be partially activated in the event that a smaller scale incident occurs that only impacts
specific offices or departments. In the event of a partial activation, non -impacted offices or
departments would continue their normal day to day operations.
Grant County employees will be notified of COOP activation through the use of the Everbridge Mass
Notification System managed by GCSO-EMD. The initial notification message will include the nature of

the activating incident, the primary facilities that are impacted, and any other life safety information
related to the incident. Each office or department should then coordinate internally as to their need to
relocate their operations to the alternate facility locations detailed later in this plan. Upon activation of
the COOP, the EOC will also be activated.
The EOC will be activated to support the command and control of emergency response to the activating
incident, as well as recovery from the disaster. The EOC will serve as the central coordination point and
support for the ICS structure. In the event of EOC activation, representatives from certain grant county
departments may be requested to report to the EOC to assist in the response. The process and
procedures for the operations of the Emergency Operations Center can be found in ESF 5 (Emergency
Management) of the Grant County Comprehensive Emergency Management Plan (CEMP).
Public Information
During a COOP activation, the EOC's Joint Information Center (JIC) will work to publish any life safety
and disaster related information to the public of Grant County through a variety of means including
press releases, the Everbridge Mass Notification System, Nixie notifications, and social media. The JIC
will not, however, issue updates on county services and potential outages that do not impact life safety.
It is the responsibility of the BOCC or their designees to inform the public of relocated county services.
The BOCC may designate an Emergency Public Information Officer (PIO) to coordinate this process.
Grant County Office and Department Specific Information
Each Grant County Elected Office and Department has a role to play during the activation of the COOP.
This section identifies each office or department's primary facility location, line of succession, essential
functions, and other information. Unless otherwise noted here, an office or department will follow the
Alternate Facility Plan located later in this document. Resource requirements and vital files will also be
detailed in a later section of this document. Lines of succession presented in this section for the BOCC
and any Elected Office will also follow the provisions listed in BOCC Resolution No. 11 -058 -CC. Unless
otherwise noted, after being notified of activation of the COOP, all employees should contact their office
or department supervisor for scheduling and staffing requirements during the disaster conditions.
Offices and departments are presented in alphabetical order.

Assessor's Office

Facility Information
The Grant County Assessor's Office primary facility is located in the Grant County Courthouse Annex.
Line of Succession
The line of succession for the Assessor's Office is as follows:
1. Grant County Assessor: Melissa McKnight

3. Chief Deputy Appraiser: Melissa Olivas
Essential Functions
The Grant County Assessor's Office does not provide any functions that directly impact the public safety
of the employees or members of the public of Grant County. The Assessor's Office does, however,
provide several essential services to other governmental offices as well as the public:
• Property Appraisal Information
• Maps of Property
• Ownership Information of Property
• Tax District Levy information (72 districts and 10 special districts)
• Exemption Programs
• Information to the Public
In addition to these essential services, Assessor's Office personnel are also available in the event that
damage assessment services are also needed during the disaster or activating incident.
Alternate Facilities
In the event that the Assessor's Office is not able to be occupied, the office will follow the Alternate
Facility Plan, and relocate their operations to the primary alternate facility. When relocating, all mobile
assets will be transferred to the alternate site. In the event of prolonged relocation, the Assessor's
Office will also require workstations capable of performing Geographic Information System (GIS) and
database work.

Auditor's Office

Facility Information
The Grant County Auditor's Office primary facility is located within the Grant County Courthouse
Complex, across several workspaces.
Line of Succession
The line of succession for the Auditor's Office is as follows:
1. Grant County Auditor: Michele Jaderlund
2. Chief Deputy Auditor: Madeline Prentice
3. Due to the differing duties required of the Auditor's Office, the 3rd level of succession is broken
by division and would work jointly to operate the office:
a. Accounting: Katie Smith
b. Elections: Trisha Stevens
c. Licensing: Lori Kinzel
Essential Functions
The Grant County Auditor's Office provides a variety of essential functions that support the operations
of government within Grant County. The Elections Office will also follow their internal Continuity of
Elections Operations Plan, which is published separately.

Alternate Facilities
In the event that the Auditor's Office is not able to be occupied, the office will follow the Alternate
Facility Plan, with the exception of the Licensing Office, which can operate from their satellite facility. If
temporary re-entry is permitted, the Public Record vault would need to be relocated until such a time as
normal operations were restored. Additionally, Auditor's Office personnel may be requested to send
personnel to the Emergency Operations Center to assist in the Finance section of the Incident Command
System. This is dependent on the nature and scope of the disaster.

Board of County Commissioners
Facility Information
The Grant County Board of County Commissioners' primary facility is the Grant County Courthouse
Annex.
Line of Succession
The line of succession for the BOCC is as follows:
1. BOCC Chair
2. BOCC Vice Chair
3. BOCC Member
Per Grant County Resolution 11 -058 -CC Sections 1 and 2, in the event that a disaster reduces the
number of available Commissioners, the remaining members that are available for duty have the full
authority to act as the Board of County Commissioners. In the event that no Commissioners are
available, then all elected county elected officials that are available for duty shall jointly act as a Board of
County Commissioners and shall possess by majority vote the full authority of the BOCC regarding the
emergency at hand.
The BOCC office staff includes the Clerk, the Public Records Officer, Administrative Services Coordinator,
and the Veteran's Services Coordinator. Office staff are cross trained to support one another in the
event that additional support is needed.
Essential Functions
The Grant County Board of County Commissioners is the legislative authority and during a disaster has
specific responsibilities in addition to its other essential functions.
• Issuance of Proclamations, including Emergency or Disaster Proclamations
• Ensure essential government operations are in service through updates and communications
with Elected Officials, Department Heads, and appropriate State agencies.
• County Resolutions and Ordinances
• Management of County Insurance/Risk Management
• Oversight of Payroll and Accounts Payable
• Oversight of Inter -local Agreements
• Public Records Office
• Veteran's Assistance and Services
• County Boards and Commissions
Alternate Facilities
The Grant County BOCC requires a space in which to hold public hearings that can be recorded.
Memorandums of Understanding are currently in draft for specific alternate sites that meet this criteria.
For the day to day business operations of BOCC staff, the Alternate Facility Plan will be followed.

Central Services Department
Facility Information
The Grant County Central Services Department primary facilities are the Grant County Courthouse
Annex and Law and Justice Building, with some offices in other locations.
Line of Succession
The line of succession for the Central Services Department is as follows:
1. Central Services Director: Tom Gaines
2. Assistant Director—Technology Services: Joseph Carter
3. Maintenance Manager: Kevin Schmidt
Essential Functions
Grant County Central Services oversees three departments that provide services in support of other
Grant County elected offices and departments.
• Facilities and Maintenance
o Ensure that County Occupied buildings are kept in a clean and safe environment, including
alternate facility locations in the event of a disaster
• Technology Services
o Operate and maintain the Grant County Network
o Maintain technology assets for Grant County employees and users
• Interfund Communications
o Assist in Mailroom support
Alternate Facilities
The Central Services Department will support the relocation of county offices and departments to the
alternate facility locations identified in the Alternate Facility Plan. Central Services employees will, in
the event of a disaster that activates the COOP, utilize their vehicles and mobile workstation terminals
as their alternate facilities. This is due to the nature of the restoration work that Central Services
department will be performing to assist with maintenance of county network services and a return to
normal operations.

Clerk's Office
Facility Information
The Grant County Clerk's Office primary facility is the Law and Justice Building in Ephrata.
Line of Succession
The line of succession for the Clerk's Office is as follows:
1. Grant County Clerk: Kimberly Allen

Essential Functions
The Grant County Clerk's Office supports the operations of Grant County Superior Court and law and
justice processes within Grant County.
• Filing of new cases/pleadings
• Filing of protection/restraining orders
• Attending Superior Court sessions as the Court Clerk
• Coordination between attorneys, law enforcement, Superior Court, Grant County Jail, and the
public
• Issuance of warrants/pick up orders per Court orders
• Entry of judgements into record
The majority of Clerk's Office functions are inter -dependent on other offices and departments within the
Court community, and work during disaster conditions will be driven by outside factors. The minimum
staffing requirements for the Clerk's Office to continue to function has been determined to be no less
than 4 staff members. Specific functions of the Clerk's Office, once initiated, must be completed within
specific timeframes by law.
Alternate Facilities
The Clerk's Office will follow the Alternate Facility Plan, with some considerations in mind. The Clerk's
Office supports the Superior Court, and will attend court functions wherever Superior Court is held. It is
beneficial for smooth operations, but not required, that the Clerk's Office be located near the Judges to
facilitate ease of information exchange.

Coroner's Office

Facility Information
The Grant County Coroner's Office primary facility is located at 1038 W. Ivy St in Moses Lake. The Grant
County Forensic Institute at Samaritan Hospital in Moses Lake is also considered a primary facility.
Line of Succession
The line of succession for the Coroner's Office is as follows:
1. Grant County Coroner: Craig Morrison
2. Chief Investigator: Jerry Jasman
3. Investigator: KC Sherwood
Essential Functions
The Grant County Coroner's Office investigates and determines the cause of any death that occurs
under the jurisdiction of the Coroner's Office. Its essential functions include:
• Determination of cause and manner of a death
• Death scene investigation
• Performance of autopsies
Alternate Facilities
In the event of a disaster or incident that causes a loss of life that would exceed the capacity of the
Coroner's Office, the Mass Fatality Plan would be activated. This plan activated agreements that are in
place to augment the capacity of the Coroner's Office to handle a mass fatality incident. In the event
that Coroner's Office specialized facilities were compromised and rendered unusable due to the
disaster, the Coroner's Office will follow their internal plans for mutual aid assistance from other
neighboring jurisdictions. If the primary office space is impacted by the disaster, the Coroner's Office
would relocate to another Grant County facility that could support their needs.

Development Services
Facility Information
Grant County Development Services' primary facility is located at 264 W Division Ave in Ephrata, WA.
Line of Succession
The line of succession for Grant County Development Services is as follows:
1. Development Services Director: Damien Hooper
2. Senior Planner: Tyler Lawrence
3. Fire Marshal: Bruce Gribble
Essential Functions
The Development Services Department for Grant County provides several essential functions that
impact life safety of Grant County employees and members of the public, as well as support for recovery
from disaster conditions. Its essential functions include:
• Life safety compliance reviews for building permits
• Fire safety reviews for building permits
• General health, safety, and welfare review for land use permitting
• Provision of GIS technologies
In order to maintain essential functions, the minimum staffing level for Development Services is 7 of its
15 staff members.
Alternate Facilities
Grant County Development Services will follow the Alternate Facility Plan, and relocate accordingly if
their primary facility is rendered uninhabitable for an extended period of time due to disaster.

District Court
Facility Information
The Grant County District Court has two primary facilities, one located within the Grant County
Courthouse located in Ephrata, and the other at the District Court building on Wheeler Rd in Moses
Lake.
Line of Succession
The line of succession for Grant County District Court is as follows:
1. Presiding Judge: Janis Whitener -Moberg
2. Court Administrator: Tifini Fairbanks
3. Assistant Presiding Judge: Tyson Hill
4. Assistant Administrator: Desiree Ochocinski
Essential Functions
The Grant County District Court provides numerous essential functions to the public of Grant County.
These functions include:
• Criminal Matters
o In -Custody Hearings
o First Appearance Hearings
o Issue/Recall Warrants and No Contact Orders
o Process criminal matters
o Provide coverage for any open courtrooms
o Process arraignments
• Civil/Small Claims Matters
o Process Civil and Small Claims Matters
o Process Anti -harassment cases
• Civil Infractions:
o Process Traffic and non -traffic infractions and violations
o Process parking citations
• Administrative Services
o Process payroll and FMLA/Leave
o Process Accounts Payable and Accounts Receivable for District Court and Probation
o Coordinate docket assignments for all District Court Judges
o Respond to ADA, Hearing assistance, and interpreter requests
• Probation
o Provide reporting services to the court for probationers and their supervision requirements
o Maintain case management for supervision of offenders
o Refer offenders to appropriate programs and maintain supervision of those programs
Alternate Facilities
In the event that one primary facility is compromised, the District Court operations would re -locate to
the non -impacted primary facility. In the event that both primary facilities are impacted, District Court
will coordinate with the Emergency Operations Center to identify a facility in which to house District
Court.

Fairgrounds
Facility Information
The Grant County Fairgrounds primary facility is located on Airway Drive in Moses Lake.
Line of Succession
The line of succession for the Grant County Fairgrounds is as follows:

Essential Functions
The Grant County Fairgrounds does not provide any specific essential functions that must be continued
during disaster conditions or an incident which would activate the Continuity of Operations Plan. The
Grant County Fairgrounds, however, serves as the primary alternate facility for the majority of Grant
County Offices and Departments. In addition, certain buildings on the Fairgrounds are designated as
potential emergency sheltering locations in the event of a disaster that displaces portions of the
population of Grant County.
Alternate Facilities
As the Grant County Fairgrounds does not have any specific functions that must be continued during
disaster conditions, no Alternate Facilities have been identified for the Fairgrounds to continue Fair
operations.

Grant Integrated Services (GrIS)
GrIS maintains their own separate Continuity of Operations Plan, with more details specific to the
continued operations of their department. The Grant Integrated Services Business Continuity and
Disaster Recovery Plan is published separately.
Facility Information
GrIS has multiple primary facilities throughout Grant County. These locations include their main office in
Moses Lake, the CityView Building in Moses Lake, the DCL building in Moses Lake, and satellite facilities
in Quincy, Royal City, Mattawa, Ephrata, and Grand Coulee.
Line of Succession
GrIS is a large department within Grant County, with three department head level positions. In the
event that one director is incapacitated, the other directors will assist in the management of the
impacted department. Depending on the incapacitated director, the manager level positions within the
organization may also be directed to assume increasingly responsible roles.

GrIS provides numerous life safety, public health, and legally mandated essential functions that would
continue during disaster conditions.

• Housing Services
Alternate Facilities
In the event that an individual GrIS primary facility was compromised, personnel would relocate services
to other primary facilities until such a time as the impacted facility was restored. GrIS also has access to
a mobile services unit to assist with service to the impacted area. In the event that multiple facilities
were compromised, agreements with neighboring jurisdictions would be activated to assist with service
restoration to customers.

Human Resources
Facility Information
Grant County Human Resources Department primary facility is located in the Grant County Courthouse.
Line of Succession
The line of succession for Grant County Human Resources is as follows:

Essential Functions
Grant County Human Resources provides a number of continuity services that must be continued.
Several essential functions have been identified as increased priority by the duration of the disruption.

Essential Functions
New Hope provides essential functions to Grant County for domestic violence, sexual assault and crime

In the event that the forensic interviewer on staff with New Hope is incapacitated due to the disaster,

Alternate Facilities
In the event that an outstation was compromised due to a disaster or activating incident, impacted
employees would relocate their operations to the main office in Moses Lake. If multiple outstations or
the primary facility in Moses Lake were compromised, staff would be distributed to the remaining
functional locations. The Emergency Operations Center would also be contacted for facility assistance
as needed. If the emergency shelter is compromised due to disaster, New Hope would follow their
internal policies for backup locations of the shelter.

Prosecutor's Office

Facility Information
The Grant County Prosecutor's Office has two locations. The Felony and Civil Divisions are located in the
Law and Justice building's first floor. The Misdemeanor Division is on the third floor of the Courthouse
Annex building in Ephrata.

Essential Functions
The Prosecutor's Office represents the county in proceedings before the court, and provides essential
functions to the criminal judicial system within Grant County.
• Represents all Grant County elected officials, department heads, and agencies in legal matters
• Coordinates outside legal representation for conflicts between County departments
• Conducts felony, misdemeanor and juvenile prosecutions
• Must be available to the Court for over 100 of hearings each week
• Assist law enforcement agencies in obtaining search and arrest warrants
• Litigates appeals in criminal and civil matters
The Prosecutor's Office has 26 FTE employees, and would require a minimum of 15 personnel to
continue to maintain essential functions. The Misdemeanor Division handles their criminal prosecutions
on a "paperless" system. All five attorneys have laptop computers, however they cannot function
without secure internet access at an alternate worksite, in court, or other remote location. The five
legal assistants will need access to the data on their desktop computers in order to assist their
attorneys. The Felony Division still uses paper files, however all data and document production utilizes
the same third party remote data servers as used in Misdemeanor Division. Secure internet access is
necessary to continue their operation. The eight felony/civil attorneys have laptop computers, but the
six legal assistants have desktop computers. Access to all paper files is critical to maintain essential
functions.
Alternate Facilities
The Grant County Prosecutor's Office will follow the Alternate Facility Plan in the event that their
primary facility is compromised. Misdemeanor Court Prosecutor's Office staff may be directed to work
from home on mobile terminals if office space becomes limited. Prosecutor's Office staff will also
coordinate with the District and Superior Courts, as well as the Grant County Jail for relocation of
Courtrooms and court services.

The Public Defense Department will follow the Alternate Facility Plan in the event that their primary
facility is compromised. Additionally, some staff of the Public Defense Department may be directed to
work in a mobile environment to ensure that they can meet the needs of their clients. Public Defense
staff may be required to travel to other facilities in neighboring jurisdictions in the event that the Grant
County Jail must be evacuated. The Public Defense Department will also coordinate with District and
Superior Courts for scheduling and locations of court proceedings.

Grant County Public Works Department's primary office facility is located in Ephrata. Each of the three
Road Districts within the County also maintains at least one primary facility within their district. Public
Works is also responsible for the Solid Waste facility in Ephrata.

The line of succession for the Public Works department varies dependent on which personnel become
incapacitated during the activating incident. In the event that a Road District Supervisor becomes
incapacitated, the remaining Road District Supervisors will assist in operational oversight of the
impacted Road District. In the event that the Public Works Director is incapacitated, the Assistant
Director will assume the Director duties.

Grant County Public Works has several essential functions that impact the life safety of the public,

Alternate Facilities
Each Road District shop and equipment serve as alternate facilities and backup equipment for any other
impacted Road District. In the event that the primary office facility in Ephrata becomes compromised,
the Public Works department administrative staff will coordinate with the Emergency Operations Center
for facility support. If the disaster conditions cause the Solid Waste facility to be rendered inoperable,
solid waste disposal would have to be outsourced to neighboring jurisdictions until such a time as a new
facility could be constructed. Public Works personnel may be requested to report to the EOC to serve in
a in the Operations, Logistics, or Command sections of the ICS structure. This is dependent on the
nature and scope of the disaster.

Alternate Facilities
Alternate facilities for Grant County Superior Court that will be used in the event that the primary facility
is disrupted depends on the nature of the incident. In the event that the disruption is restricted only to
the Law and Justice building, Superior Court will coordinate with District Court for use of its courtrooms
and recording equipment, or utilize the Grant County Commissioner's hearing room. In the event that a
disaster disrupts these facilities as well, Superior Court administration staff will work with District Court
to utilize their mobile recording system. The Alternate Facility Plan will be used as needed to support
office space and judge's chambers space. Additional space to be used for courtrooms, judge's
chambers, and office space may be coordinated through the Emergency Operations Center.

If the primary facility of the Youth Services Department becomes compromised due to disaster

Lake, with day to day operations also relocating to this space. Youth Services would utilize vehicles
assigned to the department to assist with transportation of juveniles to court. Youth Services would
also coordinate with Martin Hall, the primary detention facility contracted for service to Grant County,
for any additional needs or assistance.

Alternate Facility Plan
Upon activation of the Grant County Continuity of Operations Plan, any office or department that is
displaced may be relocated to the facility locations detailed in this section. Each office and department
should pre -designate staff members to act as COOP Relocation Coordinators. These staff members
would be responsible for coordinating the relocation of their office or department to the alternate
facility location, updating the Emergency Operations Center on their status, and communicating any
resource requests in the event that their local resources have been expended. Relocation Coordinators
would also be responsible for working with the Emergency Management Division of the Sheriff's Office
on the annual review of this COOP for any changes that may have occurred in their office or department
during the year. COOP Relocation Coordinators should also take stock of the mobile assets of their
office or department that could be re -deployed during a COOP activation to reduce the strain on county
resources and to assist in getting their office or department operational in a more efficient manner.
Primary Alternate Facilities
Two locations within Grant County are designated as the primary alternate facilities for the relocation of
Grant County Governmental Services; The Grant County Fairgrounds located at 3953 Airway Drive NE in
Moses Lake and the large meeting room at Grant County Public Works located at 124 Enterprise St SE in
Ephrata. These alternate facilities also supplement those offices and departments that have their own
relocation processes, in the event that their alternate facilities are not available. For each facility, there
may not be enough space to provide a work area for each employee. Each office or department should
work to identify their minimum staffing levels to continue their essential functions, and establish a
scheduling plan that allows them to continue essential functions with a lesser number of staff.
Grant County Fairgrounds
The Grant County Fairgrounds has been designated as the alternate facility for County Offices and
Departments that are displaced that do not have a role in the Grant County judiciary system. This
includes the following offices and departments:
• Assessor's Office
• Auditor's Office
• Board of County Commissioners
• Central Services Department
• Development Services Department
• Human Resources
• Treasurer's Office
• WSU Extension
On the Fairgrounds campus, the building that will be used to house displaced operations of Grant
County is the Commercial Building. This building provides adequate space for operations, has ease of
access for the public, and has an HVAC system. In the event overflow space is needed, the adjacent
Agriculture Building can be used. Office equipment such as tables, chairs, and curtain dividers are pre -
staged at the Fairgrounds and tested on a regular basis. Other office equipment, such as workstations,
printers, fax machines, and supplies are not pre -staged, and will be resourced based on the needs of the
COOP activation.

Grant County Public Works Conference Room
The conference room at Grant County Public Works has been identified as an alternate facility location
to relocate those departments and offices that are part of the judicial process in Grant County. This
relocation plan acts as a supplement for those offices and departments that have their own internal
relocation plans.

The conference room at Public Works was selected as an alternate facility site for the judicial processes
to allow those offices and departments that work closely with one another to have a single place to
coordinate the continuation of the judicial system in Grant County. This facility would be used as a work
space for displaced offices to continue to provide essential functions. The location of court proceedings
will be the responsibility of each court and their presiding judge.
Vital Files, Records, and Databases
All offices and departments should identify those files and records that can be, or have been, digitally
stored through an off-site backup that can be recovered from the alternate facility once operations have
been resumed. Network and internet access may be disrupted for an indeterminate amount of time,
depending on the nature and scope of the incident that activated the COOP. Restoration of the Grant
County Network is one of the pre -identified essential functions of Grant County Technology Services
(GCTS), and GCTS will update offices and departments to any identified network outages and upon
restoration of services. It is recommended that offices and departments have internal plans to continue
their operations in the event of a prolonged network disruption; such as using physical paper copies to
continue operations.
During relocation to alternate facilities, it may not be possible to relocate all physical copies of vital files,
records, and databases. In the event of an activation, personnel should prioritize their safety, the safety
of their fellow employees, and the safety of the public over the movement of files and equipment. Each
office and department should work to pre -identify those files and records that are essential to be
recovered in the event that temporary re-entry into an evacuated primary facility is permitted.
Reconstitution
Offices and departments of Grant County government will begin to return to normal activity once the
incident has been stabilized, and all necessary checks have been performed to ensure the safety and
usability of their primary facility. Upon confirmation that their primary facility is habitable, offices and
departments will coordinate with the EOC for a phased demobilization from alternate facility operations
and a return to normal operations. Once normal operations have resumed, offices and departments
should return to normal staffing schedules and operations as well.

Testing, Training, and Exercises

The GCSO-EMD will take the lead in facilitating training and exercises related to the COOP. Exercises
may be discussion based (i.e. a tabletop) or functional (i.e. a full-scale exercise). Exercises will be
conducted on an as needed basis determined by GCSO-EMD in coordination with the BOCC, with a goal
of a discussion based exercise annually, and a functional exercise tri -annually. All Grant County
departments and elected offices, as well as outside agencies that would be involved in COOP activation,
will be notified when training and exercises will be conducted and requested to participate.
Plan Maintenance
This plan will be reviewed on an annual basis by GCSO-EMD. Each office and department is responsible
to review their specific sections and inform GCSO-EMD of any changes or additions that need to be
made. This review process will occur every March, to allow for any changes that occur due to a change
in an elected office.
