Glen Stockwell discussed the Fast Track Completion of the Columbia Basin Projectandabouihis
meeting with the Northwest Seaport Alliance. Mr. Stockwell isasking the Commissioners toask
the Grant County Economic Development Council to put together a summit here in Grant
County. As of today, the Grant County are the only commissioners that have signed onto this

was glad they were taken down. Healso discussed aBoundary Line Adjustment and said that
due toerrors bythe Assessor's Office/Treasurer'sOfficehehad to pay approximately $440 in
extra recording fees. Hedescribed his discussion with Public Works onculverts. Hedid not like
the way hewas treated bvtheir staff. Mr. Schemppalso mentioned how hefelt that juvenile
offenders should be kept in Grant County., not moved to Martin Hall/Medical Lake.

After discussion, a motion was made by Commissioner Carter, seconded byCommissioner

to a vacancy within the Board (RCW 87-03-081). The Legislative Authority feels itisinthe best
interest ofall parties tohave the position filled bvavote ofthe constituents attheir upcoming

Commissioners Carter and Stevens were authorized to sign the East Basin Potato Storage LLC (East Basin
Potato Storage LLC Short Plat) File # P 19-0321 (preliminary P 19-0241) Final Plat Submission and

A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve items 1
through 5 on the agenda. The date for the public hearing on item 4 was changed to November 12, 2019
at 1:45 p.m. The motion passed unanimously.
1. Recommendation to award the bid for the Road District No. 3 Shop Repair in Quincy be awarded
to the low bidder: Blew's Construction, Inc. for the bid amount of $1,501,250.00 not including
sales tax. (Approved)
2. Resolution No. 19 -077 -CC awarding a Sub -grant to the Regional Board of Mayors, Electric City,
for the Reimbursement of oil Recycling Costs at the Delano Regional Transfer Station.

3. Interlocal Agreement between Grant County and Town of Wilson Creek to award Wilson Creek
a sub -grant from the Washington State Department of Ecology — Local Solid Waste Financial
Assistance to maintain a yard waste collection program for town residents in order to divert
yard waste from the Ephrata Landfill. (Approved, Resolution No. 19 -076 -CC signed October 7,,
2019 on the ASC Agenda)
4. Resolution No. 19 -078 -CC notice of hearing to vacate Lot 1 of the road dedication in the

$177,500.00 for the following Strategic Infrastructure Program projects using Economic
Enhancement Strategic Infrastructure ending fund balance (113.155): (Approved, the public
hearing was scheduled for October 29,, 2019 at 8:45 a.m.)

3. Request for budget transfer from the Administrative Services Coordinator in the amount of
$5,773.17 from Insurance Fund — Miscellaneous (new vehicles and equipment 503.182) to
Insurance Expenses (premium 503.182) due to Clear Risk updating the Grant County Statement
of Value property and equipment breakdown to update the Courthouse and Jail building values.

AUDITOR'S OFFICE —ACCOUNTING DEPARTMENT
4. Payment of vouchers certified by the auditing officer as required by RCW 42.24-080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090"

CENTRAL SERVICES
5. Request for a budget extension in the amount of $35,000-00 to complete the sidewalk
construction project (sidewalks that border parking lots F, E, and B) using REET funds.

6. Request for the following language be added to the County's purchasing guidelines: "Any and all
purchases from Amazon utilizing County resources for the purchase of items for use by County
departments or employees shall be made through the Central Services Amazon Account."

7. Request authorization to hold Open Riding in the Ardell Pavilion. Dates will be November
through February, Tuesday through Friday 9:00 a.m. to 4:30 p.m. and Saturday 8:00 a.m. to 3:00
p.m. at a rate of $45.00 month. (Approved)
ASSESSOR'S OFFICE
8. Recommendation to approve a manifest error correction exceeding three years for Amy Chief
Mattawa LLC (Parcel No. 60-0560-000). This parcel was still on the tax rolls and should not have
been as it was destroyed in 2014. Per RCW 84.69.0301 the County Legislative Authority has the
authorization to approve such recommendation. (Approved)

9. Request for budget extension in the amount of $22,860.00 to receive grant funds from the US
Department of Housing and Urban Development, Washington State Department of Commerce.,
and HopeSource for the Youth Homelessness Demonstration Project (CFDA #14.276) to provide
services to homeless youth victims. (Approved, the public hearing was scheduled for October
29, 2019 at 8:45 a.m.)
