In regard to our purchasing policies for goods and services, And referencing earlier versions of this
document from-Giete r of 2015 (original);'Revision one (March of 2017), Revision 2 (October 2018) and
in reference to resolution No. 15 -066 -CC; the County should amend its policies to include the following
Purchasing Cooperatives;
OMNIA Partners (formally US Communities), AND
Sourcewell (formally National Joint Powers Alliance (NJPA)), AND
NASPO Valuepoint (National association of State Procurement Officials, formerly western states
contracting alliance), AND
King County Directors Association KCDA, AND
Government Services Administration. (GSA). Currently the GSA only includes schedules 70 & 84 which
are specific to IT and law enforcement related purchases, AND
National Cooperative Purchasing Alliance (NCPA).
If Grant County looks to the Department of Enterprise services seeking a Washington State contract for
specific goods or services and one is not found, Grant County may elect to competitively bid the goods or
services OR look to purchasing cooperatives listed above. Provided:
Grant County shall ensure the contract for goods and services was competitively bid, that we have access
to all bid documents and have archived for our own purposes the bid, award, pricing, and contract
documents for proper retention of the contract award. These options shall include vendors with contracts
for specific goods and services. All other requirements, such as ensuring that a contractor is not debarred
in the State of Washington, etc., will be met pursuant to our normal procurement standards.
These documents will be kept with the office requesting or requiring the contract/purchase for the
retention period required under Washington State Law. All technology related purchases shall be
performed through the Central Services department.
Furthermore, Any and all purchases from Amazon utilizing County resources for the purchase of items
for the use by County departments or employees shall be matl�co=gh-�the� ��- � •- �l ,o�ie
