As the BOCC is aware, after an act of vandalism occurred at a recent event in the Harwood
Pavilion. (3/3/2019) The Fire Suppression system was frozen due to one of the patrons of the
event removing a heater from the maintenance space which houses the control apparatus and
leaving it in the dirt of the arena.
Monday March 4h after the Harwood was cleaned and discovering that the systems was
damaged we called Cascade Fire Protection to have them assess the system, they stated it was
frozen and that it would need to thaw before they could fully assess the damage and we could
affect repairs to the system.
The maintenance department called Ferrell Gas and had them set (2) 500 gallon propane tanks
and we began heating the building. We did this after discussing the situation and figuring out the
best way to provide heat to the building.
The system is now at a point where we can have the system again inspected, tested and, repaired.
The fairgrounds director is in touch with the insurance company responsible for insuring the
event. This letter is the formal request to designate this as an emergent repair and forgo the
requirements of a formal bid process to repair the system.
We will need to designate a fund to pay for the repairs while we await any reimbursed funds
from the insurance company. Currently we do not have an estimate for the repairs.
